I don’t know how they will help in the safety of work, but the bureaucratic foundations have been shaken.

Electrical safety certificate of a new sample

9. Clause 4.17 appeared with the following content:
4.17. On overhead lines and overhead lines, before connecting or breaking electrically connected sections (wires, cables), it is necessary to equalize the potentials of these sections. 5.5. The employee issuing a permit for the preparation of workplaces and for admission to work in electrical installations is responsible:
for giving commands to disconnect and ground equipment and obtain confirmation of their implementation, as well as independent actions to disconnect and ground equipment in accordance with the measures for preparing the workplace, determined by the order (order) taking into account the actual diagram of electrical installations and the electrical network;
for the ability to safely disconnect, turn on and ground the equipment under its control;
for coordinating the time and place of brigades allowed to work in electrical installations, including accounting for brigades, obtaining information from all brigades (allowing) admitted to work in electrical installations about the complete completion of work and the possibility of putting the electrical installation into operation;
for the correctness of these commands, independent actions to turn on the switching devices in terms of excluding the supply of voltage to the workplaces of authorized teams.
5.6. The right to issue permits for the preparation of workplaces and access to work at electric grid facilities is granted to operational personnel with group IV-V in accordance with job descriptions and distribution of equipment according to the methods of operational management.
It is allowed to grant the right to issue permits for the preparation of jobs and access to work at electric grid facilities to employees from among the administrative and technical personnel authorized to do so by a written instruction from the head (manager) of the operating organization (separate subdivision) in the operation of electrical installations that are in the operational management of other subjects of the electric power industry.

In the absence of employees entitled to issue orders and orders, during work to prevent accidents or eliminate their consequences, it is allowed to issue orders and orders from among the operational personnel with group IV, located directly on the territory of the electric power facility or the power receiving installation of the consumer of electricity. Granting to operational personnel the right to issue orders and orders must be formalized by the ORD of an organization or a separate subdivision.
5.5. The employee issuing a permit for the preparation of jobs and for admission, answers:
for issuing commands for disconnecting and grounding power lines and equipment under its technological control and obtaining confirmation of their implementation, as well as for independent actions for disconnecting and grounding power lines and equipment under its technological control;
for the compliance and sufficiency of the measures provided for by the order (order) for disconnecting and grounding equipment, taking into account the actual scheme of electrical installations;
for coordinating the time and place of work of authorized teams, including for accounting for teams, as well as for obtaining information from all teams (allowing) admitted to work in the electrical installation about the complete completion of work and the possibility of putting the electrical installation into operation.
In the event that the employee issuing the permit for the preparation of workplaces and for admission is not a person in whose technological control the power transmission line and equipment are located, the specified employee is responsible for obtaining confirmation of the completed technical measures for disconnecting and grounding the power transmission line and equipment from the dispatching personnel (employee of the subject of operational dispatch control in the electric power industry (dispatcher), authorized in the implementation of operational dispatch control in the electric power industry, on behalf of the subject of operational dispatch control in the electric power industry, to issue dispatch commands and permits that are mandatory for execution or to change the technological mode of operation and the operational state of dispatching objects, directly influencing on them using remote control means, when managing the electric power mode of the power system) or operational personnel, in whose dispatching room or technol Power lines and equipment are under logical control.
5.6. The right to issue permits for the preparation of workplaces and for admission is granted to operational personnel with a group of at least IV, in accordance with job descriptions.

Protocol for testing knowledge on labor protection

For enterprises not related to the energy sector and not having electrical and electrotechnical personnel, it is necessary to have at least one employee with electrical safety group 4 (IV).

There are two reasons for this:

  1. In accordance with clause 1.2.7 of the PTEEP, the appointment of a person responsible for the electrical economy and his deputy is carried out after checking the knowledge and assigning the appropriate electrical safety group. For electrical installations up to 1000 V - 4 (IV) electrical safety group, for electrical installations over 1000 V - 5 (V) group. Therefore, even if you have electrical installations up to 1000 V, the minimum electrical safety group for an employee who is supposed to be appointed responsible for electrical equipment is 4 (IV). If your installed power is up to 10 kVA, then, in accordance with clause 1.2.3. PTEEP, the deputy responsible for electrical facilities can not be appointed. But if there are more, you will have to train two.
  2. To conduct electrical safety briefings for non-electrotechnical personnel, an employee with a safety group of at least 3 (III) is required.

If the briefing is carried out by the person responsible for the electrical economy, then you will need only one specialist with group 4 (IV) in electrical safety (provided that your installed power is less than 10 kVA).


Testing the knowledge and training of an employee for the 4 (IV) security group for enterprises that do not have electrical and electrotechnical personnel in their composition can be carried out in specialized training centers. Upon completion of training, a certificate and protocol of knowledge testing are issued, signed by members of the commission of the educational institution, which must include a representative of the state energy supervision.


Knowledge testing is carried out with a frequency of 1 time in 3 years.


In accordance with clause 1.2.3 of the PTEEP, the person responsible for the electrical economy and his deputy are appointed from among the managers and specialists of the enterprise. This should be taken into account when sending employees to study.


For enterprises with an energy service, to conduct a knowledge test of the electrical and electrical engineering personnel of the enterprise, the head appoints a commission consisting of at least five people.


The chairman of the commission must have a group on electrical safety 5 (V) - electrical installations with voltage up to and above 1000 V, group 4 (IV) - electrical installations up to 1000 V. (clause 1.4.30. PTEEP).


Testing the knowledge of those responsible for the electrical economy, their deputies, as well as labor protection specialists whose duties include monitoring electrical installations, is carried out in the commission of the state energy supervision bodies (clause 1.4.28. PTEEP).

Electrical safety levels

AT recent times the main method for ensuring safety when performing work on electrical equipment is the attachment of certain degrees of tolerance to workers.

On July 24, 2013, the Ministry of Labor and Social Protection of the Russian Federation issued Order No. 328n, which approved 5 tolerance levels for electrical safety purposes (see table below).

Fourth clearance levelGives the employee the right to independently manipulate electrical installations at a voltage of more than 1000 volts. They can also supervise the performance of work with a voltage not exceeding 1000 volts.
Fifth clearance levelIt is considered the highest in this list. Here you can not only work independently with a voltage exceeding 1000 volts, but also supervise the work of subordinate personnel on equipment with a voltage above this limit. If an employee does not have experience at the 4th level of electrical safety, then the 5th level will not be provided to him.

Checking knowledge of electrical safety provisions

In paragraph 2.5. The rules for labor protection when working on electrical installations (put into use by order of the Ministry of Labor No. 328n dated July 24, 2013) provide for the execution of an examination of employees' knowledge of electrical safety with the appropriate protocol.

Oddly enough, the Ministry of Labor of Russia itself did not determine any requirements for the procedure and methodology for filling out the protocol in question. Therefore, when filling out the form, the person concerned should consider the following principles:

  • the document is prepared only on paper;
  • the form can be filled out both by the hand of the inspector and by typewriting;
  • all lines of the document must be filled in (except for the cases that are listed in separate footnotes to the protocol);
  • each member of the commission that checks the knowledge of an employee must confirm with his signature the level of competence of the person being tested;
  • if there is an employee of the service in the examination committee state control, then he also puts his signature in the form of the protocol;
  • at the end of all fillings, the verified employee puts his signature.

As a result, it should be noted that the rules on labor protection and electrical safety oblige to conduct appropriate checks of employees and fill out a protocol for testing knowledge on electrical safety.
