AND SKILLS BY TRAINING IN ADDITIONAL PROFESSIONAL

EDUCATIONAL PROGRAMS IN EDUCATIONAL

AND SCIENTIFIC ORGANIZATIONS

1. These Procedures and terms define the rules for improving professional knowledge and skills by medical workers and pharmaceutical workers (hereinafter referred to as employees) through training in additional professional educational programs in educational and scientific organizations and the duration of this training (hereinafter referred to as the Procedure and terms).

2. Improving professional knowledge and skills through training in additional professional educational programs in educational and scientific organizations is carried out by employees in order to update existing theoretical and practical knowledge in connection with the increase in requirements for the level of qualifications and the need to master modern methods solutions professional tasks, the formation and consolidation in practice of professional knowledge, skills and abilities obtained as a result of theoretical training, studying best practices, acquiring professional and organizational skills to perform duties in a current or higher position, as well as obtaining additional knowledge, skills and abilities in educational programs which provides for the study of individual disciplines, sections of science, engineering and technology necessary to perform a new type of medical or pharmaceutical activity.

3. Improving professional knowledge and skills by employees is carried out by training them in educational and scientific organizations for additional professional educational programs implemented in the form of advanced training, professional retraining, internships.

4. Advanced training, professional retraining and probation of employees are carried out mainly with a break from work, with a partial break from work and according to individual forms of training.

The need for employees to undergo advanced training, professional retraining and internships is established by the employer.

Professional retraining is carried out in without fail for employees planning to perform a new type of medical or pharmaceutical activity.

Further training of employees is carried out at least once every 5 years during their entire career.

5. Terms, forms, content and technology of training in additional programs vocational education are determined by educational and scientific organizations implementing the relevant educational program independently, taking into account the requirements of federal state educational standards secondary and higher professional education, federal state requirements for postgraduate professional education programs in the relevant area of ​​training (specialty) and the needs of the employer.

The duration of the internship is set by the employer who sends the employee for training, based on its goals and in agreement with the head of the educational or scientific organization where it is held.

Advanced training and professional retraining of employees are organized in accordance with the qualification requirements approved by the order of the Ministry of Health and Social Development of the Russian Federation of July 7, 2009 N 415n "On approval of qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare" (registered by the Ministry of Justice of Russia on July 9, 2009, registration N 14292), as amended by the order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of Russia on April 18, 2012, registration N 23879), qualifying characteristics provided for by the Unified qualification handbook positions of managers, specialists and employees, approved by order of the Ministry of Health and Social Development of the Russian Federation of July 23, 2010 N 541n (registered by the Ministry of Justice of Russia on August 25, 2010, registration N 18247).

6. Enrollment in programs of additional professional education is carried out in accordance with the admission rules approved annually by educational and scientific organizations.

7. State and municipal educational and scientific organizations ensure the improvement of professional knowledge and skills of employees of state and municipal organizations within the framework of the implementation of the annually established state task to provide appropriate public services in accordance with the applications of the health authorities of the constituent entities of the Russian Federation and municipalities.

8. Training under programs of additional professional education for employees with secondary and / or higher medical and / or pharmaceutical education that does not correspond to qualifications and qualification requirements specified in these Procedures and terms, but having continuous experience practical work in the relevant medical or pharmaceutical specialty for more than 5 years, organized:

For employees with a work experience of 10 years or more, under programs of additional professional education in the form of advanced training (the standard training period for any form of training is from 100 to 500 hours);

For employees with work experience from 5 to 10 years, under programs of additional professional education in the form of professional retraining (the standard training period for any form of training is over 500 hours).

9. The conditions for enrolling employees in an educational or scientific organization for training under programs of additional professional education are:

Employee's personal statement;

Availability of documents confirming the compliance of the level of professional education with the qualification requirements for relevant specialists with a medical or pharmaceutical education (with the exception of employees specified in these Procedures and terms);

Availability of documents confirming the continuous experience of practical work in the relevant medical (pharmaceutical) specialty for more than 5 years (for employees specified in these Procedures and terms).

10. The development of additional professional education programs in the form of advanced training and professional retraining ends with a mandatory final certification.

Employees who have successfully completed the program of additional professional education in the form of advanced training are issued a certificate of advanced training.

Employees who successfully complete the program of additional professional education in the form of professional retraining are issued a diploma of professional retraining.

