By 2018, many employees of the Ministry of Internal Affairs hope to receive bonuses. In addition, the President of the country said that the "May decrees" will be implemented in full.

During the year, the Ministry of Internal Affairs tries to save its budget in order to issue bonuses to employees in December. The bosses, management, of course, receive more significant increases than the rank and file.

Every year, the police are paid quarterly bonuses, professional holiday bonuses. Under the current legislation, all employees receive bonuses to salaries. This time, the authorities plan to give awards only to those who have distinguished themselves, have merit, badges. Their names are unknown, as well as the amount of the increase itself. Distinguished police officers will receive gifts: tablets, microwave ovens, watches.

At the beginning of the year, a purge began in the ranks of the police - the staff was reduced to 900,000 employees. The Ministry of Internal Affairs has already said that thanks to cuts and optimization, it is possible to save the budget, therefore, to increase the level of bonuses and salaries in the future. This time the salary increase will be carried out by 7%, and the “net” wage will increase by 5%. The increase is provided for employees injured in the service, and retirees.

Improving the quality of life of law enforcement officers will begin with registration in the queue for free housing. Residential real estate will be presented in the form of a service apartment. Such improvements are planned by the state for 2018.

Employees will receive the right to modern quality medical service the burden of payment for which falls on the state budget. This article included the right to receive vouchers to sanatoriums for health improvement and recreation. The opportunity to use this norm extends to the employee and family members.

The addition of benefits is the possibility of obtaining 10 days additional leave which can be taken throughout the year.

After passing qualification tests and confirming competence, an employee of the Ministry of Internal Affairs can count on a salary increase. So, the rank and file will receive at least 20 thousand rubles a month. The salary of officers will be approximately 45,000 rubles a month. In the event that an employee wishes to receive an education in a related profession, his earnings will be increased by 20% of the existing salary.

Based on the position and level of professionalism, there are bonuses for military rank, risks, work with secret documents and materials.

Bonuses are provided for well-executed complex tasks. The state compensates the employee of the Ministry of Internal Affairs for the difficulty of working in life-threatening conditions. The level of access to classified information is taken into account and the need to maintain state secrets is rewarded.

The state allocates compensation for keeping a secret in an amount exceeding 80% of the salary.

At the highest levels, the management vigilantly monitors the development of personnel and provides for the introduction of bonuses to those employees who conscientiously serve, actively and efficiently perform assigned tasks and show high personal growth in mastering all the subtleties of the profession.

The salary and bonus of the police are calculated taking into account the negative aspects during the service. For example, if discipline has been violated, the employee is deprived of the bonus. Also, it is not issued for being late.

The last years were marked for Russian law enforcement numerous reforms. The changes affected a wide variety of aspects of this profession, ranging from changing the name from “police” to “police”, and ending with all sorts of optimization measures regarding the structure and number of units of the Ministry of Internal Affairs. During all these years of reforming, only one thing remained unchanged - the size of salaries, employees law enforcement sphere.

For more than five years, the financial allowance of the police has not been subject to indexing measures, although the authorities regularly hear words that the police salary will soon reach a level that will make this profession incredibly prestigious. However, the run-up to 2018 was marked by some positive developments in this aspect.

The government said workers public sector finally get a pay rise thanks to indexation. However, do not rejoice ahead of time. Despite media assurances that police salaries will be increased by almost 150%, today we are talking about an increase in the framework of recorded annual inflation. However, the final amounts depend on additional factors, so let's look at the forecasts for 2019.

It seems that in 2019 the police are waiting for an increase in payments as part of inflation

How is the salary of a police officer formed?

The total amount that a police officer can receive for a working month consists of several main components:

  • salary - this part is a fixed component of the monetary allowance. It is she who is subject to the indexation procedure, which is planned to be carried out by the financial departments of the country;
  • the allowance, depending on the rank of the employee of the Ministry of Internal Affairs and his class - can reach a value of 5-10% of the salary;
  • allowance for employees studying at universities - up to 20% of the salary;
  • regional coefficient - this value depends on the territorial unit of the country where the police officer is serving;
  • additional payment, the percentage of which is directly dependent on the length of service. It must be remembered that the percentage of this surcharge grows along with the length of service - with a length of service of 2-5 years, the surcharge is 10%, with 5-10 years of service - 15%, with 10-15 years - 20%, with 15-20 years - 25 %, at 20-25 years old - 30%, and if a person has served in the Ministry of Internal Affairs for 25 years or more - 40%;
  • additional payment for conditions of increased complexity, riskiness or lack of a normalized work schedule - can be up to 40% of the amount of the fixed salary of a police officer;
  • bonuses or payments dedicated to the receipt of a state award, or for conscientiousness in the performance of duties. For example, the last of these additional payments is up to 25% of the salary.

