Any successful commercial enterprise today is unthinkable without the appropriate equipment. And first of all, these are cash registers, which include several components - a special device for printing a check, a device for entering information and a screen that displays the essence of the operations performed.


Any cash desk is intended, first of all, to control all financial transactions of the company by government agencies. For this purpose, the device uses its fiscal memory - its most important part. Data on all transactions and actions ever performed are recorded and remain in the fiscal memory. However, in addition to fiscal memory, any cash register contains one more memory - ECLZ. EKLZ - electronic control tape protected. Simply put, this is an additional memory block that is installed inside the cash register and is designed to remember sums of money passing through the cash register.


The use of the ECLZ block has been mandatory since 2004 and serves to prevent unauthorized operations with fiscal memory cash registers(hacking, resetting and correction of fiscal memory) in order to reduce the amount of revenue subject to taxation. EKLZ, unlike fiscal memory, is closed in its own case, all information to be recorded in EKLZ is securely encrypted using a special encryption code (key), which is constantly changing. It is this fact that makes it necessary to carry out an annual replacement of ECLZ in all cash registers. Thus, "hacking the ECLZ", if it is carried out, will not make it possible to obtain a "universal master key" either for this cash register for a long time, or, even more so, for other cash registers. With regular use of KKM (cash register), it periodically becomes necessary to replace the ECLZ. Replacement can be warranty and scheduled, it is made only in special service organizations. Self-replacement of ECLZ is prohibited and can cause trouble with the tax office.

The planned replacement of ECLZ cash registers is usually due to the fact that the memory is more than 90% full, or that more than 12 months have passed since the unit was activated. The fiscal memory of KKM is designed, on average, for 2000 shifts, which on average allows you to work with it for 5-6 years. ECLZ changes 1 time in 13 months. When replacing the FP, the ECLZ must be changed. Thus, if you have been working on your KKM for a long time, pay attention to the number of remaining working shifts of the FP. Since, if 150-200 free work shifts remain on your KKM, they will be enough for six months, and the ECLZ installed at this time is designed for 13 months, this suggests that with the new installed ECLZ you will be able to work only half of its term, after what, you will have to change it again. So, it is much more profitable to "reset" the remaining shifts and simultaneously replace the ECLZ and FP. This will save you money and time to replace them.

Fiscal memory (FP) is included, which is a complex of software and hardware that provides uncorrected, daily (every shift) registration and non-volatile long-term storage of final information on cash settlements with the population carried out on KKM, necessary for the correct calculation of taxes. Daily (shift) registration means the unconditional recording of the final information on cash settlements in the FP during the shift closing operation, and the duration of the shift should not exceed 24 hours. Each time a report with cancellation (closing of a shift) is made, another entry is made in the FP containing the date of recording, the sequence number of closing the shift, and the total of daily (shift) sales. The capacity of the FP is enough for 6 years of daily recordings. If there are less than 30 free fields left in the FP for recording the final information, then at the end of the printout of the daily report with cancellation, the following message will be printed:

Only the tax inspector has access to information in the Fiscal Memory. Working with Fiscal memory is protected by a password for access to the FP. The tax inspector has the right to change the password, enter the details of fiscalization and re-registration into the FI, and remove reports from the FI. KKM provides work in non-fiscal and fiscal modes. In non-fiscal mode (before fiscalization) all functions are supported except for registration of daily reports and receipt of a fiscal report. Fiscal mode provides registration of fiscal data in FP and ECLZ. The inclusion of the fiscal regime occurs upon completion of the fiscalization process. After fiscalization, the fiscal regime cannot be turned off. On all documents issued in the fiscal mode of KKM, a message (fiscal logo) is printed:

Password system

Access to work with KKM is protected by passwords. There are 9 passwords in total: 8 operator passwords and an OP access password.

The maximum length of passwords is 8 decimal places (range of allowable values: 0 .. 99999999) To start working in the registration mode, you must enter one of the passwords of operators who have access to work in this mode in accordance with the settings in Table 3. To work in the reporting mode and closing the shift, you must enter the administrator password or system administrator. The sequence for setting passwords is described in the Operation Manual. To enter the POS printer parameters programming mode, you must enter the system administrator password. To work with fiscal memory, you must enter the password for access to the FP.

Physically, fiscal memory is an electronic unit enclosed in a non-separable case and installed inside the cash register.

Fiscal memory is not involved in the operation of the cash register, it is used only to store Z-reports, the so-called reports with cancellation, which are performed when the proceeds are withdrawn from the cash register. Each such report leads to the appearance of another entry in the fiscal memory. The number of entries that can be entered into the fiscal memory is limited and depends on the design of the cash register. When the fiscal memory is full, it is replaced with a new one. Fiscal memory is also replaced in other cases, for example, when re-registering a cash register for another owner.

