Rewarding an employee for work is an important incentive to improve performance. The main criterion for encouragement is the conscientious performance of labor duties by the employee. 2.

Part 1 of the commented article provides a list of possible incentives for employees, however, it can be supplemented by a collective agreement or internal labor regulations. The nature of incentives can be both moral and material, and often these forms are interrelated, and the announcement of gratitude or the presentation of a diploma, as a rule, is accompanied by a cash payment (bonus). 3.

Usually, the internal labor regulations or the collective agreement contains a section regulating the issue of employee incentives, in which the types of incentives should be indicated, as well as the criteria, the presence of which indicates the possibility of applying the incentive. 4.

Based on its financial capabilities, the employer may decide to encourage employees, regardless of the fact that this type of encouragement is available in the Code, internal labor regulations, or a collective agreement. In particular, the payment of a bonus may be due to the achievement of any result in work or performance in short term especially difficult and important task. A bonus paid as an incentive should not be confused with bonuses paid to all or most employees, which are integral part remuneration systems, although often the issue of incentive bonuses is resolved in such a local act as the provision on bonuses. 5.

The decision to reward an employee is made by the employer independently. The criterion of conscientious performance of labor duties is quite subjective, and any employee who does not have disciplinary action may meet this criterion.

Often, when an employee reaches a certain age (anniversary), in connection with the celebration of the “round” date of the activity of certain sectors of the national economy, types economic activity or the activities of a system of bodies (organizations), a decision is made to reward an employee (employees) who conscientiously fulfills their duties, expressed, as a rule, in the form of a certificate of honor and a cash payment. 6.

Apart from labor aspect, some incentives for employees may have a social aspect, since measures of social support are associated with the presence of certain awards. For example, Federal Law No. 5-FZ of 12.01.1995 “On Veterans” refers to the number of labor veterans persons awarded orders or medals, or awarded honorary titles of the USSR or Russian Federation, or awarded departmental insignia in labor and having the length of service necessary for the appointment of an old-age pension or for length of service.

Measures of social support for this category of persons are determined by laws and other regulatory legal acts of the constituent entities of the Russian Federation. 7.

There is no legal definition of the term “departmental badge of distinction in labor”. At the same time, for state bodies, the most typical activity is the approval of departmental insignia, which are awarded both to employees of the central offices of these bodies and those working in organizations whose scope of activity is regulated by this state body.

The regulation on state awards of the Russian Federation was approved by Decree of the President of the Russian Federation No. 442 dated March 2, 1994. Incentives for work

1. According to part 1 of the commented article, the employer encourages employees who conscientiously perform their labor duties.

It is considered conscientious to perform labor duties in strict accordance with the requirements for the performance of work, in compliance with the rules and norms established by job descriptions, qualifications works, instructions and requirements for labor protection and other documents regulating the implementation labor function by an employee in compliance with the internal labor regulations in force in the organization.

Promotion is a special form public recognition merit of the employee in connection with the success achieved by him in work. It not only has a positive moral impact on the employee, but may also lead to the provision of certain benefits and benefits. 2. The specified list of incentives is not exhaustive. Regulations or statutes on discipline, a collective agreement or internal labor regulations may also determine other types of incentives (for example, awarding the title "veteran of the plant", "honored worker of the industry").

So, in accordance with the Regulations on the discipline of employees railway transport RF employees of railway transport can be awarded the badge "Honorary Railway Worker". The charter on the discipline of workers of the fishing fleet of the Russian Federation provides for such a type of encouragement as entry into the Book of Honor, the Book of the History of the Ship and the Board of Honor (see Decree of the Government of the Russian Federation of September 21, 2000 N 708).

An employer can apply several incentives to an employee at the same time. In practice, as a rule, they combine measures of moral and material incentives, for example, an announcement of gratitude and the issuance of a bonus. Unlike the previous legislation, the Labor Code does not provide for rules on non-application of incentive measures to an employee during the period of the disciplinary sanction.

In order to ensure the transparency and effectiveness of incentives, they are announced by order and brought to the attention of all employees.

3. For special labor services to society and the state, i.e. for merits, the value of which goes beyond the limits of a particular organization, employees can be presented for state awards.

