The main military prosecutor's office in June of this year initiated an audit of the auctions of the Ministry of Defense. The ice, as they say, has broken. The "grey schemes" worked out by some employees over the years turned out to be on the surface. First of all, we are talking about auctions for the one-time sale of released military property. In fact, ferrous and non-ferrous scrap is on the agenda. At the same time, in each lot, under the guise of scrap, presumably, they tried to sell either suitable property, or ammunition, or both at the same time. It turns out that certain employees deliberately ruined the department from the inside. What could be the result of this corruption lawlessness? And who is behind such large frauds, which were so carefully hidden from the leadership of the department?

"The Great Combinator" Nikolai Vyalov

The logistical support inspection of the Ministry of Defense and the audit conducted by the Chief Military Prosecutor's Office allow us to draw certain conclusions. Presumably, the key figure in holding such auctions is the head of the sales department of the Western Military District Nikolai Vyalov, apparently cooking in accordance with their official duties documents necessary for the sale of military property. It was he who allegedly organized these "secret auctions" and considered each of them through the prism of personal interests. At the same time, commercial participants (or accomplices?) there were several companies that can be called empty, apparently not even having real offices and necessary for the processing of ferrous and non-ferrous scrap production capacity– DeltaMet LLC, RegionResource LLC and Secondary Metals and Alloys LLC. For the competitive procedures, various trading platforms. Moreover, the activities of this group could not do without "power" support. There is an opinion that the “great strategists” are covered with broad backs by gentlemen close to the former chief military prosecutor. Is it really? It remains only to guess.

However, everything secret once becomes clear. It looks like the scope Vyalova went beyond the bounds of decency. Apparently, such large-scale financial transactions with a corruption component can no longer go unnoticed. Moreover, fraud of this kind spoils the reputation of the entire department as a whole. Thus, the FAS has already shown interest in the activities of the Ministry of Defense and revealed violations in the tender for the sale of metal for 792 million rubles.

Nothing would have happened if the Inchermet company from the Tver region had not complained to the service. The fact is that the officials of the Ministry of Defense specially combined all the objects for sale in one lot, with an astronomical price. 792 million rubles and a deposit 158 million rubles. Only LLC "DeltaMet" could offer such a price, "which eventually acquired the property," the antimonopoly service stressed.

Possible scenario of "grey auctions"

I remember old joke: “Who will tell me what a rollback is? A kickback is the monetary equivalent of gratitude for the fact that our company was chosen in the tender. What is a tender? The tender is the industry's kickback championship." It seems to me that it is the same with MO auctions. Everything would be very funny if it were not so sad... and so relevant. Presumably the scheme Nikolai Vyalov was worked out and each time the events took place according to a pre-planned scenario. Probably, the process was approximately the same: Vyalov, according to the procedure of the Ministry of Defense, prepared a list of released military property, apparently under the guise of scrap, with the connivance of the commanders of military units, and, possibly, in collusion with them, the list included cars, components and spare parts . Possibly ammunition. After that, a large lot was formed, consisting of a large volume of ferrous and non-ferrous scrap, distributed throughout the country. Then the lot was put up for auction at the site, with the owners of which an agreement was reached on the controlled holding of the event. At the same time, one or several already named companies participated in the auction. As a result, the sites provided winnings with a minimal difference compared to the starting price. And if problems suddenly arose, apparently, the “rear” from the environment of the former military prosecutor were involved in resolving the situation. Approximately according to this scenario, probably all auctions involving Vyalov took place.

Lot at the starting price? Easily!

In September last year, one of the department's auctions was held at the site of JSC Russian auction house". A lot was formed, the initial price of which was more than 792 million rubles. Of the several declared participants, the company DeltaMet, already known to us, was admitted to the auction, which received the lot at the initial price. Coincidence? Unlikely ... In addition, Vyalov, apparently, is also a partner CEO LLC "DeltaMet" Rasima Kurgunaeva. They are likely to share authorized capital in the company Chariot LLC, where a certain Kurnaev has 33%, and some Vyalov – 34%.

The question arises why, during the check of the Chief Military Prosecutor's Office, no introductory measures were taken on the main defendants in the case?

Moreover, it seems that checking the write-off of equipment and the sale of scrap metal revealed that, under the guise of scrap, it was Vyalov and his comrades who, apparently, could try to sell vehicles for various purposes. However, this was prevented by the relevant services in the Main Armored Directorate of the Ministry of Defense. As a result of the inspection of the Chief Military Prosecutor's Office, relevant violations were revealed.

And this is not an isolated case. In March of this year, the auction took place, apparently, all at the same site of the Russian Auction House. On it, it seems, a lot was formed from disposal products as part of the State Defense Order (disposal of weapons and military equipment), the subject of the lot was scrap of precious, ferrous and non-ferrous metals, and 4 companies were allowed to participate in the auction, one of which did not pay the deposit required by the procedure to the appropriate account. By decision of the Federal Antimonopoly Service, the auction was cancelled. At the same time, in subsequent litigation, the Auction House of the Russian Federation, apparently, still stood up for the interests of a potential buyer, and not the customer of the auction - structures of the Ministry of Defense. Strange, it would seem? Is the RAD also involved in the activities of Vyalov and the several companies mentioned above? Collusion? We can only guess and shrug. At the same time, it is not clear why Nikolai Vyalov continues to hold the post of head of the implementation department of the Western Military District? Answers to these and other questions based on the results of additional checks should be given by the relevant authorities. Perhaps the "cleansing of the ranks" is not far off.

The share of military spending in the economy of our country has always been an impressive part of the budget. For the defense industry, everything was done a lot and of good quality. Part of the material resources was used for its intended purpose, part was sent to warehouses to be stored in case of war. The so-called mothballed military equipment or property of the first category of safety has the highest safety. Conservation is not just storage, but also maintaining the property in full working order, constant monitoring and maintenance.

Over the years, the warehouses of the Ministry of Defense turned out to be filled with old-style military ammunition, equipment, spare parts, fuels and lubricants. Every year more and more new weapons enter service, and the old one loses its relevance. The sale of military equipment from conservation occurs through auctions.
