I. General provisions

1. These requirements for the content of the special training program for controllers-managers (hereinafter referred to as the Requirements) are developed in accordance with Part 7.1 of Article 20 of the Federal Law of December 4, 2007 No. 329-FZ "On Physical Culture and Sports in the Russian Federation" (Meeting Legislation of the Russian Federation, 2007, No. 50, Article 6242; 2010, No. 19, Article 2290; 2012, No. 53 (Part I), Article 7582; 2013, No. 23, Article 2866; No. 30 (Part I) I), article 4025; 2015, No. 1 (part I), article 43; No. 27, article 3995) (hereinafter - Federal Law No. 329-FZ).

2. The program of special training for supervisors (hereinafter referred to as the Program) must contain sections provided for by the Requirements, including their thematic plans that determine the sequence of special training.

3. Attached to the Program explanatory note, including:

purpose of the Program;

goals and objectives of special training;

a list of basic skills and abilities acquired by controllers-managers during special training;

scroll teaching aids and technical means necessary for passing special training of controllers-managers.

4. The program is aimed at acquiring the necessary skills and abilities in order to ensure public order and public safety during official sports competitions.

5. All-Russian sports federations develop and approve the Program taking into account the Requirements, the specifics of holding official sports competitions (hereinafter referred to as the competition) in the relevant type (s) of sports at various sports facilities or competition venues.

7. The thematic plan of the Program "Legal regulation of security and protection of public order" includes the passage of special training on the following topics:

7.1. Theoretical preparation:

8. The thematic plan of the program "Psychological training", includes the passage of special training on the following topics:

8.1. Key competencies of controllers-managers, stress management:

leadership qualities: critical to the result, responsibility for the supervised area, determination, perseverance in solving difficult situations;

8.2. Peculiarities of behavior of spectators at competitions.

ways to avoid the unwanted psychological impact of the crowd;

bases of rationalization and measures to prevent anti-social behavior of the fan;

experience of other countries in preventing antisocial behavior of fans.

8.3. Practical training:

watching and discussing video materials on crowd behavior;

modeling conflict situations, playback and discussion.

9. The thematic plan of the Program "Basics of interaction with special services" includes the passage of special training on the following topics:

9.1. Actions of controllers-managers before providing medical care:

9.1.1. Theoretical preparation:

organizational and legal aspects of first aid. Rendering first psychological aid to victims;

acceptable types of assistance to victims. Inspection of the scene. Call for an ambulance.

9.2. Basics fire safety, actions of controllers-managers in emergency situations:

9.2.1. Theoretical preparation:

the procedure for interaction with employees of the Ministry of the Russian Federation for civil defense, emergencies and disaster relief;

the rights and obligations of citizens in the field of fire safety, provided for in Article 34 of the Federal Law of December 21, 1994 No. 69-FZ "On Fire Safety" (Collected Legislation of the Russian Federation, 1994, No. 35, Art. 3649; 2004, No. 35, Art. .3607);

10. The thematic plan of the Specialized Training Program includes special training on the following topics:

10.1. Fundamentals of logistics of various sports facilities and competition venues:

10.1.1. Theoretical preparation:

basics of knowledge about the features of holding competitions in sports;

basic logistics of various sports facilities or competition venues;

access zones, the basic principles of dividing spectator locations into access zones, taking into account the peculiarities of the location of zones by sports, the location of special services.

features of the organization of work during competitions at sports facilities and in competition venues;

conducting an inspection of the area of ​​responsibility before the start of the spectator pass time;

conducting a personal inspection of citizens and inspection of their belongings;

To ensure public order and security during official sports competitions, the organizers of competitions and (or) owners, users of sports facilities may involve controllers-managers. The requirements for the content of the special training program for inspectors have been established.

The program is developed and approved by the All-Russian Sports Federation. It includes theoretical and practical training in the following sections: legal regulation of security and public order; psychological preparation; basics of interaction with special services; specialized training. There is also a final assessment.

As part of the implementation of clause 12.2 of Art. 16 "Rights and obligations of all-Russian sports federations", clause 4.1 of Art. 16.1 "Rights and obligations of regional sports federations", clause 7.1 of Art. 20 "Organization and holding of physical culture events, sports events" of the Federal Law No. 329-ФЗ "On Physical Culture and Sports in the Russian Federation" dated 04.12.2007 in terms of special training of controllers-managers by organizations that provide special training of controllers-managers and ( or) the issuance and accounting of certificates of controllers-managers are all-Russian sports federations, regional sports federations, professional sports leagues, as well as other organizations operating on the basis of an agreement with all-Russian sports federations.

Within the framework of the order of the Ministry of Sports of the Russian Federation No. 997 "On approval of requirements for organizations providing special training of controllers and (or) issuing and accounting for certificates of controllers" dated October 30, 2015, the Russian Football Union can delegate the right to carry out special training of controllers - managers and (or) issuance and registration of certificates of controllers-managers to football clubs, stadiums or contracting organizations that ensure the protection of public order and security during sporting events (hereinafter referred to as the Organization / Organizations).