State awards are the highest form of encouragement for citizens of the Russian Federation for merits in the field of state building, economics, science, culture, art and education, in strengthening the rule of law, protecting health and life, protecting the rights and freedoms of citizens, educating, developing sports, for a significant contribution to the cause protection of the Fatherland and ensuring the security of the state, for the active charitable activities and other services to the state.

Regulations on state awards of the Russian Federation, approved. Decree of the President of the Russian Federation of September 7, 2010 N 1099 establishes the following types of state awards:

a) the highest ranks of the Russian Federation;

b) orders of the Russian Federation;

c) insignia of the Russian Federation;

d) medals of the Russian Federation;

e) honorary titles of the Russian Federation.

The highest titles of the Russian Federation are the title of Hero of the Russian Federation and the title of Hero of Labor of the Russian Federation.

The following orders of the Russian Federation have been established: Order of the Holy Apostle Andrew the First-Called; order of St. George; Order "For Merit to the Fatherland"; Order of the Holy Great Martyr Catherine; Order of Alexander Nevsky; Order of Suvorov; order of Ushakov; order of Zhukov; Order of Kutuzov; Order of Nakhimov; Order of Courage; order "For Military Merit"; Order "For Naval Merit"; Order of Honor; Order of Friendship; Order of Parental Glory.

In accordance with the aforementioned Decree of the President of the Russian Federation, commemorative medals of the Russian Federation, awards established by federal state authorities and other federal state bodies, state authorities of the constituent entities of the Russian Federation, public and religious associations are not state awards.

When presented for awarding state awards, the type of award is determined by the nature and degree of merit of the recipient, which must comply with the statutes of the orders of the Russian Federation, the regulations on the insignia of the Russian Federation, medals of the Russian Federation and honorary titles of the Russian Federation.

An application for awarding a state award is initiated at the place of the main (permanent) work of a person nominated for a state award:

a) teams of organizations;

b) state bodies or local self-government bodies.

The decision to award a state award is made by the President of the Russian Federation on the basis of a proposal submitted to the President of the Russian Federation and a proposal from the Commission under the President of the Russian Federation for State Awards.

State awards are presented by the President of the Russian Federation.

On behalf of the President of the Russian Federation and on his behalf, state awards can be presented by:

a) Chairman of the Government of the Russian Federation;

b) members of the Government of the Russian Federation, heads of federal state authorities and other federal state bodies;

c) officials of the Administration of the President of the Russian Federation;

d) senior officials of the constituent entities of the Russian Federation;

e) heads of diplomatic missions and consular offices of the Russian Federation;

f) presidents of state academies of sciences;

g) commanders of military units, formations, commanders of formations, as well as other officials determined by the head of the relevant federal body executive power which includes military service.

The President of the Russian Federation may entrust the presentation of state awards to other persons.

State awards and documents to them are awarded in a solemn atmosphere no later than three months from the date of entry into force of the decree of the President of the Russian Federation on awarding.

4. The types of awards for special labor merits also include state awards, awards, certificates of honor and thanks from the Government of the Russian Federation. They are awarded for achievements in the field of literature and art, science and technology, and in the field of education.

Federal Law No. 80-FZ of May 19, 1995 established the annual State Prize of the Russian Federation named after Marshal of the Soviet Union G.K. Zhukov for outstanding achievements in the field of military science and creation military equipment, as well as for the best works of literature and art dedicated to the Great Patriotic War.

The amount, procedure for awarding and presenting the State Prize are determined by the Regulations on the State Prize of the Russian Federation named after Marshal of the Soviet Union G.K. Zhukov, approved by Decree of the President of the Russian Federation of October 28, 1996 N 1499.

Decree of the President of the Russian Federation No. 785 of June 21, 2004 established four State Prizes of the Russian Federation in the field of science and technology and three State Prizes of the Russian Federation in the field of literature and art in the amount of 5 million rubles. each.

These prizes are awarded to citizens of the Russian Federation for outstanding contribution in the development of domestic and world science and culture in order to stimulate further scientific and creative activities of the laureates of these awards, create favorable conditions for new scientific discoveries and creative achievements.

