The decision on the appointment was not easy: according to a Kommersant source close to the presidential administration, Mr. Likhachev was not the only candidate: the option of appointing the president of the NRC Kurchatov Institute (one of the few industry structures outside Rosatom) Mikhail Kovalchuk was also considered.

Already in the 2010s, while supervising foreign economic activity (FEA) at the Ministry of Economy, Mr. Likhachev occasionally clashed with Rosatom. Another episode of the intersection of the careers of Sergei Kiriyenko and Alexei Likhachev is the Union of Right Forces party. It was from the Union of Right Forces that the new head of Rosatom entered the State Duma in 2000 (then he was a member of the United Russia faction in parliament). In the same year, he became co-chairman of the Nizhny Novgorod branch of the Union of Right Forces and authorized to conduct the presidential election campaign of Vladimir Putin in the region.
