State Committee for the Placement of State Orders of the Republic of Khakassia TIN 1901089567, OGRN 1091901001323 (hereinafter referred to as the State Committee) applied to Court of Arbitration of the Republic of Khakassia with an application for invalidating the decision dated 09.10.2014 on complaint No. 191/KS of the Office of the Federal Antimonopoly Service for the Republic of Khakassia TIN 1901021801, OGRN 1031900519243 (hereinafter referred to as the antimonopoly body, department) in terms of recognizing the authorized body as having violated part 5 of article 31, paragraphs 1, 2 of part 1 of article 33, paragraph 1 of part 1 of article 64 of the Federal Law of April 05, 2013 No. 44-FZ "On contract system in the field of procurement of goods, works, services to meet state and municipal needs” (hereinafter referred to as the Law on the contract system) (paragraph 2), the commission of the authorized body that violated paragraph 2 of part 4 of Article 67 of the Law on the contract system (paragraph 3), in terms of issuing to the authorized body of the order to eliminate violations of the legislation on the contract system in the field of procurement (paragraph 4), as well as to invalidate the order of 09.10.2014 on the elimination of violations of the law on the contract system.

By a court ruling dated January 19, 2015, the state budgetary health care institution of the Republic of Khakassia "Republican Clinical Infectious Diseases Hospital" TIN 1901023213, OGRN 1021900524062 (hereinafter referred to as the hospital), a company with limited liability"Repair and Finishing" TIN 1901097470, PSRN 1101901004270 (hereinafter - RIO LLC).

Also, the State Committee appealed to the Arbitration Court of the Republic of Khakassia to recognize as illegal in terms of the decisions of the department dated 09.10.2014 on complaints No. 193 / KS and No. 196 / KS. The statements of the State Committee have been accepted for processing, the cases have been assigned the numbers А74-45/2015, А74-46/2015, А74-47/2015.

By a court ruling dated January 16, 2015 in case No. A74-45 / 2015, a hospital and a limited liability company were involved in the case as third parties that did not file independent claims regarding the subject of the dispute " Construction firm"Dinal" TIN 1901078646, PSRN 1071901002293 (hereinafter referred to as "Dinal" company).

By a court ruling dated January 19, 2015 in case No. A74-47 / 2015, a hospital and individual entrepreneur Nikitina Nadezhda Ivanovna TIN 190302308088, OGRNIP 304190309800088 (hereinafter referred to as the entrepreneur).

By a court ruling dated February 26, 2015, the petition of the State Committee to merge cases No. A74-46 / 2014, A74-47 / 2014 and A74 / 45 / 2014 into one proceeding was granted, the combined case was assigned the number No. A74-46 / 2015.

By the decision of the Arbitration Court of the Republic of Khakassia dated March 25, 2015, the claims were denied.

The State Committee appealed to the Third Arbitration Court of Appeal with an appeal, in which it asks to cancel the court decision and adopt a new judicial act.

The applicant of the appeal does not agree with the conclusion of the department about the violation by the authorized body of paragraphs 1.2 of part 1 of Article 33, paragraph 1 of part 1 of Article 64 of the Law on the contract system in connection with the indication in the auction documentation in position 8 of the Bill of Materials of the terms of reference "grinding skins two-layer with a grain size of 40-25 ".

The State Committee indicates that when establishing this requirement for the material used, it was guided by GOST 13344-79 Sanding cloth waterproof cloth, approved by the USSR Gosstandart of September 13, 1979 No. 3555 (hereinafter - GOST 13344-79), therefore, in terms of reference set the grit range to 40-25, letter designations refer to the material of the abrasive skin and do not characterize its granularity.

The State Committee believes that the establishment of a requirement for the grit size of abrasive paper "40-N / 25-P" or "40-N", as proposed by the antimonopoly authority, would lead to a restriction of the ability of procurement participants to form an application, given that the abrasive paper can be made from other materials or their mixtures.

In this regard, the State Committee believes that the actions of the commission of the authorized body were correct, which rejected the first parts of the auction bids, in which the grain size was indicated as 40-25, that is, the specific grain size of the sandpaper was not determined.

