Order of the Federal State Statistics Service (Rosstat) dated 07/05/2016 No. 325 “On approval of statistical tools for organizing federal statistical monitoring of the number and need of organizations for workers by professional groups, composition of personnel of the state civil and municipal service” (hereinafter referred to as Order No. 325) the updated form of federal statistical observation No. 1-T (prof) “Information on the number and needs of organizations for workers by professional groups” (hereinafter referred to as Form No. 1-T (prof)) and instructions for filling it out were approved and put into effect.

Soon, organizations will have to report using this form, which will be used starting with the report as of 10/31/2016.

The new form is significantly different from the previous one, and in this article we will look in detail at what has changed in it compared to the form of the same name, approved by Rosstat Order No. 486 dated July 23, 2014 “On approval of statistical tools for organizing federal statistical monitoring of the number and needs of organizations in employees by professional groups” (hereinafter referred to as Order No. 486), which became invalid with the introduction of a new form.

WHAT REPORTING IS PREPARED IN FORM No. 1-T(PROF)

According to information published on the Rosstat website, the agency conducts a sample survey of organizations every 2 years in order to study the needs of organizations for workers to fill vacant jobs by professional groups.

Organizations (without small businesses) engaged in all types of economic activity are subject to examination, except for organizations whose main activity is financial activity; public administration and military security; social insurance; activities of public associations and extraterritorial organizations.

The results obtained as part of the sample survey allow us to analyze the professional and qualification structure of the number of employees and the current situation with the shortage of specialists and workers by professional groups, types of economic activity and forms of ownership of organizations (state and municipal, non-state), and constituent entities of the Russian Federation.

WHO SHOULD REPORT ON FORM No. 1-T(PROF)?

As before, legal entities (except for small businesses) engaged in all types of economic activities (except for financial activities, public administration and military security; activities of public associations and extraterritorial organizations) must report in Form No. 1-T (prof).

Note According to sub. 99.00 “OK 029-2014 (NACE Rev. 2). All-Russian Classifier of Types of Economic Activities”, approved. By Order of Rosstandart dated January 31, 2014 No. 14-st (as amended on April 14, 2016), the group “Activities of extraterritorial organizations and bodies” includes:

    activities of international organizations, such as the United Nations and its specialized agencies, regional bodies, etc., International Monetary Fund, World Bank, World Trade Organization, Organization for Economic Cooperation and Development, Organization of Petroleum Exporting Countries, European Community, European Association free trade, etc.

This grouping also includes the activities of diplomatic and consular missions if they are counted by the place where they are located rather than by the country they represent.

According to clause 1 of the Instructions for filling out the federal statistical observation form No. 1-T (prof) (hereinafter referred to as the Instructions), legal entities required to submit a report are determined by conducting a scientifically based sample of reporting units. Rospotrebnadzor also draws attention to this in letter No. 01/14444-14-27 dated December 8, 2014, focusing on the mandatory submission of Form No. 1-T (prof) only upon official request from territorial bodies of Rosstat. At the same time, Rospotrebnadzor asks to inform it about the receipt of an official request from the territorial bodies of Rosstat.


The frequency of submission of the report has not changed - as before, it is compiled 1 time every 2 years. The deadline for submitting the report has not changed either. no later than November 28.

Thus, a new report in form No. 1-T (prof) must be submitted by all legal entities specified in the header of the form that received a request from the territorial bodies of Rosstat by November 28, 2016.

Violation of the procedure for providing statistical information

At the top of form No. 1-T (prof) there is a warning that violation of the procedure for submitting statistical information, as well as the submission of unreliable statistical information, entails the responsibility established Art. 13.19 Code of Administrative Offenses of the Russian Federation dated December 30, 2001 No. 195-FZ, as well as Art. 3 Law of the Russian Federation of May 13, 1992 No. 2761-1 “On liability for violation of the procedure for submitting state statistical reporting” (hereinafter referred to as Law of the Russian Federation No. 2761-1).

