Regulations on the structural unit "Training Center"

1. GENERAL PROVISIONS

1.1. This regulation on the structural unit carrying out educational and production activities (hereinafter referred to as the regulation) was developed on the basis of the Charter of PROGRAM CENTER LLC and in accordance with the Federal Law of December 29, 2012 No. 273-FZ “On Education in Russian Federation».

1.3. The training center is created and liquidated by the order of the general director of LLC "PROGRAM CENTER".

1.4. The training center is headed by the head of the training center, who is appointed to the position and dismissed from his position by order of the general director of LLC "PROGRAM CENTER".

1.5. During a long absence of the head of the CA (vacation, illness, business trip, etc.), the management of the CA is carried out by the deputy head of the CA in accordance with the order of the general director of LLC "PROGRAM CENTER".

1.6. Specialists training center are appointed to positions and dismissed from positions by order of the General Director of LLC "PROGRAM CENTER" on the proposal of the head of the CA.

1.7. The Training Center carries out the types of activities enshrined in the charter of PROGRAM CENTER LLC and the license to carry out educational activities, obtained taking into account the specifics of certain types of activities in the manner prescribed by applicable law.

1.8. This Regulation governs the educational and production, financial and economic activities of the Training Center LLC "PROGRAM CENTER", which provide training for students in the profile of the relevant educational program.

1.9. The Training Center in its activities is guided by the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" and others federal laws Russian Federation, resolutions and orders of the Government of the Russian Federation in the field of education, these Regulations, the Charter and local acts of PROGRAM CENTER LLC.

1.10. The training center does not have a separate personal account and seal.

1.11. The Training Center does not have separate property and uses the property of PROGRAM CENTER LLC in its activities.

1.12. This provision may be amended and supplemented in accordance with the established procedure.

2. MAIN TASKS

2.1. Additional vocational training, professional retraining and advanced training of domestic specialists in the field of cadastral relations, geodesy and cartography.

2.2. Educational-methodical, normative-organizational and organizational-advisory support and support of the educational process and educational activities.

2.3. Cooperation with legal, educational, scientific and other organizations of the Russian Federation in order to study and use experience in organizing additional professional education for specialists.

2.4. Development of curricula and modern training programs, methodological materials, lectures and manuals.

2.5. Automation of educational process management and introduction of information technologies into the educational process.

2.6. Creation of prerequisites for learning and self-realization personal abilities students.

2.7. Development of innovative forms and methods of teaching.

2.8. Formation of an environment that ensures the development of intellectual potential.

2.9. Preparation of reference, reporting and other documents on the performance of the TC to the educational authorities, other state and public structures.

3. FUNCTIONS

In accordance with the tasks, the Training Center LLC "PROGRAM CENTER" performs the following functions:

3.1. Training commercial offers to participate in negotiations with a counterparty on the organization of training.

3.2. Participation in the organization and holding of exhibitions, fairs, presentations, conferences and seminars on the problems of scientific, technical and innovative development frames.

3.3. Organization of reception and training of specialists and control of the educational process.

3.4. Improving the methods, techniques and forms of training students.

3.5. Organization of quality control of teaching and educational and methodological support.

3.6. Conducting training in accordance with the approved educational programs and the duration of an academic hour of 45 minutes, established for all types of classroom studies.

3.7. Organization of events during the final certification (knowledge testing).

3.8. Issuance of study documents.

3.9. Ensuring the protection of information and the implementation of organizational measures to ensure the confidentiality of information containing information duly classified as trade secret or restricted information.

4. RIGHTS AND OBLIGATIONS

4.1. In accordance with the functions and tasks, the employees of the CA LLC "PROGRAM CENTER" have the right to:

form learning programs and plans for training students in all areas of additional professional education;

Improve professional qualifications;

Request information (materials) on issues within the competence of the CA from the structural subdivisions of PROGRAM CENTER LLC in the prescribed manner;

Create expert and working groups on programs;

Conduct negotiations with outside organizations within the limits of its competence in accordance with the established procedure;

Use the funds allocated for financing for the purchase of scientific, technical and educational literature;

Make proposals on issues within the competence of the CA in the form of new educational programs and scientific projects.

