1.2. This technology establishes the procedure for issuing the transportation of private empty wagons in direct international traffic from Russian Federation to the Republic of Latvia carried out by Russian Railways and LDZ using electronic consignment notes without issuing SMGS consignment notes on paper using enhanced electronic signature in accordance with federal law dated April 6, 2011 No. 63-FZ "On electronic signature".

1.3. This technology is used if there is an agreement between Russian Railways and a consignor in the Russian Federation on the electronic exchange of documents, which provides for the exchange electronic documents signed by EP.

1.4. The SMGS consignment note for the carriage of private empty wagons traveling from the Russian Federation to the Republic of Latvia is issued in in electronic format without printing a set of shipping documents.

1.5. Changes made to the electronic SMGS consignment note at any stage of transportation are confirmed in AS ETRAN by the enhanced ES of responsible employees.

2. Issuance of an electronic SMGS consignment note for private empty wagons traveling from the Russian Federation to the Republic of Latvia

2.1. The consignor issues an electronic SMGS consignment note for empty private wagons in accordance with the Agreement on International Rail Freight Traffic (SMGS).

2.2. The consignor, after filling in the electronic SMGS consignment note, signs the electronic SMGS consignment note formed by AS ETRAN with his enhanced ES.

2.3. The consignor prints the wagon sheet and accepts the wagons without the consignor presenting the SMGS consignment note on paper. If the ETRAN AS is not present at the workplace, the CFTO agent prints a wagon sheet on paper in AS ETRAN with a mark: "With an electronic waybill" and transfers it to the acquiring.

2.4. After receiving private empty wagons from the consignor, the consignor fills in and signs the wagon sheet, after which he returns it to the agent of the Central Federal Transport Service against signature in the Book of Delivery of Cargo Documents of the form GU-48.

The CFTO agent, on the basis of the wagon list, completes the execution of the electronic SMGS consignment note in AS ETRAN, transfers to automated system operational management transportation (ASOUP) information in message format 410 in the volume of the SMGS consignment note, after which he signs the electronic SMGS consignment note with enhanced ES.

The agent of the CFTO, issued in paper form, transfers it to the STC against signature in the Book of delivery of cargo documents of the form GU-48.

2.5. ETRAN AS records the result of issuing an electronic SMGS consignment note, signed with an enhanced ES of the consignor, in the accompanying sheet of road bills and wagon sheets GU-4/E VTs, marked "With ES".

2.6. In AS ETRAN, the consignor is provided with viewing of the electronic SMGS consignment note and printing of a machine-printed copy of the electronic SMGS consignment note (duplicate of the consignment note) on paper in the form of the SMGS form.

2.7. Transfer of the electronic SMGS consignment note from AS ETRAN to the automated information system LDZ is provided through the EDI system.

2.8. Transportation of private empty wagons from the departure station in the Russian Federation to the RZhD transfer station is carried out accompanied by a wagon sheet GU-38a or GU-38b (depending on the type of shipment) on paper with a special mark "With an electronic waybill".

2.9. If necessary, in the process of transporting private empty wagons, drawing up an act general form GU-23 related to this transportation, the responsible employee of the Russian Railways station, on the basis of the electronic SMGS consignment note, draws up an act of the general form GU-23 in the EASAPR system. The drawn up act of the general form GU-23 on paper is attached to the wagon sheet and follows to the destination station.

2.10. In case of occurrence emergency situations when transporting private empty wagons from the departure station in the Russian Federation to the transfer station of Russian Railways, when information is required in the scope of all fields of the SMGS consignment note, the CFTO agent is provided in AS ETRAN with a printout of a machine-printed copy of the electronic SMGS consignment note on paper in the form of an SMGS form.

3. Work with documents upon delivery of the train at the transfer station of Russian Railways

3.1. Upon the arrival of the wagons at the transfer station of Russian Railways, the wagon sheets marked "With an electronic waybill" in the prescribed manner, against signature in the Book of delivery of cargo documents form GU-48, come from the STC to the LAFTO of the transfer station of Russian Railways.

3.2. After receiving the wagon list, the agent of the TsFTO of the transfer station, using the information of the electronic SMGS consignment note, registers the fact of the arrival of private empty wagons in the Cargo Arrival Book of the form GU-42/E VTs.

3.3. Wagon sheets are transferred from LAFTO to the STC against signature in the Book of delivery of cargo documents form GU-48.

3.4. After agreeing on the PPV, in accordance with the technology of the transfer station, the CFTO agent, using AS ETRAN, completes the transportation through the territory of the Russian Federation using enhanced ES.

3.5. The result of the delivery of private empty wagons to LDZ is recorded in AS ETRAN in the "Accompanying statement of road statements for issued goods" form FDU-91 / E VTs.

3.6. Further transfer of private empty wagons is carried out using electronic SMGS consignment notes, accompanied by a paper wagon list, and PPW on paper. The cars are considered accepted from the moment the PPV is signed by the representatives of LDZ.