Decree of the Government of the Russian Federation of January 31, 2009 N 73 provides for the awarding of the Certificate of Honor of the Government of the Russian Federation and the declaration of gratitude from the Government of the Russian Federation for merits in promoting the implementation of the social and economic policy of the state, the implementation of effective activities of federal state bodies, the development of local self-government, ensuring the rule of law, the rights and freedoms of citizens, strengthening the country's defense capability and state security, implementation foreign policy state, as well as the exercise of other powers assigned to the Government of the Russian Federation by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees of the President of the Russian Federation.

Such certificates and thanks can be awarded to citizens of the Russian Federation, as a rule, who are widely known.

Applications for the award of a diploma and an announcement of gratitude may be initiated by local governments and organizations. These petitions are sent to the relevant senior officials of the subjects of the Russian Federation (heads of the highest executive bodies of state power of the subjects of the Russian Federation) or heads of federal state bodies.

The Decree of the Government of the Russian Federation approved the Regulations on the Certificate of Honor of the Government of the Russian Federation and the gratitude of the Government of the Russian Federation.

The Veterans Act provides for the title "veteran of labor". The procedure and conditions for conferring the title "veteran of labor" are determined by laws and other regulatory legal acts of the constituent entities of the Russian Federation.

Information about awards and incentives for labor merits is entered in the work books of employees. According to paragraph 24 of the Rules for maintaining and storing work books, preparing work book forms and providing employers with them, the following information is entered in work books:

On awarding state awards, incl. on the assignment of state honorary titles, on the basis of relevant decrees and other decisions;

Awarding diplomas, conferring titles and awarding badges, badges, diplomas, certificates of honor, produced by employers;

Other types of incentives provided for by the legislation of the Russian Federation, as well as collective agreements, internal labor regulations, charters and regulations on discipline.

1. The basis for applying the incentives specified in Part 1 of Article 191 of the Labor Code of the Russian Federation is the conscientious performance of labor duties by the employee. The above list of incentives is indicative.

2. The collective agreement, internal labor regulations may also provide for other incentives: thank you letter to the employee's family, issuance of a cash allowance for vacation, awarding the honorary titles "Honored Worker of the Organization", "Honorary Veteran of the Plant".

The statutes and regulations on discipline, among such measures, indicate the awarding of badges, the awarding of the title "Best in Profession".

3. Incentives are announced in the order (instruction) of the employer and brought to the attention of the entire workforce.

4. Simultaneous use of several types of incentives is allowed. At the same time, as a rule, measures of moral and material incentives for the work of workers are combined.

5. Information about incentives is entered into the work book of the employee after the issuance of an order or order of the employer.

6. Applying Article 191 of the Labor Code of the Russian Federation, it should be borne in mind that during the period of validity of the disciplinary sanction, the employee is not encouraged. A peculiar measure of his encouragement is early withdrawal disciplinary sanction (see Art. 194 and comments to it).

7. For special labor merits, which, in their social significance, go beyond the scope of a particular organization, employees are presented to higher bodies for awarding orders, medals, diplomas, badges, badges and honorary titles.

8. The right to award state awards and confer honorary titles of the Russian Federation is granted to the President of the Russian Federation (paragraph "b" of Article 89 of the Constitution of the Russian Federation).

9. State awards of the Russian Federation are the highest form of encouragement of citizens for outstanding services in state building, economy, science, culture, art, education, education, health protection, life and rights of citizens and other services to the state. Awarding issues are regulated mainly by the Regulations on State Awards of the Russian Federation, approved. Decree of the President of the Russian Federation of March 2, 1994 N 442 (SAPP RF. 1994. President of the Russian Federation:

  • issues decrees on the establishment of state awards;
  • issues decrees on awarding state awards;
  • presents state awards;
  • forms the Commission under the President of the Russian Federation on state awards to conduct a public assessment of award materials and ensure an objective approach to encouraging citizens. The commission works on a voluntary basis;
  • forms the Office of the President of the Russian Federation for personnel matters and state awards to ensure the implementation of the constitutional powers of the head of state and conduct common policy in the field of state awards.

Petitions for awarding state awards are initiated in the collectives of organizations of private, state, municipal and other forms of ownership. They are also initiated by local governments. Local self-government bodies of rural settlements, heads of enterprises, institutions, organizations, after agreement with local self-government bodies of districts, cities, send applications for awards to the relevant heads of republics, heads of administrations of territories, regions, cities of federal significance, an autonomous region, autonomous districts or federal government bodies in agreement with the relevant heads of the republics, heads of administrations of territories, regions, cities of federal significance, an autonomous region, autonomous regions.