4.2. In accordance with the functions and tasks, the employees of the CA LLC "PROGRAM CENTER" are responsible for:

Improper performance or non-performance of official duties provided by the position and job description, within the limits determined Labor Code RF;

Offenses committed in the course of carrying out their activities, within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation;

Causing material damage within the limits determined by the current labor and civil legislation of the Russian Federation;

Disclosure of confidential information that has become known through the service and otherwise;

Technical and fire safety, for cleanliness and order in the premises of the UC.

5. HEAD OF THE TRAINING CENTER

5.1. The head of the training center LLC "PROGRAM CENTER" is obliged to:

Organize, manage and coordinate the activities of the UC LLC "PROGRAM CENTER";

Comply with the agreement on confidential information and monitor the confidentiality of official information by the employees of the Training Center;

Organize and control the conduct of office work in accordance with applicable instructions;

On behalf of the management, represent the CA LLC "PROGRAM CENTER" in higher and third-party organizations on any issues within its competence;

Develop and fulfill the goals of the Training Center in the field of training for the current year (annually);

Establish indicators, criteria and methods for evaluating the effectiveness of the ongoing educational process with annual improvement;

Ensure that the employees of the Training Center comply with the rules and regulations of labor protection and safety, industrial sanitation and fire protection.

5.2. The head of the Training Center LLC "PROGRAM CENTER" has the right to:

To manage, organize and coordinate the educational process;

Issue orders and give instructions regarding the organization of the educational process, which are mandatory for both students and employees of the TC;

Request and receive, in accordance with the established procedure, information and materials necessary for the operation of the CA LLC "PROGRAM CENTER";

Make proposals to the management of LLC "PROGRAM CENTER" on sending the employees of the Training Center on business trips, to advanced training courses, seminars, exhibitions, etc.;

Make proposals to the management of LLC "PROGRAM CENTER" on the encouragement of the employees of the Training Center.

5.3. The Head of the Training Center is personally responsible for:

The quality and timeliness of the performance of the functions of the Training Center;

Compliance with current legislation in the process of managing the department;

Compilation, approval and provision of reliable information about the work of the CA;

Improper performance or non-performance of their official duties by subordinates within the limits determined by official duties.

6. ORGANIZATION OF WORK

6.1. structure and staffing The CA LLC "PROGRAM CENTER" is approved by the General Director of LLC "PROGRAM CENTER" based on the conditions and characteristics of the organization's activities on the proposal of the head of the CA.

6.2. Regulations on the departments of the Training Center (bureaus, sectors, groups, laboratories, etc.) are approved by the general director of LLC "PROGRAM CENTER", and the distribution of duties between the employees of the departments is carried out by the head of the TC.

6.3. To perform functions and exercise rights, the Training Center interacts with other structural units of PROGRAM CENTER LLC in accordance with the Charter and instructions.

1. Educational organizations are independent in the formation of their structure, unless otherwise established by federal laws.

2. An educational organization may have in its structure various structural units that ensure the implementation of educational activities, taking into account the level, type and focus of educational programs being implemented, the form of education and the mode of stay of students (branches, representative offices, departments, faculties, institutes, centers, departments, preparatory departments and courses, scientific research, methodological and educational departments, laboratories, design bureaus, educational and training workshops, clinics, educational and experimental farms, training grounds, training bases for practice, training and demonstration centers, educational theaters, exhibition halls, training circus arenas, training dance and opera studios, training concert halls, art and creative workshops, libraries, museums, sports clubs, student sports clubs, school sports clubs, hostels, boarding schools, psychological and socio-pedagogical services, provide providing social adaptation and rehabilitation of students in need of it, and other stipulated by local regulations educational organization structural units).

3. Professional educational organizations can create departments and other structural units that provide practical training for students, on the basis of other organizations operating in the profile of the relevant educational program, in the manner prescribed federal agency executive power executing the functions of developing and implementing public policy and legal regulation in the field general education. 4. Structural divisions of an educational organization, including branches and representative offices, are not legal entities and act on the basis of the charter of the educational organization and the regulation on the relevant structural division, approved in the manner established by the charter of the educational organization. The implementation of educational activities in the representative office of an educational organization is prohibited.

5. A branch of an educational organization is created and liquidated in the manner prescribed by the civil legislation, subject to the specifics provided for by this Federal Law.

6. Adoption by a federal executive body, an executive body of a constituent entity of the Russian Federation, or an local government decisions on the liquidation of a branch of a state and (or) municipal preschool educational organization or a general educational organization are carried out in the manner established parts 11 and 12 article 22 of this federal law.