1. Railway transport workers who have witnessed or participated in a violation of traffic safety at a railway station shall immediately report its occurrence using any available means of communication to the duty officer at the railway station (train dispatcher), and on the haul - to duty officers at neighboring railway stations (train dispatcher). ), which transmit information about what happened in the following sequence:

III. The procedure for the formation of commissions to investigate violations of traffic safety

1. To investigate violations of traffic safety on the infrastructure of Russian Railways, commissions of JSC Russian Railways are formed, the composition of which is determined depending on the initial information on the consequences and probable causes of the violation of traffic safety in accordance with the Regulations on the organization of an internal investigation and accounting of traffic accidents and other events related to violation of the rules for traffic safety and operation of railway transport events on the infrastructure of Russian Railways, approved by order of Russian Railways dated May 8, 2015 No. 1185r.

2. The commission of JSC "Russian Railways" is formed by an operational order, which also indicates the date, time and place of the meeting of the members of the commission, as well as the violation of traffic safety under investigation. An operational order is brought to the attention of the members of the commission using any available means of communication.

3. Chairman of the commission of Russian Railways to investigate traffic safety violations qualified as: crash; crash; incidents during the transportation (transportation) of dangerous goods (associated with spillage (spillage) of dangerous goods resulting from damage to the wagon or container, damage to the packaging, loosely closed car hatches, defect (damage) of the boiler of the tank car, defect (damage) of the fittings of the boiler of the car - tank car, defect (damage) of the drain device of the tank car and caused damage to life and health of people, property of individuals or legal entities, the environmental sphere, which led to emergencies of a local, municipal, intermunicipal, regional, interregional and federal nature, determined in accordance with the Decree of the Government of the Russian Federation dated May 21, 2007 No. 304 "On the classification of emergency situations of a natural and man-made nature" is appointed by an operational order management of Russian Railways.

4. The head of the railway is the chairman and determines the composition of the commission of Russian Railways to investigate the following violations of traffic safety:

collision of railway rolling stock with other railway rolling stock on hauls and stations during train operation, which does not have the consequences of crashes and accidents;

derailment of railway rolling stock on hauls and stations during train operation, which does not have the consequences of crashes and accidents;

accepting a train on a busy track;

departure of the train to a busy stage;

unauthorized movement of railway rolling stock on the route of reception, departure of the train or on the haul;

passage by railway rolling stock of a prohibitory signal of a traffic light or a limit column;

false appearance at the floor traffic light of a permissive indication of a signal instead of a prohibitory one or the appearance of a more permissive indication of a signal instead of an indication requiring the train to continue running at a reduced speed;

switch point under the railway rolling stock.

5. The head of the railway determines the composition and chairman of the commission of Russian Railways to investigate the following violations of traffic safety:

flooding, fire, violation of the integrity of the structures of infrastructure facilities of Russian Railways, which caused a complete interruption of train traffic on at least one of the tracks on the haul for one hour or more;

fracture (break) of cast parts of railway rolling stock (axle, axle journal or wheel, side frame, bolster, center beam);

acceptance or departure of a train on an unready route;

departure of the train with closed end valves;

the collapse of the cargo along the route, threatening the safety of traffic and operation of railway transport;

broken rail under railway rolling stock;

uncoupling of a wagon from a train at an intermediate railway station due to a violation specifications loading cargo, luggage or cargo luggage.

6. The deputy head of the railway (for territorial administration) is the chairman and determines the composition of the commission of Russian Railways to investigate the following traffic safety violations:

collision of railway rolling stock with other railway rolling stock during shunting work, equipment or other movements, which does not have the consequences of crashes and accidents;

derailment of railway rolling stock during shunting work, equipment or other movements, which does not have the consequences of crashes and accidents;

collision of railway rolling stock with vehicle at a railway crossing that does not have the consequences of crashes and accidents;

an incident associated with unauthorized movement of auto-tractor equipment on the railway tracks, or a collision of railway rolling stock with auto-tractor equipment outside the established railway crossing, which do not have the consequences of crashes and accidents.

7. The deputy head of the railway (for territorial administration) determines the composition and chairman of the commission of Russian Railways to investigate the following violations of traffic safety:

uncoupling of a wagon from a passenger or commuter train en route;

cancellation of the departure of a passenger train from the railway station of departure or disembarkation of passengers from the train at an intermediate railway station due to a technical malfunction of the railway rolling stock;

damage or failure of the locomotive, which caused the forced stop of the passenger train at the haul or intermediate station, if the further movement of the train is continued with the help of an auxiliary locomotive;

self-uncoupling of automatic couplers in trains;

uncoupling of a wagon from a freight train en route at hauls or intermediate railway stations due to axle box heating;

breakage of the automatic coupler of the railway rolling stock;

falling parts of the railway rolling stock onto the track;

collision of railway rolling stock with mechanisms, equipment and foreign objects (objects).

1.2.
