The working group of the presidential commission on modernization (headed by Igor Shchegolev) approved the project of the Federal State Unitary Enterprise "Moscow City Radio Broadcasting Network" (MGRS), which involves the creation of Internet access networks through radio points. The project involves Moscow and St. Petersburg and, according to preliminary estimates, will require a total of 16.52 billion rubles. A significant part of the investment (7.5 billion rubles) should fall on developers: they will install a “social outlet” in all apartments in new buildings and houses after overhaul, which requires changing existing building codes.

It would be possible to understand the expediency of the project if the MGRS specialists came up with some original technology for using the obsolete infrastructure of their network. Another myth is that there is a significant segment of the population in Moscow who are looking forward to low-speed cheap or even free internet.