Also, the State Committee does not agree with the conclusion of the Office on the violation by the authorized body of part 5 of Article 31 of the Law on the contract system, since the notice of the auction placed by it in electronic form on the official website htrr://zakupki.gov.ru complies with the provisions of paragraph 3 of part 5 of Article 63 of the Law on the contract system containing special legal regulations on the content of such a notice in relation to the general norms of part 5 of article 31 of the said law.

The antimonopoly authority, in its response to the appeal, did not agree with the arguments set forth in it, asks that the court decision be left unchanged, the appeal - without satisfaction.

Third parties were notified of the time and place of the consideration of the appeal in accordance with the requirements of articles, the Arbitration Procedure Code Russian Federation by sending copies of the ruling dated May 12, 2015 on scheduling a court session to the persons participating in the case, the ruling dated May 15, 2015 on satisfying the petition for participation in the court session by using videoconferencing, as well as by publicly posting these rulings on the Internet on the website of the Federal arbitration courts of the Russian Federation at http://www.kad.arbitr.ru, they did not send their representatives to the court session.

In accordance with the article of the Arbitration Procedure Code of the Russian Federation, the appeal is considered in the absence of representatives of third parties.

The appeal is considered in the manner prescribed by Chapter 34 of the Arbitration Procedure Code of the Russian Federation.

In considering the present case, the Court of Appeal established the following circumstances relevant to the consideration of the dispute.

On September 18, 2014, the State Committee posted information on the electronic auction for the execution of works on current repairs boxes No. 6, 7 and 16 of the hospital, the auction documentation was approved by the acting chairman of the state committee Ivanova O.D., the state customer is the hospital, the initial (maximum) price of the contract was 441,033 rubles 26 kopecks.

On 02.10.2014 and 06.10.2014, the antimonopoly authority received complaints from RIO LLC, the Dinal firm, an entrepreneur about the actions of the auction commission of the authorized body during the said open auction in electronic form. Complaints were assigned numbers No. 191/KS, 193/KS, 196/KS. The complainants pointed out that the auction commission of the State Committee unlawfully rejected their first parts of the auction bids.

The applications of RIO LLC and the Dinal company were rejected on the basis of paragraph 1 of part 4 of article 67 of the Law on the contract system, since in the first part of the application for position 8 (sanding paper) in the list of materials used in the performance of work, specific indicators were not indicated, corresponding to the values ​​set by the auction documentation.

The entrepreneur's application was rejected on the basis of paragraph 1 of part 4 of Article 67 of the Law on the Contract System, since in the first part of the application for positions 1 (tiles) and 2 (paint (alkyd) in the list of materials used in the performance of work, specific indicators corresponding to the values, established by the auction documentation.

Based on the results of the consideration of complaints, the Commission of the Procurement Control Department in decisions dated 09.10.2014 recognized the complaints of RIO LLC, the Dinal company and the entrepreneur as unfounded (points 1 of the decisions).

When considering complaints, the commission of the antimonopoly body examined the first parts of applications for participation in the electronic auction No. It is impossible to consider the work of materials as specific indicators of a two-layer sanding paper, therefore the auction commission illegally allowed applications of other participants under numbers 1, 2, 4, 5 to participate in the electronic auction.

In this regard, the management of paragraphs 3 of the decisions of 09.10.2014 recognized the auction commission of the authorized body as violating paragraph 2 of part 4 of article 67 of the Law on the contract system.

Based on the results of an unscheduled inspection, the antimonopoly body in paragraphs 3 of the decisions of 09.10.2014 found the authorized body to have violated part 5 of article 31 of the Law on the contract system, since the notice of the auction did not specify the requirements for procurement participants established in the information card of the auction documentation, and also paragraphs 1, 2 of part 1 of article 33 and paragraph 1 of part 1 of article 64 of the Law on the contract system, since in the auction documentation the specific characteristics of the two-layer sanding paper are indicated in violation of GOST 13344-79, which misled the auction participants.