It is believed that the information stored in the fiscal memory (fiscal information) is not available for correction. Access to it is limited. To receive reports with fiscal information, you will need to enter the tax inspector's password, which is used to seal the fiscal memory during registration of the cash register with the tax inspectorate.

Moreover, it is believed that even if the cash machine is destroyed so that it cannot print reports with fiscal information, then the specialists of the CTO - the CCP technical service center, in the majority will be able to extract the fiscal memory from under the wreckage of the cash register and read fiscal data from it.

The presence of fiscal memory in cash registers leads to an increase in their cost, as well as to additional costs for cash register owners. For example, due to a power surge, the KKM may experience a malfunction and incorrect information will be written to the fiscal memory. This will lead to the fact that the next time the POS printer is turned on, the fiscal memory block will detect an incorrect entry, and consider it the result of an attempt to correct fiscal information and completely block the POS printer. We will have to change the fiscal memory to a new one in the TsTO and activate it again in the tax office. It all costs money and time.

Protected electronic control tape - EKLZ

Previously, cash registers, simultaneously with checks, punched their copies on the control tape. The control tape had to be kept by the owner of the cash register for five years.

The control tape has been used to recover lost checks, in tax audits, to find misplaced amounts, to reverse...

Then, in most KKM models, the paper control tape was replaced by an electronic version. Cash registers punched checks, information about which was entered into memory, i.e. into the "electronic" control tape. At the end of the shift (after taking the Z-report), it was possible to print out the so-called "magazine" - copies of all checks punched for the shift and get a control tape in paper form. The electronic control tape recorded not only punched checks, but in general everything that the cash desk printed: returns, reports, reports with cancellation ...

Currently, a secure electronic control tape is used, i.e. ECLZ.

Physically, EKLZ is an electronic unit in a non-separable case, installed inside the cash register, following the example of fiscal memory. As well as with fiscal information, only tax office. In the same way, in the event of a failure of the KKM, the specialists of the TsTO have the opportunity to read information from the ECLZ.

Unlike fiscal memory, which records only the amount of money withdrawn from the cash register, ECLZ captures literally everything that happens to the cash register. This is a real flight recorder, a real "black box", the type that is installed on airplanes.

In ECLZ, information is encrypted using the most modern cryptographic data protection methods. By the way, specialists from FAPSI - the Federal Agency for Government Communications and Information under the President of the Russian Federation, which included the former 16th Directorate of the KGB of the USSR, were involved in the design of the ECLZ operation algorithms.

When they just started introducing ECLZ, there was a feeling that we were not selling and servicing cash desks, but some kind of spy stuff. For example, in all seriousness there were attempts to introduce secrecy in the central heating center, which simply kept new ECLZs, special rooms with a capital fence, steel safes with three locks, certificates with tolerances and other insanity were required. But, thank God, everything worked out.

The meaning of ECLZ

The main meaning of EKLZ, in our opinion, is only to increase the cost of CCP. The ECLZ block is almost half the cost of the cash register itself. The fragile mechanism of ECLZ operation is also subject to sudden malfunctions, after which CCP owners have to buy a new ECLZ and pay for the service for its replacement.

Moreover, if the fiscal memory needs to be changed only when it is full, then the validity period of the ECLZ is also limited in time - the ECLZ must be changed at least once every 13 months, i.e. Every year.

Most tax inspectors have a vague understanding of the ECLZ reports and do not want to use them. Yes, this is not necessary: ​​unscrupulous taxpayers can be brought to light in many simpler ways.

The last few years, when the use of ECLZ was mandatory, have shown that the only meaning of the introduction of ECLZ is only the presence of a good "feeder" for ECLZ manufacturers, who have received out of the blue guaranteed sales of expensive electronic control tape blocks protected, with all their cryptography.

That's not all

Legislative initiative does not stand still, especially if it is well pushed. For example, over the past few years, the topic of a radio channel has been discussed, which will connect each cash register with the tax office directly, online. Each cash register, according to the new project, will have a SIM card cellular communication, and, when breaking through each check or report, the CCP will send SMS to the tax office with the contents of the punched cash document.

At one time, the project of introducing ECLZ seemed fantastic and impossible, however, nothing, legislators managed, and ECLZ manufacturers use, i.e. sell ECLZ in without fail to all almost six million cash registers registered in Russia, and annually or more often.

So, we no longer smile and twist our fingers at the temple, but simply wait for new rules. By the way, the introduction of a radio channel for the transmission of fiscal data is presented under the guise of caring for entrepreneurs who incur fixed costs associated with the purchase and replacement of ECLZ. A self-test is provided to detect possible malfunctions in the machine.