Article 3 of Law of the Russian Federation No. 2761-1 establishes that enterprises, institutions, organizations and associations shall, in accordance with the established procedure, compensate statistical bodies for damages arising in connection with the need to correct the results of consolidated reporting when presenting distorted data or violating reporting deadlines. This norm has not changed since the adoption of the law, unlike Art. 13.19 Code of Administrative Offences—both the title of this article and its content have changed.

Firstly, the new wording of Art. 13.19 of the Code of Administrative Offenses has significantly increased the amount of the administrative fine that can be imposed on an official, and secondly, from December 30, 2015, not only an official, but also a legal entity can be held administratively liable in the form of a fine. In addition, liability has been introduced for both officials and legal entities for repeated violations:

CHANGES IN THE MAIN PART OF FORM No. 1-T(PROF)

The volume of Section 1 “Number and demand of organizations for workers by professional groups as of October 31, 2016” has increased significantly due to greater detail in the data in the table and the introduction of a large number of significant changes and additions.

Compared to the previous form, the distribution of workers into occupational groups, as well as the names of occupational groups, has changed; some occupational groups have reappeared, others have been excluded. For example:

  • in the old report form there were three professional groups in the first section “Heads of institutions, organizations and enterprises and their structural divisions (services).” In the updated form, the first section is called “Managers” and includes 10 professional groups;
  • in the old form, specialists in the field of biological, agricultural sciences and health were included in one professional group. In the new form, healthcare specialists are identified as a separate professional group;
  • from the old form of trade union group “Journalists and Literary Workers”, journalists were allocated to a separate new form of trade union group;
  • in the previous form there was a professional group “Specialists of personnel services and employment institutions”, classified as mid-level personnel in the field of financial, economic, administrative and social activities. In the new form there is no such occupational group, but the occupational group “Employees for maintaining personnel records” has appeared in the category “Other office employees”;
  • in the old form there was a subgroup “Stenographers and typists”, in the new form there are no stenographers, and typists are combined into one professional group with text editing equipment operators;
  • assistant accountants and office managers are again included in the professional group “Secondary specialized personnel for economic and administrative activities”;
  • Chefs are included as a separate line in the new report form to the professional group “Secondary specialized personnel in the field of legal, social work, culture, sports and related activities.”

It is impossible to list all such changes, and there is no need.

Some trade union groups were not mentioned in previous versions of the reporting form and appeared only in the latest version of form No. 1-T (prof). For example:

  • “Agents for labor contracts and hiring”, which are classified as mid-level specialized personnel for economic and administrative activities;

Their responsibilities include selecting vacancies for job seekers; selection of workers for vacant positions on commission from an employer or employee, etc. (see section “Descriptions of main groups, subgroups, small and initial groups” of the All-Russian Classification of Occupations OK 010-2014 (MSKZ-08), adopted and put into effect by the Order of Rosstandart dated December 12, 2014 No. 2020-Art.

  • “Employees of collection firms and workers in related occupations for the collection of debts and payments.” The developers of the form classified it as employees in the public service sector (along with employees conducting consumer surveys and employees in the reception area (general profile)), who in turn are included in the section “Employees involved in the preparation and execution of documentation, accounting and service”;
  • in the section “Unskilled workers” in the new version of the report, the trade group “Street vendors and other unskilled workers providing various street services” appeared, etc., etc.

MAJOR CHANGES MADE TO THE INSTRUCTIONS

According to clause 1 of the Instructions the rules for filling out the address part of form No. 1-T (prof) and the “Mail address” line have remained virtually unchanged.

According to paragraph 8 clause 1 of the Instructions in the code part of the form the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) is entered, while the new edition of the Instructions clarifies that this code is entered on the basis Notifications about assignment of OKPO code, sent (issued) to organizations by territorial state statistics bodies.

In the note to clause 1 of the Guidelines added a link to clause 2 of Art. 11 of the Tax Code of the Russian Federation, according to which a workplace is considered stationary if it is created for a period of more than one month.