It should be noted that as a result, police officers employed in different services, positions and divisions receive unequal amounts of financial allowance. Only the amount of the fixed salary remains the same value.

Analysis of the financial allowance of the police

The authorities have repeatedly heard statements that the Russian policeman lives quite well. Averaged statistics gave the following data on the salary of employees of the Ministry of Internal Affairs:

  • privates who worked in the ranks of the police for 5 years, on average in the country were charged 25 thousand rubles;
  • officers - 36 thousand rubles with experience up to 15 years and 42 thousand with experience over 15 years;
  • heads of departments - about 100 thousand per month.

However, the Russians are well aware that the average data do not reflect the reality - regional coefficients lead to a significant differentiation of police salaries, so, if in the capital this indicator can still be called acceptable, then in small towns, employees of internal affairs units are forced to live on very modest amounts. .

What will be the salaries in 2018-2019?

In order to compensate for all the years during which the indexation of salaries was not carried out, the police should increase salaries not by 4%, but by 10-25%

According to media reports, earlier the President of the Russian Federation promised to implement the "May decrees", according to which police salaries should reach 150% of the 2012 salary level. At the same time, all types of additional payments and benefits from the list adopted for police officers should have been preserved.

However, the latest news shows that such a grand increase in salaries is not to be counted on - in the budget for the next three years, only an increase in financial allowance is planned, taking into account inflation. Throughout 2017, the State Duma proposed to include in the draft budget an increase in salaries and compensations for police officers by 5.5-7% from the current level, however, it was decided to index the financial allowance of the military, security forces, guardsmen and representatives of internal affairs bodies by 4% in 2018 .

The Committee protecting the rights of police officers has already expressed its dissatisfaction with this decision - according to representatives of the above body, salaries need to be increased by at least 10%, or even 25%, in order to compensate for the money lost over 6 years without indexation. So far, there is no need to talk about the indicators for 2019 - they will be known only after the country's budget is adjusted. To increase the salaries of the above categories of Russians, amounts have already been allocated from the expenditure side of the Russian budget:

  • 67 billion rubles - for 2018;
  • 83.9 billion rubles - for 2019;
  • 148.4 billion rubles - for 2020.

Most of the planned amounts will be spent on increasing the salaries of the military, and a fairly substantial part of the money is completely designated as “secret expenses”. The amounts allocated for police officers look much more modest:

  • for investigators employed in the bodies of the Ministry of Internal Affairs, the Investigative Committee and the FSB, in order to increase salaries, the following will be allocated: 1.15 billion rubles in 2018, 1.45 billion - in 2019, 2.66 billion - in 2020;
  • for those who carry out operational activities, the following are planned budget spending: 1.4 billion rubles in 2018, 1.7 billion in 2019, 3.1 billion in 2020.

It also became known that the time for indexing measures will be shifted from winter to autumn - in 2018, salaries will be increased on 01/01/2018, but the next increases will take place no earlier than 10/01/2019 and 10/01/2020. And it’s not a fact that in 2019 and 2020 policemen will expect a 4% salary increase – specialists from the Ministry of Economic Development have already published reduced inflation expectations, adjusting them from 3.8% to 2.8% in 2019.

It looks like the minimum salary of a police officer will be 20,000 rubles from 2018, while officers can count on 45,000 rubles a month (including most of the bonuses). If we consider the draft law, which outlines the predicted increase in salaries depending on the region, then in regions with a population of 2.5 million inhabitants, the following amounts are planned:

  • 17.16 thousand rubles - salary for investigators, security officers, experts, specialists and inspectors;
  • 18.2 thousand rubles - for senior investigators, detectives, experts, specialists and inspectors;
  • 19.24 thousand in national currency - for those who hold the position of an investigator or detective for especially important cases, as well as an inspector for special assignments;
  • 20.28 thousand rubles - for those who serve as the head of the department;
  • 20.8 thousand rubles - for the deputy heads of the department;
  • 22.36 thousand in national currency - for heads of departments;
  • 24.96 thousand rubles - for the deputy head of the department;
  • 26 thousand rubles - for the heads of departments;
  • 29.12 thousand rubles - for the deputy head of the territorial body of the Ministry of Internal Affairs;
  • 29.12 thousand rubles - for the head of the territorial body of the Ministry of Internal Affairs.

