Young people in the library

How to attract them and how to keep them

The rapid aging of library communities is worrisome. There are few young personnel in the libraries of the Perm Territory. Even less reason to be optimistic. It is unlikely that we will be able to answer the three eternal Russian questions: who is to blame for this? where to begin? what to do? But let's look at the statistics and talk about what is already being done to change this situation.

At the beginning of 2008, there were 2,194 library workers in the MUNICIPAL libraries of the Perm Territory. Young librarians under the age of 30 - 234 people (10.7%). There are no special differences in the indicators of the regional center and a remote rural area, for example, Yurlinsky (10.7% and 10%, respectively).

For comparison, let's cite the data as of 01/01/2002.1 Despite the fact that since then the territorial boundaries of the Perm region have increased due to the annexation of 6 districts and the city of Kudymka-ra of the Komi-Permyak district, the Perm Territory was formed, at that time there were more young librarians - 447 ( 21.4%.

If we compare the number of specialists with specialized education then and now, the picture looks like this (see diagram). Librarians with higher education in 2002 -

100 (22.4%), in 2007 - 29 (12.4%). Librarians with secondary specialized education in 2002 - 117 (26.2%), in 2007 - 33 (14.1%).

The number of students entering college is declining every year, which is reflected in their academic performance. There are cases when, after such "specialists" have completed their work experience, they are abandoned in libraries. While citing these bleak facts, it should still be noted that college graduates more easily enter into labor collectives, many of them stay in libraries for a long time, continue their distance learning at the university.

Of the analyzed group, 36.4% of librarians who had a secondary specialized education entered the PSHIK. This figure cannot be considered high. Currently, there is no competition for library faculties in universities, motivation for mastering library profession low. Having received a good free liberal arts education, having mastered modern technologies and acquiring communication skills, graduates of these faculties easily get a job - the labor market in the regional center provides great opportunities for choice in this regard. Young professionals - laureates of various competitions (local, regional), participants and organizers of major events, who have successfully made a library career, having declared themselves, receive favorable offers from local administrations and other organizations. The increase in wages to 7-13 thousand rubles will not solve the issue either. Real life is well known to young people. The needs of young professionals and the opportunities provided by libraries do not yet coincide. Modern youth strives to live today, and does not hope for a bright tomorrow, no matter how rainbow colors it is painted.

The largest group is made up of young librarians with secondary and secondary specialized non-core education - 137 (58.5%) in 2007, 203 (45.4%) in 2002. 18 people with secondary education (13 ,one%). These librarians, in most cases, are ordinary employees in the departments of acquisitions, maintenance, they represent the "face" of the library in front of a thousandth army of readers. It's a shame, but most often the image of the profession is formed during such meetings.

It should also be taken into account that today's "yesterday's schoolchildren" and graduates of 30 years ago are very different from each other. The current generation of school graduates are computer literate, but the formation of their personality took place at a time when attitudes towards reading and books were no longer the dominant factor in determining an educated, even at an average level, person. Let's not deny: among librarians different ages and the level of training, there are not so many true lovers of reading who know literature deeply. Meanwhile, for librarians without special education, the skills of independent educational reading are of particular importance. The lack of incentives for self-development has a negative impact on the level of competence of personnel.

The number of librarians with higher non-core education in 2002 and 2007 is almost the same - 27 and 29. This or temporary workers who are waiting for better offers, or employees who, for a number of reasons, did not prove themselves in their originally chosen profession. Library activity is still alien to them, but it is likely that for some of them it will become a matter of a lifetime.

For more than 10 years, the Department of Research and Methodological Work has been maintaining the electronic database "Personnel", which allows you to track changes in the situation with the staff. Thus, it can be stated that a decrease in the educational level affects the occupied categories of the ETS.

There are examples when the positions of methodologists, bibliographers, head. rural branches are occupied by persons without appropriate education. The number of programmers has increased, as a rule, these are students of correspondence departments of colleges and universities.