In paragraph 2 of the Directions An updated list of employees is provided that are not included in the list of employees of the organization. Thus, in addition to external part-time workers, executors under civil contracts and women on maternity leave and child care leave, the payroll now does not include military personnel in the performance of military service duties.

In paragraph 3 of the Directions provides information about the new All-Russian Classification of Occupations (OKZ), which should now be used as a guide when distributing workers into professional groups (occupations). The new classifier was put into effect by Order of the Federal Agency for Technical Regulation and Metrology dated December 12, 2014 No. 2020-st instead of the previously used OKZ, approved by Decree of the State Standard of the Russian Federation dated December 30, 1993 No. 298.

If in the previous version a link to the directory for the distribution of employees by subgroups and groups of OKZ was located at the end of the Instructions for filling out the form, then in the new version information about the Directory and its location on the Internet is presented in the second paragraph of paragraph 3 of the Instructions:

To correctly distribute employees of organizations into professional groups, you should use the Directory of distribution of employees into subgroups and groups of OKZ, which is posted on the Rosstat website on the Internet information and telecommunications network: www.gks.ru in the section Information for respondents/Federal state statistical observation forms/ Album of federal statistical observation forms, the collection and processing of data on which is carried out in the system of the Federal State Statistics Service, for 2016/20. Labor market/form No. 1-T (professional). The directory is developed in Excel format and contains 9 sheets, each of which corresponds to one of the main groups. In accordance with the survey program in main groups from 2 to 5, a list of occupations is provided for initial groups in 1, 6, 7 and 8 main groups - for small groups, and in main group 9 “Unskilled workers” - for subgroups. For each occupational group of OKZ, a list of professions included in this group is provided.

The scope of the Instructions has been significantly reduced by eliminating clause 6, which provided the principles for distributing employees into larger groups. Accordingly, as stated in paragraph 5 of the new edition of the Guidelines, the distribution of enterprises’ needs for workers by professional groups is carried out similarly to the distribution of payroll in accordance with clause 3 of the Guidelines(previously - in accordance with paragraphs 5 and 6), in which we are referred to the All-Russian Classification of Occupations (OKZ) and the Directory of Distribution of Workers by subgroups and groups of OKZ.

In addition, in the new edition of the Instructions, clause 9, which set out the rules for filling out Certificate 1, is excluded, since it is not in the new form No. 1-T (prof). The certificate concerned workers engaged in activities in the production of goods and services related to the creation or use of nanotechnology.

According to clause 4 of the Instructions Column 5 contains a list of jobs that are classified as vacant. The content of this list has not changed compared to the Guidelines in the previous edition (where it was number 7):

Vacant jobs include those vacated in the event of employee dismissal, maternity leave or child care leave, as well as newly created jobs for which it is planned to hire employees within 30 days after the reporting period. If vacant positions are occupied by internal part-time workers and the organization does not take active steps to find workers, then this need for workers should not be reflected in Form No. 1-T (prof).



Section 2 is not in either the previous or updated form of the report. For what reason the developers number the only section is unknown. — Note author.

Entrepreneurs must not only provide information on the results and operating conditions of enterprises and organizations for the past period of time to the state authority that exercises financial control and performs the tasks of identifying and preventing tax offenses and the Pension Fund, but are also required to timely submit a report to the Federal State Statistics Service .

Statistical reporting covers all areas of employment and characteristics in the enterprise. As an example, calculate the number of its employees and take into account the duties they perform. It is important to send Form 1-T (statistics) to Rosstat on November 28. The form must be completed by all legal entities with more than five employees. There is no need to submit Form 1-T to all small business participants and certain institutions.

Thus, the statistics body expects information from: legal entities that carry out commercial activities, non-state enterprises, organizations with special rights and benefits, institutions related to ensuring the country's defense capability.

All other enterprises can become participants in a survey based on these reports if they are included by Rosstat in the planned scientifically based sample set of the source of information about observation units for the current year.

