Today, the organization of cleaning of entrances in an apartment building is regulated by the standards of 2019 and is the direct responsibility of the responsible authority that maintains the residential complex.     In entrances where there are elevators and garbage chutes, the managing organization:

    If the entrance is equipped only with an elevator, the frequency of work remains the same. The cleaning of the garbage chute area is excluded from the list of works.

    When there is no elevator at the entrance, but there is a garbage chute, the frequency of cleaning changes. Stairwells and marches of the first two floors are swept daily with a wet broom or brush. Twice a week, cages and marches of the third and subsequent floors are swept with a wet broom or brush. Stairwells are washed at least twice a month.

    There is a separate schedule for cleaning the garbage chutes themselves:

    • daily garbage collection chambers are cleared of garbage, they are cleaned and washing of replaceable garbage bins is carried out;
    • once a week, the loading chambers of the garbage chutes are cleaned;
    • once a month, a preventive inspection of garbage chutes is carried out;
    • once a month, the waste chute gate and the lower part of its shaft are washed, all elements of the garbage chute shaft are disinfected and cleaned, and garbage bins are disinfected;
    • Remove clogged drains as needed.

    If there is neither a garbage chute nor an elevator at the entrance, the number of works is noticeably reduced, and the frequency of execution increases. In this case, you will have to sweep the stairwells and marches of the two upper floors with a wet broom or brush every day. Twice a week you need to carry out the same work on the third and subsequent floors. And at least twice a week - wash the stairwells and marches.

    There are also such types of work that are performed regardless of the type of equipment in the entrance. For example, once a year managing organization you need to wash the windows, clean the area at the entrance to the entrance, clean the pit, the metal grate and wipe the walls, attic stairs, window grates, doors, ceiling lamps on the stairwells, mailboxes, cabinets for electric meters, low-voltage devices with a damp cloth.

    Calculation of the cost of cleaning entrances

    The owners ask where the price for cleaning the entrance came from. The managing organization must be able to justify the cost of the service.

    To clean the entrance of the managing organization, you need:

    1. Hire employees.

    Wage technical staff the first category must not be lower than the subsistence minimum. To determine the tariff rate that will be needed for an employee's salary, the managing organization should take the cost of living for the second quarter of the current year and index it to the planned consumer price growth index.

    Detergents, rags, gloves, the management company can use inexpensive ones, but the area of ​​​​common property cannot be compared with an apartment that the owner cleans on his own. Therefore, it is worth explaining to residents that a large amount of money is spent annually on materials.

    The first negative consequence of poor-quality cleaning is the dissatisfaction of the residents. First, the tenants make verbal claims to the managing organization. If they are not heard, they begin to submit written complaints to the MA.

    If the managing organization receives a written claim, it must organize a special commission to assess the quality of the cleaning of the entrances. If the commission confirms that the entrances are poorly cleaned, the MA must take measures to eliminate the shortcomings and inform the owners about this.

    It also happens that the MA does not respond to either oral or written complaints from residents. This may turn out negatively for her: the residents will conduct an OSS and choose a different way to manage the MKD or contact the GZHI, Rospotrebnadzor, the prosecutor's office, the city or district administration.

    The supervisory authority, on the basis of complaints from the owners, has the right to conduct an unscheduled inspection. If it is proved that there are violations in the work of the MA, it will be issued an order to eliminate violations. In particular, they may be required to make a recalculation for those types of services that are provided poorly.

    It is in the interests of the managing organization to correct all the shortcomings indicated in the order, just in time.

    Cleanliness is the key to health. Every reasonable person knows this. Everyone is responsible for the order within the walls of their own apartment - the one who wants to live comfortably is cleaned almost daily. Housekeeping is another matter. By Article 36 of the Housing Code this territory is a common house, which means that the responsibility (including maintenance in due order) for it lies with the management company (MC) of the housing and communal services that services the apartment building.

    Therefore, residents of MKD should not and are not obliged to clean their entrance. But what to do if in practice it turns out differently - the housing and communal services management company is in no hurry to service the entrance, and the tenants take turns putting things in order in it? We'll have to figure it out, write complaints, defend our legal rights in every possible way. This is not as difficult as it might seem at first glance.

    Cleaning legislation

    There is no law that each front door should have its own cleaning lady. The same entrance cleaner can serve 3, 5 or even 10 sites at the same time. But if there is no such specialist at all, then there is a direct violation of the law.

    The fact that the cleaning of stairwells must be carried out by the employees of the management company or the contracting organization with which the agreement is concluded is reflected in the legal and regulatory provisions. Namely:

    • "rules and norms for the technical operation of the housing stock" No. 170, approved by the Decree of the State System of the country of September 27, 2003;
    • Decree of the Government of Russia No. 290 dated April 3, 2013;
    • GOST of Russia 51617-2000 “Housing and communal duties and services. General terms."

    These documents clearly spell out: who, where and how should be cleaned when it comes to maintaining cleanliness in the entrances. In fact, the cleaner of the entrances should be guided by precisely these requirements in the exercise of their professional duties.
