Organizations that operate vehicles intended for the transport of passengers and goods must ensure pre-trip control of their technical condition. The specified control must be carried out daily before the vehicle leaves the line from the parking lot and upon returning to the parking place with a corresponding mark on the serviceability or malfunction of the transport in the waybill. To conduct pre-trip technical control, the organization must appoint a separate official - the inspector of the technical condition of vehicles. Such a position must be provided for in the organization's staffing table. Qualification requirements for the inspector of the technical condition of vehicles are established by order of the Ministry of Transport of Russia dated September 28, 2015 No. 287.

So, a specialist applying for such a position must meet one of the following requirements:

  • the presence of a diploma of education not lower than secondary vocational in the specialty "maintenance and repair of motor vehicles" without presenting requirements for work experience (experience);
  • the presence of a diploma of education not lower than secondary vocational in the specialties included in the enlarged group "Equipment and technology of land transport", with the exception of the specialty "maintenance and repair of motor vehicles", with the presentation of requirements for length of service (experience) in the field of technical condition control and maintenance of motor vehicles for at least one year;
  • the presence of a diploma of education not lower than secondary vocational in specialties that are not included in the enlarged group "Equipment and technology of land transport", and a diploma of additional professional education in the program of professional retraining with the qualification of an inspector of the technical condition of vehicles. There are no work experience requirements.

At the same time, another employee who meets the qualification requirements and has passed certification, including the driver (Article 60 of the Labor Code of the Russian Federation), can perform the labor function of the inspector of the technical condition of vehicles in combination.

Thus, the obligation to conduct a pre-trip inspection can also be assigned to the driver if he meets the relevant qualification requirements for conducting pre-trip inspections and has passed certification. However, this can be done only if a combination is registered for the position of inspector of the technical condition of vehicles *.

The obligation to undergo a pre-trip inspection of vehicles (hereinafter referred to as PTOTS) is primarily regulated by the Federal Law of December 10, 1995 No. 196-FZ "On Road Safety", Part 6, Clause 1 and Part 5, Clause 5, Article 20. In these paragraphs, we are talking about the responsibility of companies and individual entrepreneurs in the operation of transport.

These measures are aimed at maintaining road safety, preventing the occurrence of accidents due to faulty equipment. The commercial use of cars, both trucks and passenger cars, occurs with a high intensity, incomparable with the operation of a private owner. Accordingly, all components and parts wear out much faster and require an attentive attitude.

Regular maintenance, as well as regular PTOTS, are almost completely excluded due to violations and breakdowns in the units of a car or other vehicle. Accordingly, the company does not lose funds for repairs after an accident, and does not incur losses due to vehicle downtime.

The procedure for conducting a pre-trip technical inspection of vehicles

The inspection procedure is a set of activities that are carried out before each. The inspection is carried out by a specially trained employee with the appropriate qualifications - the controller. He is also responsible for the technical condition of vehicles and equipment.

Checking should be carried out in a specially equipped box (room) with all necessary equipment:

  • apparatus for checking and adjusting the headlight beam;
  • tire pressure gauge;
  • gas analyzer (for gasoline and diesel engines);
  • apparatus that determines the steering play;
  • mobile lamp;
  • convergence tester;

He puts the appropriate stamp in, confirming that the PTOTS has been completed, no malfunctions have been identified, the vehicle is in good condition. Order of the Ministry of Transport of Russia dated April 6, 2017 No. 141

Approved by the Order of the Ministry of Transport of Russia dated April 6, 2017 No. 141, entered into force on December 25, 2017.

It contains a complete list of the work that the controller must perform during the inspection of the vehicle before the flight. The list of all checks is established in paragraphs. 6 and 7 of the Procedure for organizing and conducting pre-trip control of the technical condition of vehicles (hereinafter referred to as the Procedure).

Clause 10 of the Procedure prohibits release to the line without the permission of a mechanic and a corresponding mark in the waybill.

After the inspection, its data are entered into a special journal. The obligation to maintain such a journal for all legal entities and individual entrepreneurs is unconditional. However, its form is not unified and, if necessary, information required for a particular enterprise can be added to it.

In turn, the new Procedure involves entering new data into the waybill. An inspection mark is mandatory.

The new Procedure also provides a list of what is subject to inspection during PTOTS, describes the qualification requirements for the controller, and provides a list of the necessary data to be included in the registration log.

Order on pre-trip control of the technical condition of vehicles

To organize work on the implementation of pre-trip inspections of the technical condition of vehicles, an order is issued. There are no specific legal requirements for it. Therefore, it is enough to issue an order for organization.

The text of the order establishes those responsible for conducting inspections and the procedure for filling out the necessary documents. However, when preparing such an order, Order No. 141 should be taken into account. And in order not to issue a new order later, it is worth taking care of its compliance with the new standards.

In the Procedure, in particular, the necessary minimum for the qualification of the controller is established. Therefore, you should initially either train the future responsible person to the required level, or hire a ready-made specialist.

The persons appearing in the order must be familiar with its text. For this, a section “I am familiar with the order” is provided, in which the signatures of responsible persons are affixed.

Who must pass

Article 2 of the Procedure determines that PTOTS should be carried out by those companies that are engaged in transportation by cars and urban ground electric transport (trolleybuses, trams). Thus, taxis, other passenger transportations and are not distinguished. All of these carriers must carry out the inspection.

The only question that remains is about organizations transporting employees or management in corporate vehicles. Do they require a pre-trip inspection?   • for a legal entity - 30,000 rubles.

Issue of vehicles on the line.