New version of the document

According to the July decree of Rosstat No. 325, an updated form 1-T was introduced.

Civil servants need it to understand the following points:

  • what is the number of employees of a particular organization;
  • employees of which professional qualifications are in greatest demand (and vice versa), and which ones are in short supply.

Based on the information received from Form 1-T, Rosstat will begin to study organizations that employ 5 or more people. Only small businesses will not be selected. According to annual data, the sample includes about 68,000 institutions.

If the organization has branches, it is necessary to fill out Form 1-T for each of them and for the entire enterprise in general.

There is a strictly verified period for completing Form 1-T: the information in the form is reflected as of October 31 of the current year; The form must be submitted within the period from November 1st to November 28th of the current year. It usually falls on the first day of the work week (Monday) and is the last date for submitting information.

Who submits and when?

After conducting the sample, it becomes clear which organizations must provide Form 1-T. Usually there are about 68,000 thousand such institutions.

Federal bodies of Rosstat are obliged to inform the enterprise about the need to fill out Form 1-T by fax, written or electronic notification. You can find out whether there or another organization is included in the sample list using the Rosstat website.

Statistical form 1-T is compiled based on registered information as of October 31. After this, it must be sent to the federal authorities of Rosstat by November 29 (November 28 is the deadline).

Instructions and sample for filling out form 1-T

Filling out Form 1-T is not particularly difficult if you have read the instructions. The form is the initial page and one area in the form of a table where data on professional qualifications and the type of activity performed is entered. First, the initial page is filled in, which contains a fairly small amount of information.

The procedure for entering is as follows:

  • full and abbreviated name of the organization;
  • detailed location of the organization; The legal address does not have to coincide with the actual one, but in this case you need to register the latter;
  • main organization code (OKPO), which is assigned by Rosstat.

Now you can move on to the table, where in the first section you need to record the number of employees on staff of the company. The information entered is provided in accordance with positions held and professional qualifications. Information about the shortage of employees in a particular area and vacancies is also indicated. When filling out the table, you need to divide employees into those who work under a long-term contract and conscripts.

If the persons who founded the organization themselves occupy some positions with payment, they need to be recorded separately in the table. Part-time employees are reported as full-time units. If one employee combines two positions, he is included in the list according to his main position.

The rules prescribed in the legal acts of Rosstat on the design of the unified form 1-T state that the following categories do not need to be included in the list:

  • employees who work part-time in one institution and at the same time in another, where they are registered as employees at their main place of work;
  • serving in the army;
  • women on maternity leave.

The new Form 1-T has made changes regarding the number and need for employees by professional division. The data in the table was greatly detailed through certain additions.

In contrast to the previous form, there was a redistribution of employees according to professional qualifications, and the names of professional groups also changed, some of the groups were added again, and others were deleted.


It is impossible to list all the changes. But certain professional groups that did not appear in previous 1-T forms began to be mentioned in the current one.

These include:

  • “Labor contract and recruitment agents”, they refer to specialized workers in the economic field.
  • Employees of companies involved in debt collection. Those who developed the form consider them to be workers who serve the public. Employees who prepare and draw up various types of materials include employees who collect the opinions of the population (that is, consumers).
  • The “unskilled workers” section now includes sellers who perform their work duties in street conditions.

Working conditions are specified in form 1-T under the same name.

Instructions for filling out form N 1-T (professional)

1. Information in form N 1-T (prof) is provided by legal entities (except for small businesses), determined as a result of a scientifically based sample of reporting units.

If a legal entity has separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.

The completed forms are submitted to the territorial bodies of Rosstat both at the location of the corresponding separate division and at the location of the legal entity.

The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity.

The address part indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, then the short name in brackets. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

The line "Postal address" indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual postal address is also indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

The legal entity enters the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) in the code part of the form. For separate divisions of a legal entity, an identification number is indicated, which is established by the territorial body of Rosstat at the location of the separate division.