The salary of police officers directly depends on the size and population of the city.

If we talk about salaries for 2018 for those who work in territorial units with a population of less than 2.5 million Russians, then the bill contains the following information:

  • investigators, detectives, police experts, specialists and inspectors will be charged 16.12 thousand rubles each;
  • senior investigators, detectives, police experts, specialists and senior inspectors - 17.16 thousand in national currency;
  • investigators or detectives involved in special important things, as well as inspectors on special assignments - 17.68 thousand rubles;
  • police officers holding the position of head of the department - 18.2 thousand rubles;
  • deputy heads of departments - 19.76 thousand rubles;
  • heads of police departments - 21.32 thousand rubles;
  • deputy heads of territorial bodies of the Ministry of Internal Affairs - 26 thousand rubles;
  • heads of territorial bodies of the Ministry of Internal Affairs - 31.2 thousand rubles.

Slightly lower salaries are planned for 2018 for those who serve in the district police departments:

  • investigators, detectives, police experts, specialists and ordinary inspectors can count on a salary of 15.6 thousand rubles;
  • senior investigators, detectives, experts, specialists and inspectors - 16.12 thousand in national currency;
  • police officers who are heads of departments - 17.16 thousand rubles;
  • deputy heads of departments in departments - 18.2 thousand rubles;
  • deputy chiefs and heads of departments of departments of territorial bodies of the Ministry of Internal Affairs - 19.76 thousand rubles;
  • deputy heads and heads of departments of departments of territorial bodies of the Ministry of Internal Affairs - 21.84 thousand rubles;
  • heads of departments - 24.96 thousand in national currency.

For representatives of the junior and rank-and-file police officers located in Moscow, St. Petersburg, as well as the capital and Leningrad regions, increased salaries are planned for 2018. They are expressed in the following numbers:

  • 13.52 thousand rubles - for the police;
  • 14.04 thousand rubles - for senior policemen;
  • 14.56 thousand rubles - for junior inspectors;
  • 15.08 thousand rubles - for deputy platoon commanders.

If a police officer representing the junior and ordinary staff of the Ministry of Internal Affairs works in a city with a population of more than 100 thousand, he can count on the following salary amounts in 2018:

  • police officers - 11.44 thousand rubles;
  • senior police officers - 11.96 thousand rubles;
  • junior inspectors - 12.48 thousand in national currency;
  • deputy platoon commanders - 13 thousand rubles.

Lower salaries are planned for those serving in settlements with a smaller population

  • police officers can count on a salary of 9.36 thousand rubles;
  • senior police officers - 9.88 thousand rubles;
  • junior inspectors - 10.4 thousand rubles;
  • deputy platoon commanders - 10.92 thousand rubles.

And finally - salaries for those who have a special rank:

  • ordinary police officers can apply for a salary of 5.2 thousand rubles;
  • junior sergeants - 6.24 thousand rubles;
  • sergeants are prescribed a salary of 6.76 thousand in national currency;
  • senior sergeants - 7.28 thousand rubles;
  • foremen - 7.8 thousand rubles;
  • warrant officers were assigned a salary of 8.32 thousand rubles;
  • senior warrant officers are entitled to 8.84 thousand rubles;
  • junior lieutenants approved a salary of 9.88 thousand rubles;
  • lieutenants - 10.4 thousand rubles;
  • senior lieutenants were given a salary of 10.92 thousand rubles;
  • captains - 11.44 in national currency;
  • majors - 11.96 thousand in rubles;
  • lieutenant colonels - 12.48 thousand rubles;
  • colonels - 13.52 thousand in national currency;
  • major generals - 20.8 thousand rubles;
  • lieutenant generals - 22.88 thousand rubles;
  • colonel generals - 26 thousand rubles;
  • police generals Russian Federation assigned a monthly salary of 28.08 thousand rubles.