11. Employees specified in these Procedures and terms, who have successfully completed the development of additional professional education programs in the form of advanced training or professional retraining, may continue professional activity in the relevant medical or pharmaceutical specialty.

1. 8. Training under additional professional education programs for employees who have a secondary and / or higher medical and / or pharmaceutical education that does not meet the qualification characteristics and qualification requirements specified in paragraph three of paragraph 5 of these Procedures and terms, but who have continuous experience of practical work in the relevant medical or pharmaceutical specialty for more than 5 years, organized:

— for employees with a work experience of 10 years or more, under programs of additional professional education in the form of advanced training (the standard training period for any form of training is from 100 to 500 hours);

- for employees with work experience of 5 to 10 years, under programs of additional professional education in the form of professional retraining (the standard training period for any form of training is over 500 hours).

9. The conditions for enrolling employees in an educational or scientific organization for training under programs of additional professional education are:

Appendix. The procedure for improving the professional knowledge of medical and pharmaceutical workers

1. This Procedure defines the rules for organizing the improvement of professional knowledge (professional retraining and advanced training) of medical and pharmaceutical workers who have graduated from educational institutions of higher and secondary vocational education in the specialties of the Healthcare group, engaged in or applying for medical or pharmaceutical activities(hereinafter - specialists, students) (the item was supplemented from October 4, 2011 by order of the Ministry of Health and Social Development of Russia dated June 20, 2011 N 577n.

2. Professional retraining and advanced training of specialists are carried out in order to obtain additional knowledge, skills and practical skills necessary for the implementation of independent professional activities.

Professional retraining for a new type of professional activity is carried out on the basis of established qualification requirements for specific positions.

3. The tasks of professional retraining and advanced training of specialists are determined in accordance with the Model Regulations on the educational institution of additional professional education (advanced training) of specialists, approved by Decree of the Government of the Russian Federation of June 26, 1995 N 610 (Collected Legislation of the Russian Federation, 1995, N 27, 2580; 2000, N 12, art. 1291; 2002, N 52 (part II), art. 5225; 2003, N 14, art. 1276).

4. Professional retraining and advanced training of specialists are carried out by educational institutions of higher, secondary and additional professional education that have state accreditation (hereinafter referred to as the educational institution), according to educational programs that take into account the level of knowledge, skills, practical skills and the results of entrance examinations in all sections of the specialty . Entrance tests are mandatory. An educational institution independently determines the content, procedure and form of entrance examinations (the clause was supplemented on October 4, 2011 by order of the Ministry of Health and Social Development of Russia dated June 20, 2011 N 577n.

5. Professional retraining and advanced training of specialists are carried out with a break from work, on the job, with a partial break from work and on individual forms of training upon the onset of the next five-year period of additional professional education.

6. Terms, forms, content and technology of training are determined educational institution implementing the relevant educational program independently in accordance with the needs of the customer.

6.1. For specialists with work experience in the specialty of 10 years or more, training is carried out according to educational programs for advanced training. The normative term for advanced training in any form of training is from 100 to 500 hours of classroom training.

6.2. For specialists with work experience in their specialty from 5 to 10 years, training is carried out according to educational programs for professional retraining. The normative term for professional retraining in any form of training is over 500 hours of classroom training.

6.3. 7. In order to improve practical skills on the basis of scientific and educational institutions as one of the sections curriculum An educational program for advanced training or professional retraining may provide for an internship for specialists, the duration of which is determined by the curriculum.

8. The level of professional knowledge, skills and practical skills of specialists who have undergone professional retraining or advanced training is assessed by an educational institution in all sections of the relevant educational program.

The development of educational programs for professional retraining and advanced training ends with a mandatory state final certification.

9. Students who have mastered the educational program for advanced training and successfully passed the state final certification are issued a certificate of advanced training of the state standard.

Students who have mastered the educational program of professional retraining and successfully passed the state final certification are issued a diploma of professional retraining of the state standard.

10. The procedure and terms for improving professional knowledge and skills by medical workers and pharmaceutical workers through training in additional professional educational programs in educational and scientific organizations

1. These Procedures and terms define the rules for improving professional knowledge and skills by medical workers and pharmaceutical workers (hereinafter referred to as employees) through training in additional professional educational programs in educational and scientific organizations and the duration of this training (hereinafter referred to as the Procedure and terms).