7. Branches of federal state educational organizations of higher education are created and liquidated by the founder in agreement with the federal executive body that performs the functions of developing and implementing state policy and legal regulation in the field of higher education.

8. Creation of branches of state educational organizations that are under the jurisdiction of a constituent entity of the Russian Federation, or municipal educational organizations on the territory of another constituent entity of the Russian Federation or territory municipality carried out in agreement, respectively, with the executive authority of the subject of the Russian Federation, carrying out public administration in the field of education, and by the local self-government body exercising management in the field of education, at the location of the created branch.

The right of an educational organization to form its own structure is confirmed by Art. 27 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” (hereinafter referred to as the Federal Law “On Education in the Russian Federation”).

The organizational structure of an educational organization is, first of all, a set of various interrelated structural units that are created taking into account the level, type and focus, form of education and mode of stay of students. Structural divisions interact with each other and act as objects of control from the outside.

Management of an educational organization: concept and structure

According to Art. 27 of the Federal Law "On Education in the Russian Federation", educational organizations are independent in the formation of their structure, with the exception of cases provided for by federal laws. The competence of an educational organization also includes the establishment of a staffing table (clause 4, part 3, clause 28 of the Federal Law “On Education in the Russian Federation”). The management of an educational organization, the concept and structure are reflected, first of all, in the staffing table.

Information about the structure and governing bodies refers to information in respect of which an educational organization must ensure openness and accessibility (subparagraph “b”, paragraph 1, part 2, article 29 of the Federal Law “On Education in the Russian Federation”).

Organizational structure of an educational organization: creation of subdivisions

Structural divisions are created on the basis of local regulations of the educational organization. Local acts (regulations on structural divisions) are adopted by the educational organization itself in the manner prescribed by the charter.

In some cases, it is necessary to be guided by regulatory legal acts and methodological recommendations that explain the procedure for creating structural divisions of educational organizations.

Example

The management of an educational organization, the concept and structure, the procedure for the implementation of the activities of school sports clubs and student sports clubs was approved by order of the Ministry of Education and Science of Russia dated September 13, 2013 No. 1065. In order to involve students in classes physical education and sports, development and popularization of school and student sports in an educational organization, a sports club can be created as a structural unit. The sports club carries out its activities in accordance with the legislation of the Russian Federation, the specified procedure, the charter of the educational organization, the regulations on the sports club, approved in the manner prescribed by the charter. The sports club forms its structure taking into account the wishes of students, parents, teaching staff club, educational organization. The main forms of work of the sports club are classes in sections, groups and teams. A sports club may have its own name, emblem, award paraphernalia, sports uniform.

The status of some structural divisions of educational organizations can be regulated at the level of the subject of the Russian Federation.

Example

Approximate regulation on the organization of the activities of a family kindergarten, approved. Decree of the Government of Moscow dated October 30, 2007 No. 951-PP, regulates the activities of family kindergartens, which are structural divisions of state educational organizations that implement general education programs preschool education in accordance with the constitution of the organization.

A feature of family kindergartens as structural units organizational structure An educational organization is, first of all, the organization of activities in large families with three or more children aged from 2 months to 7 years, at the place of residence of this family. If a large family has one or two children preschool age, the organization of a family kindergarten is allowed subject to the admission of children of preschool age from other families.

The family kindergarten provides education, training, supervision, care and rehabilitation of children aged from 2 months to 7 years and is organized in order to:

  • providing parents with many children with employment opportunities without interrupting the process of raising children;
  • development of new forms of preschool education with the implementation in practice of an individual approach to raising a child;
  • expansion of forms of preschool education for children with problems in health and development.

To organize the activities of a family kindergarten in staffing institutions introduce additional staff units:

  • educator - 1.0 st.;
  • physical education teacher - 0.25 st.;
  • music director - 0.25 st.;
  • senior nurse - 0.25 st.;
  • teacher-psychologist - 0.25 st.;
  • social pedagogue - 0.5 st.

These staff units are determined based on 3-5 children for one family kindergarten, which is a structural subdivision of the organization. A parent (legal representative) of a large family in which a family kindergarten is being created is appointed to the position of educator. Catering in the family kindergarten is assigned to the teacher.