By adjusting these values and adding 3.8-4% to them due to indexation, you will get the expected salary of police officers in 2019.

Certification of police officers

Recall that from 2018, the amount of wages, as well as the very possibility of remaining in the units of the Ministry of Internal Affairs, will directly depend on the success of the certification. The attestation procedure assumes that it will be carried out by representatives of a specially created commission, represented by security officers, specialists from anti-corruption units, immediate supervisors of police officers and psychologists.

As a result, each police officer will receive a review, which will list all his achievements and blunders for the reporting period, as well as the features of the professional, psychological and physical training of the employee. Some experts have already stated that such tough measures lead to cuts in the ranks of police units and allow the state to find funds for salary increases. Also, the leadership of the Ministry of Internal Affairs says that these events will increase the motivation of workers and the quality of their service.

Among other things, violators of instructions and norms of labor legislation will be punished by the ruble. For example, a decree signed by the head of the Ministry of Internal Affairs states that police officers who have not been at their workplace for more than 4 hours without good reason may lose their bonus or even part of their salary.

Separately, we draw attention to the fact that payments accrued for the special complexity or intensity of the work performed by a police officer will be made only by decision of the head of the unit in which the police officer works. So it is quite possible that most of the police officers will work for a salary with a bonus for seniority and rank.

To receive decent salaries, police officers will have to pass certification

New benefits for police officers

In addition to the system of fines and increased requirements for police officers, they are also entitled to some benefits. Benefits as of 2018 include:

  • 1 Features of the formation of police salaries
  • 2 What are the salaries in the Ministry of Internal Affairs now?
  • 3 Level of income in the police for 2018
  • 4 Additional benefits for the Ministry of Internal Affairs
  • 5 Will there be indexation in 2018?

Features of the formation of police salaries The salary of employees of the Ministry of Internal Affairs depends on the following positions:

  • the salary itself;
  • rank bonuses;
  • assigned regional coefficient;
  • superannuation for years of service;

All of the above positions, except for the salary, are individual in nature, that is, they are set depending on the specifics of the service, the place of its performance, the risk to life, etc. paper documentation.

However, additional financial reward provided for employees of the Ministry of Internal Affairs, marked with state awards. What are the salaries in the Ministry of Internal Affairs now? The current level of income in the Ministry of Internal Affairs is unlikely to add a desire to join the department for service. AT recent times There are persistent rumors that the salary of a police officer in 2018 will increase significantly.

Before talking about increasing salaries, you should deal with the indicators already achieved. So, ordinary law enforcement officers (without officer ranks) with a length of service not exceeding 5 years are entitled to 25 thousand rubles as a salary. Officers with the same experience can count on 36 thousand people.

rubles, and 42 thousand rubles after 15 years of service in the department. It should be noted a significant difference in the level of income between officers and heads of departments (divisions). The salary of the latter is at least 80 thousand rubles, and sometimes reaches 100 thousand rubles a month.

Police salaries to double in 2018

However, even these figures are inferior to the salaries of ordinary police officers in the developed countries of the world. If we take the United States, then there the average earnings of an ordinary "cop" in terms of domestic currency is at least 120 thousand rubles a month, excluding allowances. Maybe that's why the demand for this vacancy in America is higher, and the competitive selection is stricter.

The level of income in the police for 2018 According to the "May" decrees of Vladimir Putin, by 2018 the salaries of employees of the Ministry of Internal Affairs should increase by about 150%. If not for the economic crisis that erupted due to the fall in world energy prices, these figures would have been quite achievable. Now, there is no need to talk about any large-scale increase in the salaries of police officers in 2018.
Those funds that were released after the optimization of the state, obviously, will not be enough for a tangible increase in salaries.

Police salary in Russia

Despite negative analytical forecasts that indexation is unlikely to be carried out due to financial crisis and expected inflation, the salary of police officers could rise to five and a half percent. In addition, additional funds will be allocated for housing for employees, benefits, vouchers to health resorts for them and their family members, as well as improving social package. Latest news about raising the salary of the police. Detailed information.
It is assigned to the employees of the Ministry of Internal Affairs every month in the form of 25% of the total amount of the salary set for the police officer on the 1st day of the month for which the payment is issued. The funds that were received in connection with the optimization of the state and probably will not be enough for a significant increase in salaries. So, based on the above information, the average increase in wages will be 2-3 thousand Russian rubles.