In order to conclude an agreement on delegation of the right to carry out special training of controllers and (or) issuance and accounting of certificates of controllers (hereinafter referred to as the Agreement), Organizations must apply to the Russian Football Union with a relevant request and provide documents confirming that the Organization complies with the requirements of the order of the Ministry Sports of the Russian Federation No. 997 "On approval of requirements for organizations providing special training for controllers and (or) issuing and accounting for certificates of certificate controllers" dated October 30, 2015:

After making a request and providing required documents The Russian Football Union is considering the possibility of concluding an agreement with the Organization on delegating the right to carry out special training for controllers and (or) issuing and accounting for certificates of controllers. This agreement specifies the procedure for the implementation of special training of controllers-managers, the procedure for issuing and accounting for certificates of controllers-managers, providing the necessary reporting, as well as the responsibility of the parties. Taking into account that the purpose of the special training of stewards is to ensure public order and public safety during official football sports competitions, the Russian Football Union, when considering the possibility of concluding an agreement on delegating the right to conduct special training of stewards, reserves the right to request organizations additional documents.

1. General Provisions

1.1. The controller-manager for guest services belongs to the category of specialists.
1.2. A person who has reached the age of 18 and has an average general education and trained in special training programs for controllers-managers for ensuring public order and public safety during official sports competitions.
1.3. To work specified in paragraph 1.2 of this instruction, a person is allowed:
1) having the citizenship of the Russian Federation;
2) the absence of a recognition of a citizen of the Russian Federation by a court decision that has entered into legal force as incapable, with limited capacity;
3) who does not have an unexpunged and outstanding conviction, as well as bringing to administrative responsibility for violation of the rules of conduct for spectators during official sports competitions, during the period during which the violator is considered to be subjected to administrative punishment;
4) not registered with health care organizations due to mental illness, alcoholism, drug addiction or substance abuse;

1.4. The Guest Service Controller must know:

In accordance with Federal Law-192 of July 23, 2013, starting from January 20, 2014, a new concept was introduced: controller - manager (in FIFA terminology - steward).

Under managing controller understood individual, which has undergone special training in the manner determined by the Ministry of Sports of Russia, and which is involved on a contractual basis to ensure public order and public safety (see clause 3. 4 N 329-FZ "On physical culture and sports in the Russian Federation").

Controllers-managers by the same law granted very broad powers: starting from the implementation, together with an officer of the internal affairs department (police), of a personal search of citizens and inspection of things that are with him, to the suppression of illegal actions of spectators, etc. .

The powers, of course, are not yet the same as those of the police, but they are no longer the same as those of the guards (Article 20.2. FZ-329, see >).

According to the powers, the law also spells out duties. In a word, everyday a completely new figure with status is introduced. It is clear that this is not the police yet, but clearly no longer a private security guard. Although you can’t call a volunteer (since the controller-manager works under a contract, that is, for a fee). But it is not entirely clear why it was necessary to fence the garden, if private security guards of the private security organization could successfully cope with this task? Perhaps to please the requirements of FIFA?

So who are these controllers - managers?

And according to preliminary calculations, their number for the period of the 2018 World Cup can be up to 10,000 people! Yes, and this involvement in security functions of able-bodied and healthy people will cost a lot of money.We decided to take a critical look at the order of special training of supervisors and managers and the requirements for them.

By order of the Ministry of Sports of Russia dated April 14, 2014 No. 234 (see >) approved The order of passage of special training of controllers-managers to ensure public order and public safety during an official sports competition (hereinafter referred to as the Procedure).

This document is very important practical value. The quality of special training and the effectiveness of the activities of controllers-managers will largely depend on the order and level of security at the stadiums.

1. In paragraph 2 It is stated in the order that special training of controllers-managers is carried out by all-Russian sports federations and regional sports federations.

Which specific federations carry out and plan to carry out such training on their own and do they have the appropriate licenses for educational activities?

2. Item 3 The Order provides for the possibility of special training of controllers-managers “by applying to organizations that train controllers-managers and (or) provide services to ensure order in places where mass events are held.

What organizations are meant in this case? And what specific services to ensure the order (what?) Are we talking about in the Order?

3. Paragraph 4 The order mentions a program of special training, which includes theoretical training, practical training, internships (clause 7 b), passing the test (final certification, qualification exam - clause 7c and clause 8). This program approved by the training organization.

What is the total duration of the special training of controllers-managers and separately for each type of special training, internship, qualification exam, final certification?

4. Here and in paragraph 7c The procedure is regulated by the receipt of an appropriate document confirming the passage of special training for supervisors. Clause 9 of the Procedure provides for the issuance of a certificate of the controller-manager, and clause 12 of the Procedure provides for obtaining duplicates of these documents in case of loss of the originals.

Paragraph 10 The order states that citizens who have received a document confirming the completion of special training of controllers-managers, as well as a certificate of the controller-manager, have the right to be involved on a contractual basis to ensure public order and public safety during an official sports competition in all sports.