Organizational structure of an educational organization: separate divisions

Among the structural divisions, the so-called separate structural divisions should be distinguished. They keep a separate record of property (they have a sub-balance within the overall balance of the educational organization) and are spatially separated from the main building or have allocated premises, floors, parts of the building.

Separate structural subdivisions, within the framework of the organizational structure of an educational organization, carrying out educational activities under a particular program, are headed by a head who reports to the head of the educational organization and acts on the basis of a power of attorney issued by him.

The regulation on the structural divisions of an educational institution does not imply determining the type of educational organization according to the programs implemented in these divisions. The type is determined by one program of the highest level.

In recent years, there has been a tendency to enlarge the organizational structure of educational organizations by including (in the form of affiliation, merger) other, small or inefficient institutions located within the availability determined by sanitary rules in the composition of more efficient institutions. In such cases, a single large educational institution often referred to as "complex". At the same time, it should be borne in mind that such a name can only be used as a proper name, since this organizational and legal form of legal entities does not exist. The institutions included in the enlarged educational organization become separate structural subdivisions (possibly branches), the functions (programs being implemented) of which are determined by the management of the educational organization in agreement with the founder.

A positive feature of consolidation is the unification of all resources under a single leadership. It does not require the conclusion of contracts and approvals. To build relationships between structural units, it is often enough to order the head of an educational organization or adopt a local regulatory act.

Special status of branches and representative offices in the organizational structure of an educational organization

Article 27 of the Federal Law "On Education in the Russian Federation" establishes a special status for branches and representative offices of educational organizations.

In particular, the implementation of educational activities in the representative office of an educational organization is prohibited. In addition, according to part 1 of Art. 19.30 of the Code of Administrative Offenses of the Russian Federation of December 30, 2001 No. 195-FZ, conducting educational activities in a representative office entails the imposition of an administrative fine on officials in the amount of 30 thousand to 50 thousand rubles; for legal entities - from 100 thousand to 200 thousand rubles.

In the branches of organizations engaged in educational activities, it is possible to conduct these activities. In this regard, for each branch of an organization carrying out educational activities, a separate annex to the license is drawn up, indicating also the name and location of such a branch.

A branch of the organizational structure of an educational organization is created and liquidated in the manner prescribed by civil law, taking into account the specifics provided for by the Federal Law "On Education in the Russian Federation".

The adoption by a federal executive body, an executive body of a constituent entity of the Russian Federation or a local government body of a decision to liquidate a branch of a state and (or) municipal preschool educational organization or a general educational organization is allowed on the basis of a positive conclusion of the commission assessing the consequences of such a decision. Making a decision on the reorganization or liquidation of a branch of a municipal educational organization located in rural settlement, is not allowed without taking into account the opinion of the inhabitants of this rural settlement.

Branches of federal state educational organizations of higher education are created and liquidated by the founder in agreement with the Ministry of Education and Science of Russia.

The creation of branches of state educational organizations that are under the jurisdiction of a constituent entity of the Russian Federation, or municipal educational organizations on the territory of another constituent entity of the Russian Federation or the territory of a municipal formation, is carried out in agreement, respectively, with the executive authority of the constituent entity of the Russian Federation, exercising public administration in the field of education, and the local government, exercising control in the field of education, at the location of the branch being created. The structure of the school development program under the new education law should include branch development programs.

The creation or liquidation of a branch or representative office of an educational organization in the territory of a foreign state is carried out in accordance with the legislation of a foreign state at the location of the branch or representative office, unless otherwise established by international treaties of the Russian Federation. The financial and economic activities of an educational organization at the location of its branch or representative office located on the territory of a foreign state are carried out in accordance with the legislation of this state.

It should also be borne in mind the appearance in the Federal Law "On Education in the Russian Federation" of norms that allow branches of foreign educational organizations to carry out educational activities on the territory of the Russian Federation, subject to a license issued by the Russian federal licensing authority. For each branch of an organization carrying out educational activities, a separate annex to the license is drawn up, indicating also the name and location of such a branch.

When regulating the status of branches and representative offices, it is also necessary to take into account the norms contained in other regulatory legal acts. So, according to part 1 of Art. 55 Civil Code of the Russian Federation (Part One) dated November 30, 1994 No. 51-FZ (hereinafter referred to as the Civil Code of the Russian Federation), a representative office is defined as separate subdivision legal entity located outside its location, which represents the interests of the legal entity and protects them. According to part 2 of Art. 55 of the Civil Code of the Russian Federation, a branch is a separate subdivision of a legal entity located outside its location and performing all or part of its functions, incl.