The forms of the award list were approved by Decree of the President of the Russian Federation of November 25, 1994 N 2119 "On approval of the forms of the award list for submission for awarding state awards of the Russian Federation" (SZ RF. 1994. N 31. Art. 3259).

The procedure for awarding awards is determined by the Instruction on the procedure for awarding orders, medals, insignia, badges to honorary titles of the Russian Federation, approved. Decree of the President of the Russian Federation of April 3, 1997 N 96-rp (SZ RF. 1997. N 14. Art. 1617). The Instruction establishes that state awards are presented by the President of the Russian Federation. On behalf of the President of the Russian Federation and on his behalf, state awards can be presented by: heads of federal government bodies; Head of the Office of the President of the Russian Federation for Personnel Issues and State Awards; heads of public authorities of the constituent entities of the Russian Federation; authorized representatives of the President of the Russian Federation, etc.

State awards are presented in an atmosphere of solemnity and wide publicity no later than 2 months from the date of entry into force of the decree of the President of the Russian Federation on awarding.

Persons awarded state awards, together with the state award, are awarded:

  • To the Hero of the Russian Federation - a diploma of the Hero of the Russian Federation, a book of the Hero of the Russian Federation, ticket and a book of coupons for the right to receive a free travel ticket;
  • other awarded - a certificate for the state award.

If the recipient is unable to attend the presentation due to illness, the state award is presented to him at home or in a medical institution.

10. 11. The Law on Veterans establishes the title "Veteran of Labour" for persons awarded orders or medals or awarded departmental badges of distinction in labor and having a length of service giving the right to an old-age or long service pension.

Federal Law of December 19, 2005 N 163-FZ (SZ RF. 2005. N 52 (part I). Art. 5576) provides that the procedure and conditions for conferring the title "Veteran of Labor" are determined by laws and other regulatory legal acts of the subjects RF.

Refusal to confer this title can be appealed in court (see WG. September 20, 2006).

12. Decree of the President of the Russian Federation of April 11, 2008 N 487 approved the Regulations on the Certificate of Honor of the President of the Russian Federation and the gratitude of the President of the Russian Federation (СЗ RF. 2008. N 16. Art. 1673).

The awarding of the Certificate of Honor of the President of the Russian Federation and the announcement of gratitude from the President of the Russian Federation are carried out for merits in protecting the Fatherland and ensuring the security of the state, strengthening the rule of law, protecting health and life, protecting the rights and freedoms of citizens, state building, economics, science, culture, art, education, enlightenment, sports and other services to the state. Applications for the promotion of these types of state awards may be initiated by local governments municipalities, as well as organizations regardless of the form of ownership. They are sent to the relevant senior officials (heads of the highest executive bodies of state power) of the constituent entities of the Russian Federation or heads of federal executive bodies.

The procedure for initiating applications for the promotion of the specified state awards to employees of federal state bodies or their apparatuses, employees of the internal affairs bodies of the Russian Federation, the State Fire Service of the Ministry of Emergency Situations of Russia, bodies for controlling the circulation of narcotic drugs and psychotropic substances, customs authorities of the Russian Federation, judges, employees of the prosecutor's office of the Russian Federation and the Investigative Committee under the prosecutor's office of the Russian Federation, civilian personnel of the Armed Forces of the Russian Federation is determined by the decisions of the relevant federal state bodies or their apparatuses.

Representations on awarding a Certificate of Honor or declaring gratitude are submitted to the President of the Russian Federation by the heads of federal state bodies, senior officials (heads of executive bodies of state power) of the constituent entities of the Russian Federation and heads of legislative (representative) bodies of state power of the constituent entities of the Russian Federation.

The plenipotentiary representative of the President of the Russian Federation in the federal district submits to the President of the Russian Federation a proposal to award the highest officials (heads of the highest executive bodies of state power) of the subjects of the Russian Federation and heads of legislative (representative) bodies of state power of the subjects of the Russian Federation located within the federal district, and to announce to them of gratitude of the President of the Russian Federation, coordinates the submissions sent to the President of the Russian Federation by the state authorities of the constituent entities of the Russian Federation located within the federal district, on the promotion of the indicated state awards.