1. Pursuant to Article 20 of the Road Safety Act, legal entities and individual entrepreneurs engaged in transportation by road and urban land electric transport (subjects of transport activities) must organize and conduct pre-trip control of the technical condition of vehicles. 2. Release of vehicles on the line with pre-trip control of the technical condition carried out by the subject of transport activity according to the following production scheme:

a) a responsible person is appointed to check the technical condition of vehicles released to the line;

b) a technical control point is being equipped, where the transport will be inspected;

c) a list of malfunctions is determined, in the presence of which the release of vehicles on the line is prohibited;

3. 3.1. Full-time mechanic (master) for the repair of vehicles with a specialized education not lower than secondary professional, which, along with its main duties, checks the technical condition of cars, trailers and semi-trailers before leaving the line. The mechanic performs these duties (for checking the transport) on the basis of:

a) the job description of a motor vehicle repair mechanic, which should include both the responsibilities for repairing equipment and the responsibilities for checking vehicles when they are released onto the line;

b) an order (instruction) for the subject of transport activity on the appointment of a person responsible for the release of transport from among the mechanics for the repair of vehicles, if these duties are not prescribed in the job description. The mechanic with such an order (instruction) must be familiarized against signature;

3.2. Vehicle technical condition controller(both with basic training and retrained), introduced into the state by the decision of the subject of transport activity.

The controller of the technical condition of motor vehicles is subject to one of the following requirements:

a) the presence of a diploma of education not lower than secondary vocational in the specialty 23.02.03 "Maintenance and repair of motor vehicles" without presenting requirements for work experience (experience);

b) the presence of a diploma of education not lower than secondary vocational in the specialties included in the enlarged group 23.00.00 "Equipment and technology of land transport", with the exception of the specialty 23.02.03 "Maintenance and repair of motor vehicles", with the presentation of requirements for length of service (experience ) work in the field of monitoring the technical condition and maintenance of vehicles for at least one year;

c) the presence of a diploma of education not lower than secondary vocational in specialties, not included in the enlarged group 23.00.00"Equipment and technology of land transport", and a diploma of additional professional education under the program professional retraining with the qualification of the inspector of the technical condition of vehicles. There are no work experience requirements.

Professional retraining with qualification the inspector of the technical condition of vehicles is carried out on the basis of professional retraining programs in the amount of at least 250 hours (order of the Ministry of Education and Science of Russia dated 01.07.2013 N 499). Programs are developed by educational organizations.

The inspector of the technical condition of vehicles must work on the basis of the job description of the same name, containing sections: qualification requirements, must know, functions, job duties, rights and responsibilities. The job description is approved by the head of the legal entity or individual entrepreneur. The basis for the development of the job description is the qualification characteristics contained in the order of the Ministry of Transport of the Russian Federation of September 28, 2015 N 287 "On approval of professional and qualification requirements for employees of legal entities and individual entrepreneurs engaged in transportation by road and urban ground electric transport."

4. Checking the technical condition of vehicles the subject of transport activity can be carried out by a third-party qualified mechanic (controller) under an agreement with the organization where he works.

5. Release of vehicles on the line with pre-trip control its technical condition should be carried out at equipped technical control points.

The technical control point is equipped in a closed heated and ventilated room or under a canopy and must have an inspection pit with lighting in the form of electric lamps located in niches and sockets for connecting portable 12 V lamps. transport status. The dimensions of the inspection pits are given in the norms of technological design of road transport enterprises ONTP 01-91.

The technical control point is equipped with the following devices and tools:

- a device for checking and adjusting the headlights;

- tire pressure gauge;

- gas analyzer (for gasoline and diesel engines);

- a device for checking the steering play;

- a ruler for checking wheel alignment;

- portable lamp;

- plumbing tools.

6. Time to conduct pretrip inspection the technical condition of vehicles is determined by the subject of transport activity. The regulations in this area are as follows:

6.1. The time of checking the vehicle at the control point is included in the preparatory and final work performed by the driver (starting the engine, inspecting the car, obtaining a waybill, parking the car after the trip). The preparatory and final time was 18 minutes on the basis of the Uniform Time Standards for the Transportation of Goods by Road and Piece Rates for the Remuneration of Drivers, approved by the Decree of the USSR State Labor Committee of March 13, 1987 N 153/6 (used in the recommendation plan). And up to 5 minutes for a medical examination. How many of 18 minutes to spend on pre-trip control of transport is determined by the subject of transport activity. Given that time is limited, the process of checking transport should be quick and clear.

7. Release of vehicles on the line in good condition is carried out after determining the compliance of the following individual systems, components and assemblies of vehicles and trailers with traffic safety requirements.

7.1. Brake system. Brake resource - from TO-2 to TO-2, i.e. carried out TO-2 should ensure trouble-free operation of the brakes.

In the conditions of the technical control point, the brakes are checked as follows. At the entrance to the checkpoint, the driver abruptly slows down the car - the working brake system is checked. When leaving the point at the beginning of the movement, the parking brake system is checked. Then, in the inspection pit, an inspection is carried out for tightness hydraulic brakes and listening (with the brake pedal pressed) of pneumatic brakes.

7.2. Steering. The total backlash in the steering is measured on a stationary car with a backlash meter, which fixes the angle of rotation of the steering wheel and the beginning of the turn of the steered wheels.

The play in the joints of the levers of the pivot pins and the joints of the steering rods (according to GOST is not allowed) is checked visually from the inspection ditch by turning the steering wheel to the sides until the load appears. Also, from the inspection hole, the mutual movement of the steering gear parts, the fastening of the steering gear parts and assemblies is checked.
