The employer is obliged to provide sanitary, medical and preventive services to employees in accordance with labor protection requirements. For this purpose, in particular, sanitary posts with first aid kits are being created.

It has been determined how a first aid kit should be equipped to provide first aid to employees.

It includes the following products. Sterile and non-sterile gauze bandages. Hemostatic tourniquet. Individual sterile dressing bag with a sealed membrane. Adhesive plaster (bactericidal and roll). Sterile gauze wipes. A device for artificial respiration or a pocket mask for artificial ventilation. Sterile alcohol antiseptic wipes. Scissors for cutting Lister dressings. Non-sterile medical examination gloves. Isothermal rescue blanket. Medical non-sterile 3-layer mask made of non-woven material with elastic bands or ties. Steel safety pins with spiral. Recommendations with pictograms for the use of medical products from the first aid kit. Sanitary bag or case. Tear-off notepad for notes. Pen.

Employers must establish posts or aid stations where workers can receive first aid. On January 1, 2012, an order of the Ministry of Health came into force with a list of products that every company and every individual entrepreneur must have in such places.

First aid kit (order 169 n) contains:

  • several types of bandages of different widths;
  • three types of adhesive plasters;
  • tourniquet to stop bleeding;
  • dressing package;
  • special napkins of two different types;
  • gloves;
  • medical masks and artificial respiration devices;
  • special double-sided bedspread;
  • bag, pins, scissors, notepad, pen.

Officials specified in detail the quality and quantity of products that should be available, their sizes and features. In addition, the set contains pictures (pictograms) explaining the rules for providing first aid to victims.

Mandatory minimum

Note that the above is the minimum set. At manufacturing enterprises it can be significantly higher. For example, according to the Sanitary Rules for machine shops (metal cutting), this list is supplemented by validol, analgin, brilliant green, and aspirin. And according to the Labor Safety Rules in seaports - iodine, hydrogen peroxide and ammonia. Thus, you need to remember when saying “industrial first aid kit (according to order 169n)” - its composition may differ. Employers are allowed to include what is needed, but replacing mandatory medications required by the Ministry of Health or relevant departments is unacceptable. You can also buy ready-made kits, produced taking into account the mandatory and most popular drugs.

Many are also interested in the question of how many first aid kits a company should have. Obviously, one set for a team of 100 people is not enough. Therefore, we must proceed from real needs. In addition, certain standards are prescribed in sectoral legislative acts. Thus, according to the Safety Rules for Mining Operations, first aid kits of medical products must be available at every site or workshop, in workshops and sanitary premises, and in transport. And the Sanitary Rules for Freight Transportation on the Railroad say that they must be placed at every workplace.

Another important point is checking the contents and expiration dates. Industry regulations may stipulate a certain frequency for checking drug stocks, but this is not always established. Therefore, if a company has a minimum set of products, the first aid kit should be replenished after each use. There is nothing to say about the expiration date - all medicines and drugs must be changed after they become outdated.

Separately, it should be said that “SNiP 2.09.04-87. Administrative and service buildings" requires the creation of medical stations if the enterprise employs from 50 to 300 people. If there are even more employees, then the employer should set up a paramedic or medical health center. In this case, it is not enough to study the order of the Ministry of Health 169n: the list of first aid kits according to SanPiN is determined in each specific case. In addition, the list of required medications will have to be agreed upon with a health care provider.

Responsibility for absence

Since an incomplete first aid kit or its absence is a violation, the employer may be punished for such violations in accordance with Art. 5.27.1 Code of Administrative Offenses of the Russian Federation. According to it, the fine for individual entrepreneurs and officials ranges from 2,000 to 5,000 rubles. Organizations can be forced to pay 50,000-80,000 rubles.

A first aid kit should be available in any crowded place. This is a necessary measure for labor protection. If a person is injured, a first aid kit can provide assistance. Article 223 of the Labor Code of the Russian Federation states that medical care for employees is guaranteed by the employer. That is, a first aid kit must be placed at the enterprise. Its composition is established by regulations.

First aid kit contents

The equipment requirements are established by order of the Ministry of Health and Social Development No. 169n dated March 5, 2011. These are the following categories:

  • Products to stop bleeding. In particular, this is a tourniquet that stops bleeding, non-sterile bandages for 5, 10 and 14 cm, sterile bandages for 7, 14 and 10 cm (the last two bandages must be purchased in quantities of two pieces). You will also need a dressing bag, gauze wipes 16 by 14 cm, adhesive plasters 4 by 10 cm (2 pieces) and 1.9 by 7.2 cm (10 pieces). You need a roll of adhesive plaster 1 x 250 cm.
  • Cardiopulmonary resuscitation equipment. The manager needs to purchase an instrument for artificial respiration or a mask for pulmonary ventilation in the amount of one piece.
  • Other products. You need Lister's bandage scissors, antiseptic wipes 12.5 by 11 cm (5 pieces), non-sterile examination gloves (2 pairs), three-layer non-sterile masks with ties (2 pieces). You also need to purchase an isothermal blanket 160 by 210 cm or more (1 product).
  • Other means. You will need safety pins made of steel with a 38 mm spiral (3 pieces), a sanitary bag, a fountain pen in accordance with GOST 28937-91, an A7 notebook for taking notes, a book with instructions for using tools and providing assistance.