Submissions are accompanied by:

  • extract from the decision (decree, order, order) of the federal government agency or its apparatus or public authority of a constituent entity of the Russian Federation;
  • characteristics indicating the production, scientific or other achievements of the person, as well as other necessary information and reference materials;
  • personal record sheet.

An order of the President of the Russian Federation is issued on the awarding of the Certificate of Honor and on the announcement of gratitude. Information about the promotion of the specified state awards is entered in the personal file and in the work book of the encouraged persons.

13. The awarding of the Certificate of Honor of the Government of the Russian Federation and the declaration of gratitude from the Government of the Russian Federation are a form of encouraging the Government of the Russian Federation for merits in promoting the implementation of the social and economic policy of the state, the implementation of the effective activities of federal executive bodies, the development of local self-government, ensuring the rule of law, the rights and freedoms of citizens. Applications for the award of a diploma and an announcement of gratitude may be initiated by local governments and organizations. These petitions are sent to the relevant senior officials of the subjects of the Russian Federation (heads of the highest executive bodies of state power of the subjects of the Russian Federation) or heads of federal executive bodies. The procedure for initiating petitions for awarding diplomas to employees of federal state bodies of civilian personnel of the Armed Forces of the Russian Federation and structural divisions of these bodies, as well as the declaration of gratitude to them, is determined by the decisions of the relevant federal state bodies.

Representations on awarding a diploma and announcing gratitude are submitted to the Government of the Russian Federation by members of the Government of the Russian Federation, heads of other federal executive bodies, the management of which is carried out by the President of the Russian Federation or the Government of the Russian Federation, or by persons performing their duties, as well as senior officials of the constituent entities of the Russian Federation (heads of higher executive state authorities of the constituent entities of the Russian Federation). The following documents are attached to the awards and commendations:

  • a) an extract from a decision of a federal government agency or higher official subject of the Russian Federation (head of the highest executive body of state power of the subject of the Russian Federation);
  • b) information indicating the production, scientific and other achievements of the team, as well as other necessary information and reference materials;
  • c) an award list in the form in accordance with Annexes No. 1 or 2 to the said Resolution.

An order of the Government of the Russian Federation is issued on awarding a diploma and announcing gratitude.

14. A common type of encouragement for special labor merits is the awarding of State Prizes in the field of literature and art, science and technology; prizes of the President of the Russian Federation in the field of education, literature and art, in the field of science and innovation for young scientists and prizes of the Government of the Russian Federation.

According to the Regulations on the State Prize of the Russian Federation in the field of science and technology and the State Prize of the Russian Federation in the field of literature and art, approved. Art. 2649), the State Prize of the Russian Federation in the field of science and technology is awarded to citizens of the Russian Federation for outstanding work, discoveries and achievements, the results of which have significantly enriched domestic and world science and had a significant impact on the development of scientific and technological progress.

The State Prize of the Russian Federation in the field of literature and art is awarded to citizens of the Russian Federation for an outstanding contribution to the development of national and world culture, expressed in the creation of especially significant literary works and creative works.

These awards consist of a monetary reward, a diploma, a badge of honor of the laureate of the State Prize and a certificate for it. They are personal in nature and are awarded, as a rule, to one applicant.

If a decisive role in the achievement belongs to several persons, the State Prize may be awarded to a group of applicants consisting of no more than three people. In this case, the monetary reward is divided equally between the laureates of the State Prize, and a diploma, a badge of honor and a certificate to it are awarded to each of the laureates. In exceptional cases, in the presence of new, particularly significant results, the State Prize may be awarded to laureates again.

The following persons have the right to nominate candidates for state awards:

  • laureates of the Lenin Prize, the USSR State Prize in the field of literature and art, the USSR State Prize in the field of science and technology, the State Prize of the Russian Federation in the field of literature and art, the State Prize of the Russian Federation in the field of science and technology, the State Prize of the Russian Federation in the field of science and technologies;
  • real members Russian Academy Sciences, Russian Academy of Medical Sciences, Russian Academy of Education, Russian Academy of Arts, Russian Academy of Agricultural Sciences, Russian Academy of Architecture and Construction Sciences;
  • holders of honorary titles "People's Artist of the USSR", "People's Artist of the Russian Federation", "People's Artist of the USSR", "People's Artist of the Russian Federation", "People's Architect of the Russian Federation".