Attention

If a police officer has been working for more than 15 years, then he has the opportunity to receive about 42 thousand rubles. Heads of departments have a salary of 100 thousand rubles. These amounts are paid to employees for one month of work.

If we talk about the regional coefficient, then in the capital (35% coefficient) the salary is 52 thousand rubles, in Northern Palmyra it is 40 thousand rubles, and in Irkutsk it reaches 55 thousand rubles. Such amounts cannot be called deserved, because the usual salary of ordinary workers is 32 thousand rubles, but such work does not involve any risk, work at night and other aspects that complicate the life of a policeman. Moreover, the reforms carried out took away from the police bonuses and benefits for free travel in public transport.

Police service in 2018

Every Russian, young and old, is familiar with the hard work of the police service. In the current 2018, the All-Russian Public Opinion Research Center (VTsIOM) conducted a survey on issues related specifically to the work of Russian police officers. Both residents of Moscow and residents of St. Petersburg were interviewed, as well as some middle-level cities and villages (selectively). The results of this survey are provided below:

  • level of trust - 46%;
  • evaluation of the work "good" and "very good" - 13%, "average" - 46%, "bad" and "very bad" - 20%;
  • the prestige of the profession of a police officer - 20%.

This data is several orders of magnitude higher than the data of the previous survey conducted in 2013. Based on these figures, one can judge: are Russian police officers worthy of receiving bonuses?

Bonus payments due to police officers in 2018

According to trade union organization of the city of Moscow, the average salary of a police officer with the rank of sergeant for performing official duties is 35 - 40 thousand rubles, and junior police officers receive from 40 thousand rubles to 50 thousand rubles. The amount of incentive bonuses was about 20 thousand rubles.

The Federal Law of the Russian Federation “On Social Guarantees for Employees of the Internal Affairs Bodies of the Russian Federation” was adopted and entered into force in July 2011. Since that time, many amendments have been made to it. Last changes included in this document in April 2015. About additional payments (this includes bonuses) to police officers is stated in Article No. 2, paragraph 6: "bonuses for the conscientious performance of official duties." And in paragraph 12 of the same article, the amount of such a payment is also stipulated: “based on three monthly salaries per year.” The procedure for accruing bonuses to police officers is approved by order of the Ministry of Internal Affairs of the Russian Federation or the head of any other federal body executive power, that is, at the place of service of a police officer.

Consider, for the performance of which official duties, bonus payments to Russian police officers are provided:

  • comply with constitutional federal norms and laws;
  • adhere to the official schedule;
  • maintain the level of their qualification category;
  • take into account the legitimacy of the interests of Russians, as well as public associations, organizations and enterprises operating in Russia;
  • to serve in accordance with the job description;
  • do not evade the execution of orders from higher authorities;

The bonus for conscientious performance of the listed official duties is accrued to a police officer for a certain period - a calendar month. It includes education, vacation, and sick leave.

One-time bonus payments to police officers and the procedure for their payment

For Russian police officers, the law provides for one-time incentive cash payments in the form of one-time bonuses. They are additional, so their size is regulated according to the funds that are allocated for the payment of monetary allowances.

The decision on such payment is made by the head of the territorial unit in which the rewarded police officer works. An appropriate order is drawn up about this, which lists all the merits that deserve additional encouragement in the form of a bonus.

In what cases bonuses are not paid to police officers

In accordance with the same law, some Russian police officers cannot qualify for additional cash payments in the form of a bonus. These include:

  • caring for children under the age of 3 years (maternity leave);
  • suspended from the performance of their official duties on legal grounds;
  • violating service and labor discipline;
  • received disciplinary sanctions and reprimands, confirmed by relevant orders;
  • those who refused to accept the order of the higher authorities on the transfer to another position;
  • lost the trust of colleagues and Russian citizens;
  • committed forgery of official documentation;
  • convicted of an offense or a crime committed;
  • dishonoring the honor of a police officer;
  • violating the terms of the mandatory rules of the employment contract.

All of these violations are confirmation that a police officer cannot conscientiously perform his duties at a high level.

News 2018: police bonuses

Back in February 2015 in funds mass media there was information that the leadership of the Moscow police decided to cut bonuses for police officers in their region. This is directly related to the procedure for optimizing the federal budget, since the Russian Ministry of Internal Affairs adopted a decree on tightening control over the spending of budget funds. Thus, cash incentive payments in a one-time form (as well as material aid) to local police officers are carried out only in case of emergency.