Management of an educational organization: concept and structure, functions of representation

Representative offices and branches are not legal entities. They are endowed with the property of those who created them. legal entity and act on the basis of the provisions approved by him. Heads of representative offices and branches are appointed by a legal entity and act on the basis of its power of attorney.

In accordance with Art. 185 of the Civil Code of the Russian Federation, a power of attorney on behalf of a legal entity is issued signed by its head or another person authorized to do so by its founding documents, with the application seal of the organization. A power of attorney on behalf of a legal entity based on state or municipal property to receive or issue money and other property values ​​must also be signed by the chief accountant of this organization.

I. GENERAL PROVISIONS

1.1. This Regulation has been developed in accordance with the Law of the Russian Federation "On Education in the Russian Federation" No. 273-FZ and determines the activities of the structural unit "Training Center" of the Company with limited liability CityMedia (hereinafter referred to as the Company).

1.2. The structural unit operates in accordance with the Charter of the Company.

1.3. In its activities, the structural subdivision of the Company is guided by federal legislation in the field of regulation of educational activities, as well as resolutions and other regulatory legal acts, orders of federal, regional and municipal authorities management of education, the Charter of the Company, these Regulations.

1.4. The structural subdivision of the Company carries out its activities in cooperation with other structural subdivisions of the Company, institutions of the education system, state and public organizations based on their business profile.

II. BASIS OF ACTIVITIES OF STRUCTURAL SUBDIVISIONS

2.1. A structural subdivision is created in the Company for the purpose of carrying out pedagogical, educational, organizational, mass, information and methodological and other activities not prohibited by the Charter of the institution.

The main task of the structural unit is to organize the educational process in the Company at the level of competence of the unit, including the creation of the necessary conditions for the high-quality implementation of educational programs.

2.3. The structural subdivision of the Society operates on the basis of innovative pedagogical technologies, modern scientific and pedagogical achievements in order to implement additional professional programs and additional general education programs.

2.4. The structural subdivision conducts methodical, experimental and analytical work aimed at improving the educational process, programs, and contributes to improving the professional skills of teaching staff.

2.5. The structural unit provides assistance to teachers in the development and implementation of educational programs.

2.6. Teachers who are part of the structural unit begin work after the approval of the educational program and are guided by it in their work with students.

III. ORGANIZATION OF ACTIVITIES OF STRUCTURAL SUBDIVISIONS

3.1. The structural subdivision of the Company is created, reorganized, terminates its activities in accordance with the Charter of the Company on the basis of an order Director General Society.

3.2. The structural subdivision of the Company is diversified. The structure may change and is approved by order of the General Director of the Company.

3.3. The structural subdivision works on the basis of long-term and current plans of the Company, in accordance with which the structural subdivision forms and implements own plan work for the academic year.

3.4. The activities of employees of the structural unit are carried out in accordance with the job descriptions approved by the General Director of the Company, which comply with qualifications defined for the respective positions of teaching staff.

3.5. The structural subdivision of the Company has documentation in accordance with the nomenclature of the Company's affairs, the necessary documentation in accordance with the profile and specifics of the activity.

3.6. The structural subdivision of the Company has necessary conditions when organizing work: premises that meet the established sanitary and hygienic standards and are equipped with security and fire fighting equipment, equipment, materials and technical means.

3.7. The head and employees of the structural unit (in accordance with job descriptions) are responsible for the performance of activities, liability for the safety of funds and material values.

IV. MANAGEMENT AND MANAGEMENT OF STRUCTURAL UNITS

4.1. General management of the activities of the structural unit is carried out by the General Director of the Company.

4.2. Direct management and management of the activities of the structural unit is carried out by the head of the structural unit, who is appointed by order of the General Director and acts in accordance with the job description.

4.3. Head of the structural unit:

Plans, organizes and controls the educational process;

Responsible for the quality and efficiency of the department;

Represents the activities of the structural unit at pedagogical councils, meetings, conferences;

Provides a boost professional level teaching staff.

4.4. In order to organize activities in the structural unit, the following is carried out:

Department staff meetings;

Interviews with teachers.