A person who has the right to nominate candidates for State Prizes may nominate a candidate (candidates) for only one State Prize for the current year.

Submissions for applicants for state awards must be drawn up in accordance with the Requirements for the execution of documents and materials submitted for the State Prize of the Russian Federation in the field of science and technology and the State Prize of the Russian Federation in the field of literature and art, approved. Council under the President of the Russian Federation for Science, Technology and Education and Council under the President of the Russian Federation for Culture and Art on August 30, 2004 (WP. September 6, 2006).

A person who has the right to nominate a candidate for the State Prize shall send to the relevant Council a submission, drawn up in the form of a letter, which indicates:

  • a) last name, first name and patronymic, pseudonym (if any), date and place of birth, address of residence, citizenship, place of work or occupation, academic degree, academic title, honorary title (if any) of the applicant;
  • b) the applicant’s contribution to the development of domestic and world science or culture, taking into account the criteria provided for in paragraph 2 of the Regulations, including a summary of the essence of outstanding scientific achievements or a list of particularly significant literary works or creative works of the applicant, other results of his scientific or creative activity that significantly enriched domestic and world science or culture that had a significant impact on the development of scientific and technological progress;
  • c) information about the presence of prizes, prizes and other awards for the applicant, indicating the recognition of his scientific or creative achievements, which include Lenin Prizes, State Prizes of the USSR, the RSFSR and the Russian Federation, Prizes of the President of the Russian Federation, Prizes of the Council of Ministers of the USSR, Council of Ministers RSFSR, the Government of the Russian Federation, awards and prizes of foreign states, international prizes, awards and prizes;
  • d) a general statement (summary), which states for which outstanding achievements in the field of science and technology or in the field of literature and art it is proposed to award the State Prize;
  • e) list of attached materials.

If a group of applicants is nominated for the State Prize, the submission shall indicate information about each applicant, his contribution to the development of domestic and world science or culture, as well as information about the presence of prizes, prizes and other awards for each of the applicants.

The submission is signed by the person who nominated the candidate (candidates) for the State Prize, who indicates his last name, first name and patronymic, date and place of birth, address of residence, citizenship, place of work or occupation, laureate, academic and (or) honorary title, as well as your phone number.

The submission shall be accompanied by published scientific or creative work, literary works, for the creation of which their author is nominated for the State Prize. Works published in another way may be presented in the form of film, photo, video or audio materials (sound recording), as well as in another form.

The person nominating a candidate for the State Prize shall personally submit all documents and materials. If the said person cannot submit documents and materials in person, they may be submitted to the relevant Council through another person or sent by mail. In this case, the authenticity of the signature on the submission of the person nominating a candidate for the State Prize shall be certified by a notary.

Submissions that do not meet the specified Requirements will not be accepted for consideration.

Decree of the President of the Russian Federation of July 30, 2008 N 1144 "On the Prize of the President of the Russian Federation in the field of science and innovation for young scientists" (SZ RF. 2008. N 31. Art. 3707) established three awards in the amount of 2.5 million rubles . each, which are awarded to young scientists for a significant contribution to the development of national science and innovative activity in order to stimulate further research of the prize winners, create favorable conditions for new scientific discoveries and innovative achievements.

The award is carried out in accordance with the Regulations on the Prize of the President of the Russian Federation in the field of science and innovation for young scientists, approved by the said Decree.

15. For labor merits in a certain field of activity, the ministries establish sectoral incentives. So, by Order of the Ministry of Education and Science of Russia dated October 6, 2004 N 84 "On insignia in the field of education and science", the following insignia were established:

This Order approved the Regulations on insignia in the field of education and science, which determines the procedure for their application.

In accordance with the Regulations, employees of educational institutions (organizations) under the jurisdiction of other ministries and departments can be awarded with insignia, if there are relevant applications, as well as employees of institutions, organizations under the jurisdiction of other ministries, for constant and active assistance educational institutions(organizations) and scientific organizations in the education and upbringing of children and youth and the development of the material and technical base of institutions (organizations) of education and science (Bulletin of the Ministry of Education and Science. 2004. N 12).