Forecasts for 2018: salaries and bonuses for police officers

The draft budget for 2018 for the Ministry of Internal Affairs has already been formed. It is based on the ideology of needs, that is, the minimum provision of the goals set for the next year is taken into account. The limits set by the government for 2018 could lead to a further reduction in the number of Russian police officers.

With the help of a careful selection of police officers and their filtering, they want to identify unscrupulous employees who are irresponsible in their direct duties as a police officer. Employees who perform their work in good faith should not be afraid of this reduction, since all slippery moments will be considered on an individual basis. Accordingly, the remaining worthy police officers will be paid decent wages and bonuses.

In 2017-2018, the following orders are in effect:

  1. Order of the Ministry of Internal Affairs of Russia "On approval of the Procedure for providing monetary allowance ..." dated January 31, 2013 No. 65, which approved the order of the same name (hereinafter - the Order of the Ministry of Internal Affairs No. 65).

  3. Order of the Ministry of Internal Affairs of Russia "On the payment of a monthly bonus for trouble-free work" dated April 30, 2009 No. 335 (hereinafter - Order of the Ministry of Internal Affairs No. 335).

The procedure for awarding employees of the Ministry of Internal Affairs

The Order of the Ministry of Internal Affairs No. 65 provides for section IV, which describes how bonuses are paid for conscientious performance of duties by employees of the Ministry of Internal Affairs.

The maximum amount of bonus payments is no more than 3 monthly salaries for a one-year period (clause 25 of the Order). Bonuses are paid every month, at 25% of salary. The amount of the payment depends on how many days the employee worked in a month. At this time, the time of training, vacations, and sick leave is also included.

In order to find out the amount that is due for 1 day, you need to multiply the salary by 25% and divide by the number of days in the month. Everything counts calendar days(for example, 28 or 29 days in February).

The accrual is made on the basis of the order of the head. The volume of duties performed for the billing period is taken into account (clause 30 of the Procedure).

There are also grounds for deprivation of bonuses. In particular, money is not paid if an employee of the Ministry of Internal Affairs:

  • removed from service;
  • It has disciplinary action, and the head issued an order for deprecation. Payments are renewed after a month has passed from the moment the penalty was imposed;
  • grossly or repeatedly violated the discipline of the service;
  • refused to transfer lower position pursuant to an order imposing disciplinary liability;
  • violated the contract;
  • lost confidence;
  • submitted false or knowingly unreliable documents during employment or in the course of service;
  • convicted of a crime;
  • dishonored his honor by committing a misdemeanour.

In addition, bonuses are not paid if the criminal case against the employee is terminated due to the expiration of the statute of limitations, due to reconciliation of the parties, due to amnesty or active repentance.

Additionally, clause 34 of the Procedure provides for the possibility of paying bonuses for the performance of important and complex tasks. The order for such one-time payments is issued by the head of the department of the Ministry of Internal Affairs. In addition, Order of the Ministry of Internal Affairs No. 65 provides for the payment of bonuses to cadets and students depending on their academic performance.

The procedure for awarding civil servants of the apparatus of the Ministry of Internal Affairs

The Order of the Ministry of Internal Affairs of September 20, 2006 No. 743 (Appendix No. 2 to the Order) establishes the possibility of paying bonuses for civil servants of the Ministry of Internal Affairs. The basis is the performance of important and complex tasks.

The criteria for payment are as follows:

  • efficiency and integrity of the service;
  • high-quality and quick performance of duties specified in the regulations for a specific position;
  • contribution to the performance of important and complex tasks by the subdivisions of the apparatus of the Ministry of Internal Affairs.

The size of the bonus is differentiated depending on the performance of a particular civil servant and is not limited to the maximum limits. Bonuses are awarded based on the decision of the head of the Ministry of Internal Affairs. The Procedure does not contain any additional conditions; accordingly, bonuses are paid at the discretion of the management.