From statistics to action

Many studies of personnel composition end with conclusions, less often with specific proposals, programs of measures aimed at positively changing the situation. Therefore, the activities of the creators Russian program"Young in librarianship", organizers of international, Russian forums, rallies, scientific and practical conferences of young professionals deserves the highest praise. The formation and rallying of the professional youth elite is an excellent task. Many years of experience in this area has been accumulated in the Perm Territory.

The beginning of the youth movement of librarians of the Kama region was laid by the regional scientific and practical conference “New technologies in library and information practice and[|>

personnel training” in 1998. Since 2002, the regional interdepartmental competition "Young people in librarianship" has been organized with the same frequency. The materials of these two events are reflected in special collections.

In April 2008, the VI NPC took place, at which the results of the IV regional competition were summed up. In the IV regional interdepartmental competition for evaluating

44 works of 43 participants were submitted (29 works were submitted to the 1st competition in 2002). The competition was attended by librarians from 20 territories of the region. The age composition of the contestants: up to 25 years old - 21%, up to 30 years old - 35%, up to 35 years old - 44%. Of these: methodologists - 9%, bibliographers - 19%, heads of sectors, departments, branches of libraries - 28%, chief specialists - 12%, deputy directors - 7%. Nine librarians represented 4 libraries of state universities.

The nominations "Applied Developments" and "Ideas, Innovative Proposals" are still very popular. The number of submitted works in the "Research" nomination has increased. The problems raised by young specialists are quite relevant and correspond to current trends library science and practice: "Methodology for assessing the quality of a library site" (A. Belov, programmer Scientific Library PSTU); "Usage multimedia presentation to attract to cognitive reading” (I. Zhuravleva, Leading Librarian of the Service Department of the N. Ostrovsky Central State Library, Berezniki); “Profession of a librarian in the information and knowledge society” (Yu. Golysheva, 5th year student of the faculty of the CEC PGIIK); "School of the young consumer: the experience of legal enlightenment

in the library” (S. Babushkina, chief librarian of the CPI MUK “Vereshchaginskaya CRH”); “Literature of the Russian fantasy genre: philological, sociological, library-bibliographical aspects” (I. Zubova, bibliographer of the M.P. Likhachev Komi-Permyak National Central Library, Kudymkar).

The meeting of the section "Young people in librarianship", held on May 15, attracted more than 40 participants from 18 cities of Russia (Berezovsky, Vladimir, Volgograd, Voronezh, Izhevsk, Kaliningrad, Moscow, Novosibirsk, Omsk, Ryazan, Samara, Severodvinsk, Stavropol, Tolyatti, Tomsk, Tyumen, Cheboksary, Chelyabinsk), as well as Penza and the Penza region.

The topic of the 2013 meeting is “Youth library movement in Russia: 20 years of search and concrete deeds”. 13 reports and messages on various aspects were heard and discussed personnel policy in library field and activities of young employees.

The keynote speech and summing up the results of the 20-year activity of the program “Young in Libraries” was made by its founder, long-term Chairman of the Section T.S. Makarenko. At the initial stage of the program implementation, the task was to create a system of social and professional support for young librarians. The program was implemented in various areas: holding competitions and conferences, organizing internships, including foreign ones, and much more. The main idea of ​​the youth library movement is not the formation of a professional reservation of young librarians, but their involvement in the activities of the Russian library community. The results of the 20th anniversary of the program can be briefly described as follows: the problems of the personnel situation in the industry as a whole have been sharpened; not only the problems, but also the affairs of the young people are brought up for a broad discussion of the library community; a youth library movement has been created and is developing, its self-development is taking place; The movement has crossed the borders of Russia and is actively developing in Kazakhstan, Ukraine, Belarus, etc.

It is logical that a number of reports of the first part of the meeting were devoted to the history, formation and development of the program "Young in librarianship". Representatives of the so-called “first wave” of the program from Omsk, Stavropol, Novosibirsk, Kaliningrad, Moscow recalled how it all began, analyzed what had been done and accomplished, summed up the program, explained the reasons for the emergence and such a rapid development of the youth library movement in those years.