On the basis of paragraph 4 of the decision on complaint No. 191/KS, an order was issued to eliminate violations of the legislation on the contract system, which, in paragraph 1, ordered the authorized body to:

a) cancel protocol No. 1 of consideration of the first parts of applications for participation in an electronic auction dated September 30, 2014, protocol No. 2 of summing up the results of auctions in electronic form dated October 6, 2014;

b) post information about the cancellation of protocols on the official website;

c) make changes to the auction documentation in electronic form (purchase No. 0380200000114004242) in accordance with the decision of the Management Commission No. 191/KS of 09.10.2014;

d) continue the procedure for determining the supplier in accordance with the requirements of the law.

By paragraphs 4 of the decisions of 09.10.2014 on complaints No. 193 / KS, 196 / KS, the management commission decided not to issue an order to the State Committee to eliminate violations of the law on the contract system in the field of procurement, since it was issued on the basis of complaint No. 191 / KS.

The State Committee challenged in court the decisions of the antimonopoly body on complaint No. 191 / KS in part of paragraphs 2, 3, 4, on complaints No. 193 / KS and No. 196 / KS in terms of paragraphs 2,3, paragraph 1 of the order dated 09.10.2014 on the complaint No. 191 / KS, indicating that in the auction documentation the grain characteristics of the two-layer sanding paper are indicated in accordance with the provisions of GOST 13344-79, the notice of the auction complies with the requirements of paragraph 6 of part 5 of article 63 of the Law on the contract system.

Having examined the evidence presented, having heard and evaluated the arguments of the persons participating in the case, the court of appeal came to the following conclusions.

In accordance with the article of the Russian Federation, articles, Arbitration Procedure Code of the Russian Federation, legal proceedings are carried out on the basis of competitiveness and equality of the parties. According to the article of the Arbitration Procedure Code of the Russian Federation, each person participating in the case must prove the circumstances to which he refers as the basis for his claims and objections.

According to Section III. Proceedings in the arbitration court of first instance in cases arising from administrative and other public legal relations > Chapter 24. Consideration of cases on challenging non-normative legal acts, decisions and actions (inaction) government agencies, bodies local government, other bodies, organizations endowed federal law separate state or other public powers, officials> Article 201 two conditions - their non-compliance with the law and their violation of the rights and legally protected interests of the applicant in the field of entrepreneurial activity.

The court of first instance, on the basis of the provisions of paragraph 1 of part 1 of Article 99 of the Law on the contract system, paragraph 2 of the Decree of the Government of the Russian Federation of August 26, 2013 No. 728 “On determining the powers of federal bodies executive power in the field of procurement of goods, works, services to meet state and municipal needs and on amendments to certain acts of the Government of the Russian Federation”, paragraphs 1, 4, 5.3.9 of the Regulations on the Federal Antimonopoly Service, approved by Decree of the Government of the Russian Federation dated June 30, 2004 No. 331, clause 4.1.7 of the Regulations on territorial body FAS Russia, approved by order of the FAS Russia dated January 26, 2011 No. 30, Appendix No. 2 to the said order, paragraphs 1.3, 3.1 - 3.5, 3.32, 3.35, 3.37 of the Administrative Regulations of the FAS Russia for the execution state function to consider complaints against actions (inaction) of a customer, an authorized body, a specialized organization, a tender, auction or quotation commission, an operator electronic platform when placing an order for the supply of goods, performance of work, provision of services, including when placing orders for energy services, for state, municipal needs, needs budget institutions, approved by Order No. 498 of July 24, 2012 of the Federal Antimonopoly Service of Russia, correctly recognized that the commission of the antimonopoly body, when considering a complaint and issuing contested decisions and instructions, acted within the powers provided for by the current legislation.

At the same time, the period and procedure for considering complaints against the actions of the authorized body and its auction commission, established by Article 106 of the Law on the contract system, were observed by the antimonopoly body.

The Arbitration Court recognized the State Committee as violating the provisions of clauses 1, 2 of part 1 of Article 33, clause 1 of part 1 of Article 64 of the Law on the contract system, since the grit range of 40–25 established in the auction documentation does not meet the requirements of GOST 13344-79 in relation to a two-layer sanding paper and does not allow to correlate to which of the layers, upper or lower, this indicator is given.