4.5. If necessary, temporary commissions may be created in the structural unit, creative groups, associations, etc. to study and resolve issues of the educational activities of the institution that are within the competence of the structural unit.

4.6. The collective management body of the structural subdivision is the pedagogical council, whose activities are determined by the regulation on the pedagogical council of the Society.

V. RIGHTS OF STRUCTURAL UNIT

To perform the functions assigned to it, the structural unit is entitled to:

5.1. Request from other structural units information, documentation and materials necessary to resolve issues related to the performance of the duties assigned to the structural unit.

5.2. Invite representatives of third-party organizations to resolve issues within the competence of the structural unit.

5.3. Submit proposals on issues within the competence of the structural unit through the head for consideration by the General Director.

VI. RESPONSIBILITY OF THE STRUCTURAL UNIT.

6.1 The head of the structural unit and other employees of the unit are responsible for:

$1 - for non-fulfillment or improper fulfillment of their duties stipulated by job descriptions in accordance with applicable law;

$1 - for offenses committed during the period of its activities in accordance with the current civil, administrative and criminal laws;

$1 - for causing material damage - in accordance with applicable civil, administrative and criminal laws.

VII. INTERACTION

7.1. Employees of the structural unit, within their competence, interact with the General Director of the Company, the head of the structural unit, heads of other structural units, on issues of educational activities.

7.2. Employees of the department also speak and make proposals at meetings, methodological associations, pedagogical councils on the issues of improving teaching and educational work.

7.3 Interaction is ensured by coordinated educational and educational planning, financial and economic activities for a certain period of time, orders and orders of the General Director of the Company and the head of the structural unit.

VIII. ON THE CONDITIONS OF ADMISSION TO TRAINING AND DEPOSIT FROM TRAINING UNDER ADDITIONAL PROFESSIONAL PROGRAMS, ADDITIONAL GENERAL EDUCATIONAL PROGRAMS

8.1. The following persons are allowed to master additional professional programs: persons with secondary vocational and (or) higher education; persons receiving secondary vocational and (or) higher education.

8.2. The following persons are allowed to master additional general educational programs: persons who have reached the age of 18 years. There are no educational requirements.

8.3. The training center provides training on the basis of an education agreement concluded with the student and (or) with an individual or legal entity that undertakes to pay for the training of the person enrolled in the training. Admission to training is carried out without entrance examinations.

8.4. When applying for training, the customer submits the following documents:

Application (Appendix 1);

A copy of the identity document on individual- a student;

Copy of payment receipt.

Other documents at the request of the Training Center.

8.5. A person who is enrolled in programs of additional professional education and additional general education programs by order of the Company, with this person or his representative, an Agreement is concluded in a simple written form, which contains the following information and conditions:

a) full name and brand name of the Training Center;

b) the location of the Training Center;

c) name or surname, first name, patronymic (if any) of the customer, phone number of the customer;

d) location or place of residence of the customer;

e) last name, first name, patronymic (if any) of the representative of the Training Center and (or) the customer, details of the document certifying the authority of the representative of the Training Center and (or) the customer;

f) last name, first name, patronymic (if any) of the student, his place of residence, phone number (indicated in the case of paid educational services in favor of a student who is not a customer under the contract);

g) the rights, duties and responsibilities of the Training Center, the customer and the student;

h) information about the license to carry out educational activities (name of the licensing authority, number and date of registration of the license);

i) type, level and (or) focus of the educational program (part of the educational program of a certain level, type and (or) focus);

j) form of education;

k) terms of mastering the educational program (duration of training);

l) the type of document (if any) issued to the student after the student successfully masters the relevant educational program (part of the educational program);

m) the procedure for changing and terminating the contract;

o) other necessary information.

8.7. Additional vocational education is carried out through the implementation of additional professional programs (training programs and professional retraining programs).

8.8. The implementation of the advanced training program is aimed at improving and (or) obtaining new competencies necessary for professional activities, and (or) raising the professional level within the existing qualifications.

8.9. The structure of the advanced training program should include a description of the list professional competencies within the framework of the existing qualification, the qualitative change of which is carried out as a result of training.

8.10. The implementation of the professional retraining program is aimed at obtaining the competence necessary to perform a new type of professional activity, acquiring a new qualification.