The procedure for awarding drivers of the Ministry of Internal Affairs, the apparatus of the Ministry of Internal Affairs, military units of the Ministry of Internal Affairs (for accident-free work)

The leadership of the Ministry of Internal Affairs decided to pay bonuses to law enforcement officers for a successful World Cup. This was announced by the first deputy head of the department, Alexander Gorovoy, at a meeting of the board of the Main Directorate of the Ministry of Internal Affairs for Moscow, which was held on August 2. Additional payments have already been awarded to police officers in several regions of the country. However, some Moscow law enforcement officers have not yet received money for overtime, sources told Storm.

In particular, part of the Moscow district police officers did not receive the bonus. This was told to the publication by one of the capital's police officers, who wished not to give his name. According to him, during the World Cup, two sites with a population of more than ten thousand people were assigned to it, and in addition to this, it was necessary to deal with law enforcement on Nikolskaya Street.

“First, as they said: fix all the overtime - then we will pay everything,” says the policeman. - Then it turned out that they would not pay for processing, but would give a bonus. Because if you pay for processing by the hour, then you get a lot. And the other day they said at all that nothing would happen. So I think it will be good if you can return at least a weekend. ”

How much did the police get paid?

On July 26, we published an article in which we said that the leadership of the Ministry of Internal Affairs decided to reward law enforcement officers with additional payments for the fact that the police managed to successfully ensure security at the World Cup. Football championship passed without clashes and riots.The interlocutors of the publication did not name the exact amounts, but noted that the payments will amount to four to ten thousand rubles for all hours worked at the 2018 World Cup.

With a stick and a carrot: reprimands and awards in the Ministry of Internal Affairs for the 2018 World Cup

The state is going to pay money to the police for order at the World Cup, and the heads of law enforcement agencies will be punished for the Pussy Riot action July 26, 2018

On August 2, Deputy Interior Minister Alexander Gorovoy announced the payments publicly. “In the very near future, as we promised, you will all receive funds to compensate for the work of personnel after hours and on weekends in amounts equivalent to the timesheets of the personnel who were involved in law enforcement during the World Cup,” - said Gorodovoy at a meeting of the board of the Main Directorate of the Ministry of Internal Affairs.

The day after Gorovoy's statement, the 338 Telegram channel published a post saying that the strengthening of the city of Volzhsky (Volgograd region) received for two months of work4481 rubles (including tax deduction).

According to the online newspaper Realnoe Vremya, the average salary of police officers in the Volgograd region in 2016 was 45,921 rubles. According to rough estimates, taking into account this amount, the policemen were paid money for an additional 15 hours of work.

Working in Harsh Environments

According to law enforcement officers interviewed by Storm, overtime during the World Cup is not comparable to the money paid by the state, since much more time and effort was spent.

Before the World Cup, as well as during its holding, publications appeared on the Web in which police officers talked about working conditions during the World Cup.

At the end of May, a scandal erupted in Volgograd after a video was published on the Internet, filmed in a yard near a garbage dump. Law enforcement officers ate there.

Screenshot from video

After the publication, the author of the video, a policeman sent to Volgograd for reinforcement, wrote a letter of resignation. And the regional department of the Ministry of Internal Affairs said that the information is not true. The department explained that the employees were offered to take a place in the dining room nearby, but some of them decided to stay for lunch on the street.

They also complained about living conditions on business trips. On May 22, URA.ru journalists published an article in which they talked about the complaints of the police to the head of the Ministry of Internal Affairs for Yekaterinburg, Sergei Kulagin. “A statement was received, which was written by police officers who arrived in Yekaterinburg from the region. They reported that they were settled in pig conditions - dirt, unsanitary conditions, even no water. They were given a five-liter bottle of water: they say, drink, wash your face, do not deny yourself anything. People were pulled out of the house for two months, so you can create normal conditions for recreation, ”the source said.

After this incident, Kulagin took the problem with the placement of police officers in Yekaterinburg under his personal control.

And after the end of the World Cup, on July 16, a video appeared on the Internet, filmed on a special train from Sochi. The footage shows that the car was overflowing with policemen, there was not enough space for everyone, so some of the law enforcement officers were placed right on the floor in the corridor. However, according to the Krasnodar Ministry of Internal Affairs, this video is a fake. “The press service has received a video sent by a subscriber to the official account of the Kuban police, which shows empty shelves and policemen lying on the floor, which proves that the photos taken in the train car are staged. In the military echelon, police officers were accommodated at the rate of six people in one compartment. Seated accommodation is provided in the carriages,” the ministry said in a statement.