2. Organizations of education, health care and the provision of social services, organizations engaged in organizing recreation and entertainment, culture and sports and others, providing a summary report in Form N P-4 and included in the sample, fill out one report in Form N 1-T (prof) for all organizations included in the summary report.

3. In column 4 of section 1, the number of employees on the payroll of the organization as of October 31, 2010 is divided into nine enlarged professional groups, which in turn are divided into subgroups.

The list of employees includes employees who worked under an employment contract and performed permanent, temporary or seasonal work, as well as working owners of organizations who received wages in this organization.

Employees registered in accordance with an employment contract for part-time work are counted in the payroll as whole units. Employees who combine several professions in an organization are counted only once for their main profession.

4. The following employees are not included in these columns 4:

Those who worked as part-time workers hired from other organizations (external part-time workers);

Performed work under construction contracts and other civil contracts;

Those on maternity leave or parental leave.

5. When distributing workers into professional groups (occupations), one should be guided by the All-Russian Classification of Occupations (OKZ), put into effect by Resolution of the State Standard of Russia of December 30, 1993 N 298 on January 1, 1995.

6. When distributing the payroll of employees into professional groups, one should be guided by the following basic principles for distributing employees into enlarged groups.

Enlarged group 1. Heads of institutions, organizations and enterprises and their structural divisions (services).

Line 03 (OKZ code) takes into account managers heading enterprises, institutions, organizations (top officials) and their deputies.

Line 04 (OKZ code) takes into account the heads of specialized (production and operational) departments and services and their deputies, who manage departments (services) related to the main activities of the organization. As a rule, the names of their positions contain the words: chief, manager, manager, work foreman (foreman), commandant, director (production, technical, programs, etc.), senior (trainer, instructor-methodologist), foreman ( site, workshop, drilling rig, etc.), chief (architect, mechanic, engineer, technologist, agronomist, livestock specialist, editor, etc.), manager, technical director, academic secretary, vice-rector, dean, etc.

Line 05 (OKZ code) takes into account the heads (their deputies) of functional and other departments and services: financial and economic, administrative, personnel management and labor relations, marketing and sales of products, advertising and information, logistics, computer support, scientific and technological development, etc.

Enlarged group 2. “Specialists of the highest level of qualification.” Most of the occupations united by this classification group are distinguished by a high degree of complexity of the work performed and, as a rule, require a level of qualifications corresponding to higher professional education.

Enlarged group 3. “Specialists of average qualification level. Occupations in this group require, as a rule, secondary vocational education or secondary (complete) general education and subsequent vocational training (course or individual) and only in some cases - higher vocational education.

Enlarged group 4. “Workers involved in the preparation of information, documentation, accounting and maintenance.” For most occupations in this group, the required qualifications are achieved through individual training or special training according to an established program on the basis of secondary (complete) general education. For a number of professional groups included in this enlarged group, the necessary qualifications are acquired upon receipt of primary vocational education.

For most occupations of enlarged groups from 5 to 8, the required qualifications are achieved through special training according to an established program on the basis of basic general education or secondary (complete) general education or individual training in the workplace. For a number of professional groups, the necessary qualifications are acquired when receiving initial vocational education.

Most of the occupations of the enlarged group 9. “Unskilled workers” are characterized by a low level of qualifications, corresponding, as a rule, to the presence of basic general or secondary (complete) general education and individual training on the job

7. Column 5 indicates the organization’s need for workers to fill existing vacant jobs, distributed by professional groups. A half-staff vacancy (0.5) is counted as a whole unit.

Vacant jobs include those vacated in the event of employee dismissal, maternity leave or child care leave, as well as newly created jobs for which it is planned to hire employees within 30 days after the reporting period. If vacant positions are occupied by internal part-time workers and the organization does not take active steps to find workers, then this need for workers should not be reflected in form N 1-T (professional).

8. The distribution of enterprises’ needs for workers by professional groups is carried out similarly to the distribution of payroll (see paragraphs 5 and 6 of the Instructions).