Paragraph 1 of Part 1 of Article 64 of the Law on the Contract System provides that the documentation of an electronic auction, along with the information specified in the notice of such an auction, must contain, among other things, the name and description of the procurement object and the terms of the contract in accordance with Article 33 of this Federal law.

According to paragraphs 1, 2 of part 1 of article 33 of the Law on the contract system, the description of the procurement object in the procurement documentation must be objective; must contain functional, technical and qualitative characteristics, performance characteristics procurement object (if necessary).

The customer must use, if possible, when drawing up a description of the procurement object, standard indicators, requirements, symbols and terminology relating to the technical and qualitative characteristics of the procurement object, established in accordance with technical regulations, standards and other requirements provided for by the legislation of the Russian Federation on technical regulation . If the customer does not use such standard indicators, requirements, symbols and terminology when describing the procurement object, the procurement documentation must contain a justification for the need to use other indicators, requirements, symbols and terminology.

In the terms of reference of the auction documentation for item 8 of the bill of materials, a two-layer sanding paper with a grain size of 40-25 is indicated. The Applicant indicates that when describing the specified material, including the grit size of the sandpaper, he was guided by GOST 13344-79.

GOST 13344-79 applies to waterproof fabric abrasive paper intended for abrasive processing of various materials with and without the use of cutting fluid based on water, oil, kerosene, etc.

GOST 13344-79 establishes the grain size of the sandpaper, which, taking into account the range of grain size of the skin, defined in the auction documentation, correspond to the grain size 40, 32, and 25.

At the same time, the auction documentation provides for a two-layer sandpaper as a material, therefore, each of the layers of the sandpaper has a grain size index.

In this regard, the court of first instance justifiably made a reference to the example of the symbol for a waterproof two-layer sanding cloth with grain sizes 40-N and 25-P, given in GOST 13344-79, in which symbol grain sizes of a particular two-ply pelt is represented as 40-N/25-P, and recognized that the grain size of a two-ply pelt is indicated with a "/" sign.

Thus, the description of the object of procurement for position 8 of the skin of the bill of materials does not correspond to the symbol established by the technical standard.

The State Committee believes that according to section 5 "Marking, packaging, transportation and storage" of GOST 13344-79, the grain size of the lower layer should be indicated on a two-layer skin, therefore it is sufficient to indicate in the auction documentation for the skin only the grain size of the lower layer and, accordingly, in the specified the customer's grit range includes indicators 40, 32, 25.

The trial court correctly dismissed this argument as based on a misinterpretation of the requirements state standard, since in section 5 of GOST 13344-79 the requirement to indicate the granularity of the lower layer on a two-layer sandpaper refers to the marking of the goods, but does not cancel the presence of the characteristics of the granularity of both layers of the sanding skin.

In this case, when approving the auction documentation, the authorized body did not determine the characteristics of the grain size of each of the layers of the two-layer sandpaper, the indicators of the grain size of the sandpaper given in the auction documentation did not meet the requirements of GOST 13344-79 in terms of symbols for the technical and quality characteristics of the sandpaper and did not allow the procurement participants determine which grit characteristics of the abrasive paper are set for each of the two layers and in what order these characteristics should be reflected in the auction bid.

This violation led to the fact that in the auction bids, the participants in the purchase indicated the characteristics of the grain size of the two-layer sanding paper, either "25", or "40-25", or "40", or "30".

Under such circumstances, the court of appeal agrees with the court's conclusion on the legality of the contested decisions of the administration in terms of recognizing the committee as having violated clauses 1, 2 of part 1 of article 33, clause 1 of part 1 of article 64 of the Law on the contract system.

In accordance with paragraph 2 of part 4 of article 67 of the Law on the contract system, the participant electronic auction is not allowed to participate in it if the information provided for by Part 3 of Article 66 of this Federal Law does not comply with the requirements of the documentation for such an auction.

According to subparagraph "b" of paragraph 1 of part 3 of Article 66 of the Law on the contract system, the first part of the application must contain specific indicators corresponding to the values ​​established by the documentation for such an auction.