The problem-analytical report "Youth as a special category of library employees: problems and prospects" was made by M.P. Zakharenko. It also presented the main directions for the further work of the Section "Young people in librarianship" of the RLA, including: conducting sociological research and monitoring on the problems of young employees of the industry; formation of a multi-level and multi-aspect (in form and content) system vocational training(including on-line); creation of an effective corporate virtual communication platform for the purpose of information support of library youth; compiling and maintaining an electronic register of youth library associations for the purpose of their corporate interaction, establishing interregional and international relations with associations of young industry employees; development of grant support for library youth through the RLA and humanitarian funds for participation in major professional forums; development of exemplary local regulations for the socio-economic support of young library employees; preparation of methodological recommendations for inclusion in the Collective and employment contracts points for the social protection of young librarians; integration of library youth into the all-Russian youth movement and holding professional cross-sectoral events; identification of young library leaders and support for their initiatives, wide promotion the best experience work with youth in libraries.

The successful holding of periodic forums of young librarians of Russia and professional competitions within their framework was noted, and this direction will certainly be continued. This year, the 5th Forum will be held in Ryazan in September, and the next one is scheduled for Irkutsk.

In the second part of the meeting, young colleagues spoke. Elena Komelkova (Tyumen Regional Universal Scientific Library named after D.M. Mendeleev) introduced the 5-year activity of the Tyumen Regional Library Movement. It is distinguished by understanding and serious support of initiatives from the regional authorities. Elena Agarina (Novosibirsk Regional Youth Library) spoke boldly about the search for new opportunities for professional growth within the framework of the Guild of Young Librarians, which she heads. Members of the youth organization travel a lot to the municipalities of the region with seminars, trainings, lectures, thereby providing a tremendous opportunity for improving the skills of employees of municipal libraries, increasing their competence. Directors and mid-level managers of libraries often become active participants in such professional events. It is gratifying that there is complete mutual understanding and support between managers and young employees, there is no intergenerational conflict, which is often observed in library teams.

The meeting presented the results of the elections to the Standing Committee (PC) of the Section "Young in Librarianship" for the period 2013-2016. Members of the PC of the Section are: M.P. Zakharenko, Deputy Director for Scientific and Methodological Work of the Russian State Library for Youth, elected as the Section Chairman; N.S. Vyropayeva, Chairman of the Ryazan Regional Council of Young Librarians, Head of the Center for Youth Innovations of the Ryazan Regional Universal Scientific Library named after M. Gorky; ON THE. Dolgopolova, Chairman of the Youth Council of Omsk Municipal Libraries; leading specialist of the Central City Library of the city of Omsk; A.V. Our magazine "Young in Libraries" becomes a tool that unites and transfers new knowledge about and for young people to the library community. In July 2010 the journal will celebrate its seventh anniversary. Is it a lot or a little for a professional magazine? The answer may be ambiguous, one thing can be said - some results can be summed up. This small anniversary makes it possible to talk about what has turned out, what can be improved, what are our reserves. What has been done gives us the right to widely, through the electronic space, present the magazine.

We hope that the proclaimed ideology of the journal is being implemented, but it has remained unchanged:

- the energy of young professionals, bringing constructive changes, must find its way out - the magazine will convey to the library community the ideas of young leaders; – librarians of the older and middle generation are ready to pass on their accumulated experience and acquired skills – the journal will provide them with an opportunity to develop the professionalism of young people; – new ideas constantly appear in the professional creative environment – ​​the magazine will provide them with its pages.