9. Certificate 1 is filled out in accordance with paragraphs. 3 - 8 Instructions for employees carrying out activities and/or performing work in the production of goods and services related to the creation and use of nanotechnologies, based on the data in section 1. The number of employees is indicated for 4 of the 9 enlarged groups indicated in column 2 and corresponding lines 06, 70, 192 and 225 of section 1.

When filling out, you should be guided by the following definition of nanotechnology.

Nanotechnology is a group of technologies concerned with manipulating matter and processes at the nanometer scale (typically less than 100 nanometers in one or more dimensions) and providing new properties of matter in order to create improved materials, devices or systems that exploit these new properties.

Nanotechnologies may require the involvement of competencies from such fields of knowledge as, for example, physics, chemistry, computer science, electronics, engineering sciences, biology, biotechnology, materials science, medicine, pharmaceuticals, etc. Nanotechnologies include the following areas: nanomaterials; nanoelectronics; nanophotonics; nanobiotechnology; nanomedicine; nanotools (nanodiagnostics); technologies for obtaining (production) of nanomaterials, nanodevices, nanoproducts; special technological equipment, etc.

In addition to reporting to the tax authorities and the Pension Fund, businessmen regularly have to report to statistical authorities. Statistical reporting can relate to all areas of activity and indicators in the organization, for example, the number of its employees and their professions. Form 1-T prof must be sent to Rosstat on November 28.

Statistical observation form 1-T (professional) “Information on the number and needs of organizations for workers by professional groups” was approved by Rosstat order No. 325 dated 07/05/2016. This report must be sent to the statistics body once every 2 years by all legal entities in which there are more than 5 employees in the average payroll calculation. All small businesses, as well as some other organizations, are exempt from renting. So, statistics are waiting for a report from:

  • legal entities,
  • leading financial activities,
  • public organizations, extraterritorial organizations,
  • legal entities and institutions involved in public administration,
  • organizations and institutions ensuring military security.

All others can become respondents to this report, provided that they are included by Rosstat in the plan for a scientifically based sample of reporting units for the current year.

Who must submit Form 1-T (prof) in 2017

Only those organizations that were included by Rosstat in the statistical observation sample are required to submit the 1 T professional reporting form to statistics. You can check this on the statistics website (http://statreg.gks.ru/) by entering your data into the request form located there. To do this, you can use your INN or OKPO. As for this report, according to Rosstat, approximately 68 thousand respondents should complete it in 2017. You can download the 2017 form of this statistical form directly on the website of the statistics authority or on PPT.ru.

All business entities included in the sample for 2017 must be notified by Rosstat authorities about this through any available means of communication. As a rule, this is regular mail or email. If a legal entity has separate divisions (SU), then it must submit this report, both for the entire organization as a whole and for each division (branch) separately. These forms should be submitted to the statistics departments at the location of each OP.

Form 1-T (prof) must be completed as of October 31, 2017. It must be sent to the territorial bodies of Rosstat no later than November 28. It should contain data on the number of employees of the organization, as well as its need for employees by professional groups.

How to fill out form 1-T prof

The form 1-T prof is quite simple. It consists of a title page and one section, which is a table with groups of professions and their names. The first step is to fill out the title page, which contains quite a bit of information. So, it needs to indicate:

  • full and short name of the legal entity;
  • address of the legal entity, in which it is mandatory to indicate the region and postal code of the organization. If the legal address does not coincide with the actual one, then the latter should be indicated on the title page;
  • accounting code OPKO assigned by Rosstat.

In the 1st section of the table, you should indicate the number of employees of the respondent company. All data must be broken down by positions and professions of employees. In addition, you need to indicate the organization’s need for employees to fill vacant positions.