In the proposals of the participants there is no indication of the graininess of one of the layers, it is impossible to correlate the designations "25", "40-25", "40", "30" as a range of graininess of one of the layers or an indication of the graininess of two layers. In this regard, the auction commission, in accordance with paragraph 2 of part 4 of article 67 of the Law on the contract system, had to decide to refuse admission to participation in the electronic auction No. contained indicators of the grain size of each of the layers of the two-layer sandpaper.

Also, the court of first instance pointed out that the auction commission of the State Committee should not have allowed the first parts of the applications to participate in the auction due to the lack of a letter designation of the grain sizes of the two layers. At the same time, the court proceeded from the fact that, in accordance with the provisions of GOST 13344-79, GOST 3647-80 and GOST R 52381-2005, the grain size for sandpaper has a symbol, which is a number and an alphabetic index.

The Court of Appeal takes into account that the letter designations "P" and "N" in accordance with paragraph 2.4 of GOST 13344-79 refer to the grain composition of grinding materials, the auction documentation does not establish requirements for the grain composition of a two-layer sanding skin, the symbols were not used to characterize the grain size of the skin, established by GOST R 52381-2005, therefore, the procurement participants were not obliged to indicate in the first parts of the application the letter designations of the grain composition of the two-layer sanding paper, as well as the grain size symbols in accordance with GOST R 52381-2005.

However, this conclusion of the court did not lead to the adoption of an incorrect decision regarding the refusal to recognize as illegal the contested decisions of the administration on violation of the auction commission of the authorized body of paragraph 2 of part 4 of article 67 of the Law on the contract system.

Also, the antimonopoly body found the state committee to have violated part 5 of article 31 of the Law on the contract system due to the fact that the notice of an open auction in electronic form does not contain information on the established requirements in accordance with paragraphs 3, 4, 5, 7, 9 of part 1 said article.

The court of first instance, refusing to recognize the management decisions in this part as illegal, proceeded from the fact that the requirements for procurement participants provided for in paragraphs 3,4,5,7 and 9 of part 1 of article 31 of the Law on the contract system were indicated in the information card of an open auction in electronic form, therefore, should have been contained in the notice of the said auction.

According to paragraph 5 of Article 31 of the Law on the Contract System, information on the established requirements in accordance with parts 1, 1.1 and 2 of this Article is indicated by the customer in the notice of procurement and procurement documentation.

Article 63 of the Law on the Contract System contains requirements for notification of an electronic auction.

In accordance with clause 6 of part 5 of this article, in the notice of an electronic auction, the customer indicates the requirements for participants in such an auction, and exhaustive list documents that must be submitted by participants in such an auction in accordance with Clause 1 of Part 1 and Part 2 (if there are such requirements) of Article 31 of this Federal Law, as well as the requirement for participants in such an auction in accordance with Part 1.1 (if there is such a requirement ) Article 31 of this Federal Law.

In paragraph 20 of the information card of the auction documentation, approved by the authorized body, requirements are presented to auction participants in electronic form in accordance with paragraphs 3, 4, 5, 7, 9 of part 1 of article 31 of the Law on the contract system.

Therefore, these requirements for auction participants in accordance with part 5 of article 31, paragraph 6 of part 5 of article 63 of the Law on the contract system must be indicated in the notice of the auction, however this obligation was not carried out by the authorized body.

The argument of the appeal that the notice of the auction complies with the provisions of paragraph 3 of part 5 of article 63 of the Law on the contract system, which contains special legal norms on the content of such notice in relation to the general norms of part 5 of article 31 of the said law, is based on an incorrect interpretation of the norms of substantive rights, since in paragraph 3 of part 5 of article 63 of the Law on the contract system, the reference to paragraph 1 of part 1 and part 2 of article 31 of the said law refers to the list of documents that must be submitted by auction participants.