8.11. The content of the additional professional program being implemented should take into account professional standards, qualification requirements specified in qualification guides for relevant positions, professions and specialties, or qualification requirements for professional knowledge and skills necessary for the performance of official duties, which are established in accordance with federal laws and other regulatory legal acts of the Russian Federation on public service.

8.12. The professional retraining program is developed by the Training Center on the basis of established qualification requirements, professional standards and the requirements of the relevant federal state educational standards secondary vocational education to the results of the development of educational programs.

8.14. Forms of training and terms for mastering an additional professional program are determined educational program and (or) an agreement on education. The term for mastering an additional professional program should ensure the possibility of achieving the planned results and obtaining a new competence (qualification) declared in the program. At the same time, the minimum allowable period for mastering advanced training programs cannot be less than 16 hours, and the period for mastering professional retraining programs - less than 250 hours.

8.15. An additional professional program can be implemented in whole or in part in the form of an internship.

8.16. When implementing additional professional programs, the Training Center can use a form of organizing educational activities based on the modular principle of presenting the content of the educational program and building curricula, using various educational technologies, including distance learning technologies and e-learning.

8.17. Additional professional programs and additional general education programs are implemented by the Training Center both independently and through network forms of their implementation.

The educational process in the Training Center can be carried out throughout the calendar year.

8.18. The educational activity of students provides the following types training sessions and academic work: lectures, practical and seminar classes, laboratory works, round tables, master classes, workshops, business games, role-playing games, trainings, seminars on the exchange of experience, on-site classes, consultations, the performance of attestation, diploma, project work and other types of training sessions and educational work determined by the curriculum.

For all types of classroom studies, the academic hour is set to 45 minutes.

8.19. When mastering additional professional programs of professional retraining, credit is possible subjects, courses, disciplines (modules) mastered in the process of previous training in the main professional educational programs and (or) additional professional programs.

The development of additional professional educational programs ends with the final certification of students in the form specified in the curriculum.

8.20. Persons who have successfully mastered the relevant additional professional program and passed the final certification are issued qualification documents: a certificate of advanced training and (or) a diploma of professional retraining.

8.21. The qualification indicated in the qualification document entitles its holder to practice a certain professional activity and/or perform specific labor functions, for which established by law of the Russian Federation, the procedure defines the mandatory requirements for the availability of qualifications based on the results of additional professional education, unless otherwise established by the legislation of the Russian Federation.

8.21. Persons who have not passed the final attestation or received unsatisfactory results at the final attestation, as well as persons who have mastered part of the additional professional program and (or) expelled from the Training Center, are issued a certificate of training or of the period of training according to the model independently established by the Training Center.

The qualification document is issued on a form, the sample of which is established by the Training Center.

8.22. When mastering an additional professional program in parallel with obtaining secondary vocational education, a certificate of advanced training and (or) a diploma of professional retraining is issued simultaneously with the receipt of the corresponding document on education and qualification.

8.24. Additional general education programs are carried out through the implementation of additional general education programs - additional general developmental programs, additional pre-professional programs.

8.25. The implementation of an additional general education program is aimed at the formation and development of the creative abilities of students; satisfaction of individual needs of students in intellectual, artistic, aesthetic, moral and intellectual development; formation of a culture of a healthy and safe lifestyle, strengthening the health of students; ensuring spiritual and moral, civil and patriotic, military and patriotic, labor education of students; socialization and adaptation of students to life in society;

formation common culture students; satisfaction of other educational needs and interests of students that do not contradict the legislation of the Russian Federation, carried out outside the federal state educational standards and federal state requirements.

8.26. The forms of education and the terms for mastering the additional general education program are determined by the educational program and (or) the agreement on education. The term for mastering an additional general education program should ensure the possibility of achieving the planned results stated in the program.

8.27. The expulsion of the student is made by order of the head of the Society in connection with the end of training.

8.28. Early dismissal of a student is made in the following cases:

Absence from class without a valid reason;

Personal statement of the student;

Failure to meet the requirements of an additional professional program;

For health;

In the event of a disrespectful attitude towards the employees of the Training Center and (or) other students;

Absence of tuition fees within the terms established by the contract.

8.29. The decision on expulsion is made on the basis of the memorandums of the leaders of the study groups, and is made by the head of the Society. This decision must be issued by order.

8.30. In case of expulsion for reasons beyond the control of the Training Center, a refund of tuition fees is not made.