The second paragraph of the Equipment Requirements indicates cases in which it is necessary to purchase additional components of the first aid kit. In particular, these are the following situations:

  • The expiration date of one or another product.
  • Items are used up.

IMPORTANT! The first aid kit cannot contain medications for treatment. They can be purchased only when the organization has a license to conduct medical activities.

Features of using a first aid kit

The number of first aid kits at the enterprise is regulated by Rostrud letter No. PG/8351-3-5 dated November 7, 2012. In particular, the regulation states that the number of first aid kits is determined by the employer himself. The quantity depends on the specifics of the company’s activities and staff. The employer must formalize its decision in a local act. The manager is obliged to issue orders regulating the following aspects:

  • The person responsible for storage and disposal.
  • The composition of the medical suitcase, if the list given in Order No. 169n does not meet the specifics of the enterprise.
  • Storage.
  • Control over the first aid kit.

Article 212 of the Labor Code of the Russian Federation states that the employee responsible for the first aid kit must be trained to provide assistance. The manager needs to draw up additional documents. This is a logbook for registering the use of a first aid kit and instructions.

Additional equipment for the first aid kit

For a number of areas of activity, auxiliary composition requirements have been approved. They are prescribed in sanitary regulations: SanPiN, SP. They may also be contained in industry documents. For example, an enterprise specializing in working with metal should have validol, analgin, and Zelenin drops in its first aid kit. The corresponding list is contained in Appendix 8 of the joint venture for mechanical shops No. 5160-89 dated December 7, 1989, approved by the Chief Sanitary Doctor.

Only those drugs that can be used without a doctor's prescription are purchased.

Plate shops need neutralizing solutions. They are useful for acid and alkali burns. The person responsible for additional equipment is the head of the workshop or section.

Pulp, paper and wood chemical entities must have in their first aid kit all medications that may be required to provide assistance. The list of additional drugs is approved either by representatives of the medical unit or by the health center. The corresponding rule is given in paragraph 1.333 of the Labor Safety Rules for pulp, paper and wood chemical enterprises dated June 6, 1997.

IMPORTANT! Replenishment should be carried out if there are valid grounds for this. The corresponding decision is fixed in the collective agreement.

Features of storing first aid kits

When storing first aid kits, you need to remember that their main function is to provide first aid. Therefore, they must be easily accessible. For example, a suitcase can be stored on walls and doors. It is necessary to indicate where medical supplies are stored. The location of their storage is indicated by a white cross on a green background.

ATTENTION! If the number of employees is 50-300 people, the employer needs to organize a medical center. If the number exceeds 300 people, paramedic health centers are created. First aid kits will also be stored there.

Proper disposal of first aid kit contents

Disposal is carried out after the expiration date of medicines. Its procedure is not regulated by separate regulations. Drugs and medical supplies can be disposed of in accordance with Federal Law No. 89 of June 24, 1998 “On Industrial Waste”.

What happens if there is no first aid kit?

The absence of a first aid kit is a violation of labor protection. This is an administrative violation. Responsibility is imposed on the employer on the basis of Part 1 of Article 5.27 of the Code of Administrative Offenses of the Russian Federation. The penalty is a fine:

  • 1,000-5,000 rub. – for officials and individual entrepreneurs.
  • 30,000-50,000 rub. – for YUL.

If a violation is discovered during an inspection by Rospotrebnadzor, liability is imposed on the basis of Article 6.3 of the Code of Administrative Offenses of the Russian Federation:

  • 500-1,000 rub. – for officials and individual entrepreneurs.
  • 10,000-20,000 rub. – for YUL.

In case of a serious violation (for example, many people work at the enterprise, but there is no first aid kit), the company’s activities may be suspended for 3 months.

Basic rules for providing first aid

The responsible employee must know the rules of first aid. It will be provided using funds from the first aid kit:

  • You need to wear special gloves to provide assistance. If the problem is an infectious disease, you need to wear a mask.
  • If blood pressure begins, you need to apply a tourniquet. A note about the timing of application should be in the first aid kit.
  • If you need to perform artificial ventilation, you should use a medical mask.
  • If an employee has a wound, sterile napkins are applied to it. Then a bandage and bandage are used.
  • If microtraumas are detected, a bactericidal adhesive plaster is used.
  • If biological fluid (blood, saliva, etc.) gets on the skin of the person providing assistance, it is removed with an antiseptic wipe.
  • An isothermal blanket is needed to prevent hypothermia.

The manager must ensure that the enterprise has detailed instructions on providing first aid.

4. Assign E.A. Kamysheva, the school caretaker, to be responsible for completing the first aid kit for providing first aid to school employees and students.

5. Kamysheva E.A., school caretaker, check the completeness and condition of the first aid kit at least once a quarter and reflect the inspection results in the inspection log.

When providing first aid, perform all manipulations wearing medical gloves (clause 16 of the first aid kit). If there is a threat of the spread of infectious diseases, use a medical mask (clause 17 of the first aid kit);

In case of arterial bleeding from a large (main) artery, press the vessel with your fingers. At the points of pressure, apply a hemostatic tourniquet (item 1 of the First Aid Kit) above the site of injury, indicating in the note (items 22 - 23 of the First Aid Kit) the time of application of the tourniquet.