16. Unlike industry so-called. departmental incentive measures are established by ministries, federal services, which also determine the procedure for their application. Departmental incentives include, for example, the following insignia, provided for by the Regulations on departmental awards of the Federal Service for Technical and Export Control, approved. They are applied to employees of the FSTEC of Russia for high achievements in official activities and to other persons assisting in solving the tasks assigned to the FSTEC of Russia.

Nominations for the award are made to the director of the FSTEC of Russia in the prescribed manner by the deputies of the director of the FSTEC of Russia, heads of departments and services of the FSTEC of Russia, heads of territorial bodies FSTEC of Russia, head of the State Research Institute for Technical Information Protection Problems of the FSTEC of Russia and heads of organizations subordinate to the FSTEC of Russia. The decision to award is made by the director of the FSTEC of Russia and announced by order.

The Labor Code gives the employer the right to encourage employees who conscientiously perform their labor duties.

Maintenance and strengthening of labor discipline is carried out with the help of not only methods of persuasion, education, but also moral and material incentives. Measures of moral stimulation are aimed at ensuring high labor discipline, strengthening order and organization in each organization.

Rewarded for excellence in work refers to the public recognition of an employee's merits. According to Art. 191 of the Labor Code of the Russian Federation for exemplary performance of labor duties, increasing labor productivity, improving product quality, continuous and flawless work, innovation in work and for other achievements in work, the following incentives are applied:

1) declaration of gratitude;

2) issuance of an award;

3) rewarding with a valuable gift;

4) awarding a certificate of honor;

5) submission to the title of the best in the profession.

Other types of incentives for employees for work are determined by the collective agreement or the internal labor regulations of the organization, as well as the charters and regulations on discipline. For special labor services to society and the state, employees can be nominated for state awards. Taking into account the peculiarities of the work, this list can be supplemented in special acts (charters, regulations on discipline, etc.). Additional measures may be provided for in the local regulations of organizations. The types of incentives for a civil servant and the procedure for their application are established by federal laws and laws of the constituent entities of the Russian Federation.

Employees who successfully and conscientiously fulfill their labor duties, benefits come first in the field of socio-cultural and housing services (vouchers to sanatoriums and rest homes, improvement of living conditions, etc.).

These benefits and benefits are established at the expense of the organization by its employer together with the relevant elected trade union body.

Under promotion at work, the priority right to which employees who successfully and conscientiously fulfill their labor duties enjoy, is understood as the provision of more qualified work or transfer to a higher position. Job promotion is documented as a transfer to another job.

The procedure for applying incentives. Incentives are applied by the employer jointly or in agreement with the relevant elected trade union body. Multiple incentives can be combined. When applying incentive measures, a combination of moral and material incentives for labor is provided.

During the period of validity of the disciplinary sanction, incentive measures are not applied to the employee. A measure to encourage such an employee is the early removal of a disciplinary sanction from him. Incentives are announced in an order or instruction, brought to the attention of the work collective and entered in the work book of the employee.

For special labor merits, employees are presented to higher authorities for promotion, for awarding orders, medals, diplomas, badges, for conferring honorary titles and the title of the best worker in this profession.

In accordance with Art. 89 of the Constitution of the Russian Federation, the right to award state awards of the Russian Federation and confer honorary titles is vested in the President of the Russian Federation.

The Law of the Russian Federation of March 20, 1992 introduced the title of Hero of the Russian Federation, which is awarded for services to the state and people associated with the accomplishment of a heroic deed. For the purpose of special distinction of citizens awarded this title, a sign of its special distinction was established - the Gold Star medal.

State awards of the Russian Federation are the highest form of encouraging citizens for outstanding achievements in the economy, science, culture, education, education, health protection, life and rights of citizens, charitable activities and other services to the state and people. The regulation on state awards of the Russian Federation was approved by the Decree of the President of the Russian Federation of March 2, 1994 (as amended on January 6, 1999). Applications for awarding state awards are discussed in the collectives of organizations of state, municipal, private or other forms of ownership or local governments. Local self-government bodies, heads of organizations, after agreement with the executive authorities of districts, cities, apply for awards to the executive authorities of the constituent entities of the Russian Federation or, in agreement with them, to federal government authorities.