Taking into account the presence in the electronic notice of a reference only to clause 1 of part 1 of article 31 of the Law on the contract system, and also that the electronic notice does not contain requirements for auction participants No. 0380200000114004242, established in the information card in accordance with clauses 3, 4, 5 , 7, 9 of part 1 of the named article, the arbitration court of first instance made the correct conclusion about the violation by the state committee in the situation under consideration of part 5 of article 31 of the Law on the contract system.

Under such circumstances, there were no provisions under Article Section III. Proceedings in the Arbitration Court of First Instance in Cases Arising from Administrative and Other Public Legal Relations > Article 201. The decision of the arbitration court in the case of contesting non-normative legal acts, decisions and actions (inaction) of bodies exercising public powers, officials" target = "_blank"> 201 of the Arbitration Procedure Code of the Russian Federation grounds for declaring illegal the contested decisions of the antimonopoly body regarding the violation by the state committee of part 5 of article 31, paragraphs 1, 2 of part 1 of article 33 and paragraph 1 of part 1 of article 64 of the Law on the contract system, by the auction commission of the authorized body - paragraph 2 of part 4 of article 67 of the said law she is.

The court of first instance made the correct conclusion about the legality of the order of the antimonopoly authority dated 09.10.2014 on complaint No. 191 / KS, since it corresponds to the provisions of parts 22 and 23 of Article 99 of the Law on the contract system, is aimed at eliminating the above-mentioned provisions of the Law on the contract system, admitted by the State Committee, contains instructions for specific actions to be taken by the persons to whom the order has been issued.

Based on the results of the consideration of the appeal, no grounds were established under the Article of the Arbitration Procedure Code of the Russian Federation for canceling or changing the court decision.

The State Committee, in accordance with subparagraph 1.1 of paragraph 1 of Article 1 of the Tax Code of the Russian Federation, is exempt from payment of state duty, therefore government duty for consideration of the case in the first and appeal instances is not subject to payment.

Guided by the articles of the Arbitration Procedure Code of the Russian Federation, the Third Arbitration Court of Appeal

RESOLVED:

the decision of the Arbitration Court of the Republic of Khakassia dated March 25, 2015 in case No. A74-46/2015 is left unchanged, the appeal is not satisfied.

This decision comes into force from the moment of its adoption and can be appealed within two months to the Arbitration Court of the East Siberian District through the court that made the decision.

Sandpaper is an abrasive material applied to a fabric or paper base and is an indispensable tool for a wide range of home craftsman's work.

This parameter of abrasive paper reflects the number and size of abrasive particles per unit area, is the main characteristic of sandpaper and determines the possibility of its use for certain needs.

What is the difficulty?

Today in stores you can find sanding paper marked both according to Russian GOST and the standards of other countries.

The confusion is that domestic marking on the skin can be done in a new way. GOST from 2005(focused on European standards) and according to GOST 80s years approved by the Ministry of Machine Tool and Tool Industry USSR.

The two categories of standards are reversed. AT old GOST 3647-80 a decrease in marking numbers indicated a decrease in grain size. AT new GOST the grain of the abrasive decreases, and the number in the marking, on the contrary, grows.

In addition, there is no unity among global manufacturers. The USA and Canada, Europe and Turkey, Japan, China adhere to their own standard.

Type of abrasive application

1. sandpaper with a semi-open or open abrasive coating

The base is half closed. The gaps between the particles cover 40 to 60% base area. Such an abrasive is used for processing soft and loose materials.

2. sandpaper with a closed or continuous abrasive coating

It is characterized by full coverage of the base with grinding material and is designed to work on hard surfaces.

This International Standard applies to waterproof cloth abrasive papers intended for abrasive processing of various materials with and without the use of a cutting fluid based on water, oil, kerosene, etc.

1. TYPES AND DIMENSIONS

1.1. Grinding skin should be made of types:

1 - for machine and manual processing of wood, plastics, varnish coatings and alloys with low hardness;

2 - for machine and manual processing of hard and tough metals and alloys.

2. TECHNICAL REQUIREMENTS

2.1. Grinding skin should be made from normal electrocorundum grades 15A, 14A and 13A; white electrocorundum grades 25A, 24A and 23A; black silicon carbide grades 55C, 54C and 53C; green silicon carbide grades 64C and 63C.