In regional special issues, an attempt is made to reveal the material available in the field of vision of the editors on a particular problem, through the activities of young specialists and their events, to highlight the achievements in the field of librarianship in a particular region. In special issues, whenever possible, we publish the "Cultural Program" section, dedicated to the sights of the regions in which certain conferences, schools, seminars were held. Librarians, inviting colleagues to their place, want to show not only their professional achievements, but also reveal the cultural environment in which the library atmosphere of the region is formed. Ancient monuments and modern architectural ensembles, museums and museum complexes - everything that the region hosting colleagues is rich in is presented on the pages of our magazine.

It should be noted that the editors are accumulating experience in the preparation and publication of regional issues with shared funding from the departments or departments of culture of the regions, regional sponsors and the editorial board of the journal. This makes it possible to increase the circulation in order to transfer this issue of the journal free of charge to each library of the region represented. Special issues "Omsk Region" and "Perm Region" were prepared under such conditions.

You probably noticed that the magazine has its own thematic preferences, and these are, first of all, STAFF and everything connected with them. From choosing the profession of a librarian to the retirement life of library specialists. We try to consider many phenomena through the prism of personnel issues. Not all of our plans have yet been reflected in the pages of our magazine, but we are only at the beginning of the journey. I think with your help we will be able to discuss, and perhaps find a solution to urgent issues. The second direction of publications is LIBRARY DEVELOPMENT, LIBRARY IMPROVEMENT in the context of personnel, social and financial policy of the country. The block PROFESSIONAL COMMUNICATIONS OF LIBRARIANS stands out separately, reflecting our professional press, professional events.

The ideology of the journal, together with the editor-in-chief, is carried out by the editorial board, however, it is not an editorial board in the traditional sense. During the past period, work was underway to find specialists who would be interested in working in a journal of this type. Someone came to the magazine, someone left. We continue to search for interesting sections and those who can and want to lead them. So a group of like-minded people rallied around the journal - leading headings - scientists and specialists highest qualification, which are in force official duties or scientific preferences develop topics of interest to the journal. These specialists are the editorial board of the journal.

During this period, the journal developed and improved: new authors appeared, new headings were created. Here are some numbers today- over 80 headings, about a thousand authors, most of them young, who saw their work for the first time on the pages of our journal, over 800 published articles and other materials from many cities and villages in Russia and abroad.

Currently in different regions Russia hosts many events at the federal and regional levels, scientific research is being carried out, projects are being developed in which young specialists take an active part. Some conferences, festivals, trainings are focused specifically on the category of young professionals. The materials of these conferences, studies and projects, although they are of interest to the library community in Russia, remain unclaimed due to the lack of information about them. Everything new, young, emerging in librarianship is ours. New professional knowledge that contribute to the development of specialists of a new formation are the basis of our journal. We hope that we succeed.

The volume of information that is being developed by the library community, and which I would like to convey to you, the readers, does not always fit into the framework of the magazine. Therefore, the editors are planning to release the magazine's applications. So far this is a dream, but once we also dreamed about the journal's bureaus. Today it is already a reality. The "first sign" in this direction was the correspondent office of the Scientific Library of Ulyanovsk State University.

Here are some figures of today - over 80 headings, about a thousand authors, most of them young, who saw their work for the first time on the pages of our journal, over 800 published articles and other materials from many cities and villages in Russia and abroad.

At present, many events at the federal and regional levels are taking place in various regions of Russia, scientific research is being carried out, projects are being developed in which young specialists take an active part. Some conferences, festivals, trainings are focused specifically on the category of young professionals. The materials of these conferences, studies and projects, although they are of interest to the library community in Russia, remain unclaimed due to the lack of information about them. Everything new, young, emerging in librarianship is ours. New professional knowledge, contributing to the development of specialists of a new formation, is the basis of our journal. We hope that we succeed.

The volume of information that is being developed by the library community, and which I would like to convey to you, the readers, does not always fit into the framework of the magazine. Therefore, the editors are planning to release the magazine's applications. So far this is a dream, but once we also dreamed about the journal's bureaus. Today it is already a reality. The "first sign" in this direction was the correspondent office of the Scientific Library of Ulyanovsk State University.