2. Improving professional knowledge and skills through training in additional professional educational programs in educational and scientific organizations is carried out by employees in order to update existing theoretical and practical knowledge in connection with the increase in requirements for the level of qualifications and the need to master modern methods for solving professional problems, forming and consolidating practice of professional knowledge, skills and abilities obtained as a result of theoretical training, studying best practices, acquiring professional and organizational skills to perform duties in a current or higher position, as well as obtaining additional knowledge, skills and abilities in educational programs that provide for the study of individual disciplines , sections of science, engineering and technology necessary to perform a new type of medical or pharmaceutical activity.

3. Improvement of professional knowledge and skills by employees is carried out through their training in educational and scientific organizations under additional professional educational programs implemented in the form of advanced training, professional retraining, internships.

4. Advanced training, professional retraining and probation of employees are carried out mainly with a break from work, with a partial break from work and according to individual forms of training.

The need for employees to undergo advanced training, professional retraining and internships is established by the employer.

Professional retraining is mandatory for employees planning to perform a new type of medical or pharmaceutical activity.

Further training of employees is carried out at least once every 5 years during their entire career.

5. The terms, forms, content and technology of training in additional professional education programs are determined by educational and scientific organizations implementing the relevant educational program independently, taking into account the requirements of federal state educational standards for secondary and higher professional education, federal state requirements for programs of postgraduate professional education in the relevant direction of training (specialty) and the need of the employer.

The duration of the internship is set by the employer who sends the employee for training, based on its goals and in agreement with the head of the educational or scientific organization where it is held.

Advanced training and professional retraining of employees are organized in accordance with the qualification requirements approved by the order of the Ministry of Health and Social Development of the Russian Federation of July 7, 2009 N 415n "On Approval of Qualification Requirements for Specialists with Higher and Postgraduate Medical and Pharmaceutical Education in the Healthcare Sphere" ( registered by the Ministry of Justice of Russia on July 9, 2009, registration N 14292), as amended by the order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of Russia on April 18, 2012, registration N23879), qualification characteristics provided for by the Unified Qualification Guide positions of managers, specialists and employees, approved by order of the Ministry of Health and Social Development of the Russian Federation of July 23, 2010 N 541n (registered by the Ministry of Justice of Russia on August 25, 2010, registration N 18247).

6. Enrollment in programs of additional professional education is carried out in accordance with the admission rules approved annually by educational and scientific organizations.

7. State and municipal educational and scientific organizations ensure the improvement of professional knowledge and skills of employees of state and municipal organizations in the framework of the implementation of the annually established state task for the provision of relevant public services in accordance with the applications of the health authorities of the constituent entities of the Russian Federation and municipalities.

8. Training under additional professional education programs for employees who have a secondary and / or higher medical and / or pharmaceutical education that does not meet the qualification characteristics and qualification requirements specified in paragraph three of paragraph 5 of these Procedures and terms, but who have continuous experience of practical work in the relevant medical or pharmaceutical specialty for more than 5 years, organized:

For employees with a work experience of 10 years or more, under programs of additional professional education in the form of advanced training (the standard training period for any form of training is from 100 to 500 hours);

For employees with work experience from 5 to 10 years, under programs of additional professional education in the form of professional retraining (the standard training period for any form of training is over 500 hours).

9. The conditions for enrolling employees in an educational or scientific organization for training under programs of additional professional education are:

Employee's personal statement;

Availability of documents confirming the compliance of the level of professional education with the qualification requirements for relevant specialists with a medical or pharmaceutical education (with the exception of employees specified in paragraph 8 of these Procedures and terms);

Availability of documents confirming the continuous experience of practical work in the relevant medical (pharmaceutical) specialty for more than 5 years (for employees specified in paragraph 8 of these Procedures and terms).

10. The development of additional professional education programs in the form of advanced training and professional retraining ends with a mandatory final certification.

Employees who have successfully completed the program of additional professional education in the form of advanced training are issued a certificate of advanced training.

Employees who successfully complete the program of additional professional education in the form of professional retraining are issued a diploma of professional retraining.

11. The employees specified in paragraph 8 of these Procedures and terms, who have successfully completed the development of additional professional education programs in the form of advanced training or professional retraining, may continue their professional activities in the relevant medical or pharmaceutical specialty.