2.2. For the manufacture of sandpaper, fabrics according to GOST 3357, GOST 19196, special strong twill (SP), medium twill No. 1 one-colored (S1G), weighted twill (UG), half-double one-colored (P) should be used.

Notes:

1. It is allowed to use other fabrics, including synthetic fibers.

2. If the fabric does not have an established symbol, it is allowed to indicate the article of the fabric in the symbol of the skin.

2.3. The grinding material must be firmly bonded to the base with phenol-formaldehyde resin grades SFZh-3038 and SFZh-3039 according to GOST 20907, varnish grade YAN-153 according to regulatory and technical documentation (NTD).

Note. It is allowed to use other binders in terms of their physical and mechanical properties not worse than those indicated.

Note. At the request of the consumer, it is allowed to use grinding materials with a main fraction content of 65% or more.

2.6. On the working surface of the abrasive skin, the total area of ​​wrinkles, folds, areas without abrasive grains, filled with a binder, should not exceed 0.5% of the roll area for grain sizes 25 and 20.

For skins of other grain sizes, the total area of ​​these defects should not exceed 1% of the area of ​​the roll.

In a roll of skins, edges with a width of more than 10 mm with defects are not allowed.

3. ACCEPTANCE RULES

3 1 To control the compliance of the abrasive skin with the requirements of this standard, acceptance control and periodic tests are carried out.

3 2 Acceptance control for compliance with the requirements of paragraphs 1 4 (in terms of dimensions) and 2 6 must be subjected to at least 1% of the rolls of abrasive paper from the batch, but not less than 3 pcs, according to paragraph 2 11 - 0.1%, but not less than 3 PCS

The batch must consist of rolls of skins of the same characteristics, made in one shift and simultaneously presented for acceptance according to one document.

5. MARKING, PACKAGING, TRANSPORTATION

AND STORAGE

5.1. On the non-working surface of the roll, the following must be clearly marked no more than every 150 mm in the transverse and longitudinal directions:

5.2. The winding of the sanding paper into rolls must be tight and even, preventing the formation of wrinkles, folds and wrinkled areas.

The end surface must be even, the protrusions of the edges must not exceed 20 mm. When installing the roll on the end, the protruding edges should not be wrinkled by more than 7 mm.

5.3. Grinding paper rolls must be wrapped in paper in accordance with GOST 8273 and GOST 2228 or other packaging materials. The layers of wrapping paper should securely close the ends of the rolls and ensure the preservation of the skin rolls during transportation.

5.4. The packaged roll must be labeled or stamped with clearly marked information:

METHOD FOR DETERMINING THE CUTTING CAPABILITY, INDICATORS OF ANCHORING STRENGTH OF ABRASIVE GRAINS AND COEFFICIENT OF WATER RESISTANCE 1 2 3

1. Equipment and materials

1.1. Device for testing PSSH-3.

1.2. Technical scales with a weighing error of not more than 0.01 g.

1.3. Sandpaper samples 680 mm long and 20 mm wide.

1.4. A rod made of calibrated steel grade 45 according to GOST 1051 with a diameter of 10 mm and a length of 250-300 mm.

2. Preparation for the test

2.1. Rip and weigh a sample of sandpaper.

2.2. Fix a sample of sanding paper on a metal disc with a diameter of 100 mm and a grinding rod in a chuck holder.

The rod to be ground must be inclined in the opposite direction of disk rotation so that the end of the rod after grinding is flat. For this purpose, grinding is performed with a sandpaper with a grain size of 12 from normal electrocorundum for 15 s at a radial load of 19.6 N, a rod rotation frequency of 36 min -1 , a grinding speed of 15 m/s.

3. Testing

3.1. Set the test modes indicated in the table.

2.3. The grinding material must be firmly bonded to the base with phenol-formaldehyde resin grades SFZh-3038 and SFZh-3039 in accordance with GOST 20907, varnish grade YAN-153 according to regulatory and technical documentation (NTD).

Note. It is allowed to use other binders in terms of their physical and mechanical properties not worse than those indicated.

