1. General Provisions

Job responsibilities. Appendix. Model regulation on the migration unit of the territorial body of the Ministry of Internal Affairs of the Russian Federation at the regional level

I. General provisions

1. This Model Regulation defines the main tasks, functions, powers and organization of the activities of the migration unit of the territorial body of the Ministry of Internal Affairs of the Russian Federation at the regional level.

2. The migration unit is a structural subdivision of the territorial body of the Ministry of Internal Affairs of Russia at the regional level, providing and exercising, within its competence, law enforcement functions of control, supervision and provision of public services in the field of migration.

10.6. Implementation, in cooperation with other territorial bodies of federal executive bodies, of measures to prevent and suppress illegal migration.

III. Main functions and powers

11. The main functions of the migration unit are:

11.1. Implementation of federal state supervision (control) over:

11.1.1. Observance by citizens of the Russian Federation and officials rules for registration and de-registration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation.

11.1.2. Observance by foreign citizens and stateless persons, officials, legal entities, other bodies and organizations of the rules of migration registration.

11.1.3. Compliance with immigration rules by foreign citizens and stateless persons.

11.1.4. Compliance with the rules for attracting works (services) by employers, customers foreign workers to the Russian Federation and the use of their labor.

11.1.5. Compliance by the licensee with licensing requirements and conditions related to the employment of citizens of the Russian Federation outside the Russian Federation.

11.1.6. Compliance with the rules of labor activity by foreign workers on the territory of the Russian Federation.

11.1.7. Compliance by foreign citizens and stateless persons with the terms of stay (residence), movement or the procedure for choosing a place of stay (residence) on the territory of the Russian Federation.

11.1.8. Execution by a foreign citizen or stateless person of the administrative punishment imposed on him in the form of administrative expulsion from the Russian Federation in the form of a controlled independent exit from the Russian Federation.

11.2. Preparation in accordance with the legislation of the Russian Federation and submission to the head (chief) of the territorial body of the Ministry of Internal Affairs of Russia of decisions:

11.2.1. On applications for changing the citizenship of the Russian Federation.

11.2.2. 11.2.3. On the issuance, suspension of validity, cancellation of permits to attract and use foreign workers.

IV. Organization of activities

15.