2.4. Grain composition of grinding materials - according to GOST 3647 with indices P and N.

Note. At the request of the consumer, it is allowed to use grinding materials with a main fraction content of 65% or more.

2.6. On the working surface of the sandpaper, the total area of ​​wrinkles, folds, areas without abrasive grains, filled with a binder, should not exceed 0.5% of the roll area for grain sizes 25 and 20.

For skins of other grain sizes, the total area of ​​these defects should not exceed 1% of the area of ​​the roll.

In a roll of skins, edges with a width of more than 10 mm with defects are not allowed.

3. ACCEPTANCE RULES

3.1. Acceptance control and periodic tests are carried out to control the compliance of the abrasive skin with the requirements of this standard.

3.2. Acceptance control for compliance with the requirements of paragraphs 1.4 (in terms of dimensions) and 2.6 should be subjected to at least 1% of rolls of abrasive skins from the lot, but not less than 3 pieces, according to paragraphs 2.11 - 0.1%, but not less than 3 pieces.

The batch must consist of rolls of skins of the same characteristics, made in one shift and simultaneously presented for acceptance according to one document.


3.3. If, during the acceptance control, non-compliance with the requirements of the standard for more than one controlled indicator is established, then the lot is not accepted.

If a non-compliance with the requirements of the standard is established for one of the controlled indicators, then a second control is carried out on a double number of rolls of grinding skins. If there are defects in the resampling, the lot is not accepted.

3.4. Periodic tests should be carried out on products (one of the sizes of rolls) that have passed the acceptance control for compliance with the requirements of clauses 2.8 and 2.12 at least 0.5% of the batch of rolls, but at least 3 pieces, according to clause 2.9 - at least 0, 5% sandpaper rolls 40/25 grit; 40; 25; eight; 5 and 4, but not less than 3 pieces, according to clause 2.9 - on all types of fabrics.

4. CONTROL AND TEST METHODS

4.1. Test methods - according to GOST 6456.

Control of tensile strength and elongation - according to GOST 27181.

4.2. The method for determining the cutting ability of the abrasive skin, as well as the indicators of the strength of fixing abrasive grains and the coefficient of water resistance, is indicated in Appendix 1.

5. MARKING, PACKAGING, TRANSPORT AND STORAGE

5.1. On the non-working surface of the roll, the following must be clearly marked no more than every 150 mm in the transverse and longitudinal directions:

b) conditional designation of the sanding paper (without designations of type, type, size);

c) batch number.

5.2. The winding of the sanding paper into rolls must be tight and even, preventing the formation of wrinkles, folds and wrinkled areas.

The end surface must be even, the protrusions of the edges must not exceed 20 mm. When installing the roll on the end, the protruding edges should not be wrinkled by more than 7 mm.

5.3. Grinding paper rolls must be wrapped in paper in accordance with GOST 8273 and GOST 2228 or other packaging materials. The layers of wrapping paper should securely close the ends of the rolls and ensure the preservation of the skin rolls during transportation.

5.4. The packaged roll must be labeled or stamped with clearly marked information:

a) trademark of the manufacturer;

b) the symbol of the grinding skins;

c) release date and batch number;

d) technical control stamp.

1. Equipment and materials

1.1. Device for testing PSSH-3.

1.2. Technical scales with a weighing error of not more than 0.01 g.

1.3. Sandpaper samples 680 mm long and 20 mm wide.

1.4. A rod made of calibrated steel grade 45 according to GOST 1051 with a diameter of 10 mm and a length of 250-300 mm.

2. Preparation for the test

2.1. Rip and weigh a sample of sandpaper.

2.2. Fix a sample of sanding paper on a metal disc with a diameter of 100 mm and a grinding rod in a chuck holder.

The rod to be ground must be inclined in the opposite direction of disk rotation so that the end of the rod after grinding is flat. For this purpose, grinding is carried out with sandpaper with a grain size of 12 from normal electrocorundum for 15 s at a radial load of 19.6 N, a rod rotation frequency of 36 min, and a grinding speed of 15 m/s.

3. Testing

4. Processing of test results