When filling out headcount indicators, it is necessary to separately take into account all citizens who work on the basis of both open-ended employment contracts, as well as those who perform temporary or seasonal work. If the founders of a legal entity are themselves employed and receive wages, they should be indicated separately. Employees registered in an organization for a part-time or weekly basis should be taken into account in 1-T professional on a general basis, as whole units. If the same employee occupies two positions at once, i.e. is an internal part-time worker, then he must be included in the report on only one line, which indicates his main profession.

It should be noted that, in accordance with Rosstat’s instructions on how to fill out the 1-T prof report, the following categories do not need to be included in the payroll number of employees:

  • employees who are external part-time workers;
  • persons with whom civil law agreements (GPC) have been concluded;
  • women who are on maternity or child care leave;
  • military personnel called up for service.

In order to send the 1-T professional reporting form to statistics without errors, you should use the All-Russian Classifier of Occupations - OKZ (OK 010-2014 (MSKZ-08), approved by order of Rosstandart dated December 12, 2014 N 2020-st. This document contains all data on professions, specialties and positions similar to those contained in the report.

Responsibility for failure to provide and errors in form 1-T prof

If a legal entity that is included in the statistical sample does not submit this report to Rosstat in a timely manner, then, by virtue of the requirements of Article 13.19 of the Code of Administrative Offenses of the Russian Federation, it itself and its officials will be held administratively liable. The fine in this case may be:

  • for a legal entity - from 20 thousand to 70 thousand rubles;
  • for officials - from 10 thousand to 20 thousand rubles.

The fines for providing false information and errors in 1-T professional are similar. Let us remind you that the period during which an organization can be punished for errors is two months from the day following the date of submission of reports indicated on the form.

Information in Form N 1-T (prof) is provided by legal entities (except for small businesses) determined as a result of a scientifically based sample of reporting units.

If a legal entity has separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.

The completed forms are submitted to the territorial bodies of Rosstat both at the location of the corresponding separate division and at the location of the legal entity.

The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity.

The federal statistical observation form is also provided by branches, representative offices and divisions of foreign organizations operating on the territory of the Russian Federation in the manner established for legal entities.

The address part of the form indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, then the short name in brackets. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

In the line “Postal address” the name of the subject of the Russian Federation, legal address with postal code are indicated; if the actual address does not coincide with the legal address, then the actual location of the respondent (postal address) is indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

In the code part, the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) must be entered on the basis of the Notification of assignment of the OKPO code sent (issued) to organizations by territorial bodies of state statistics.

In the case of delegation of authority to provide statistical reporting on behalf of a legal entity to a separate division, a separate division in the code part of the form indicates the OKPO code (for a branch) or identification number (for a separate division that does not have the status of a branch), which is established by the territorial body of Rosstat at the location separate division.

2. In column 4 of section 1, the list of employees includes employees who worked under an employment contract and performed permanent, temporary or seasonal work, as well as working owners of organizations who received wages in this organization.

Employees registered in accordance with an employment contract for part-time work are counted in the payroll as whole units. Employees who combine several professions in an organization are counted only once for their main profession.

The following employees are not included:

  • hired part-time from other organizations;
  • those who performed work under construction contracts and other civil contracts;
  • women who were on maternity leave or child care leave;
  • military personnel in the performance of military service duties.

3. When distributing workers into professional groups (occupations), one should be guided by the All-Russian Classification of Occupations (OKZ), put into effect by Order of the Federal Agency for Technical Regulation and Metrology dated December 12, 2014 N 2020-st.

To correctly distribute employees of organizations into professional groups, you should use the Directory of distribution of employees into subgroups and groups of OKZ, which is posted on the Rosstat website on the Internet information and telecommunications network: www.gks.ru in the section Information for respondents/Federal state statistical observation forms/ Album of federal statistical observation forms, the collection and processing of data on which is carried out in the system of the Federal State Statistics Service, for 2016/20. Labor market/form N 1-T (professional). The directory is developed in Excel format and contains 9 sheets, each of which corresponds to one of the main groups. In accordance with the survey program in main groups from 2 to 5, a list of occupations is provided for initial groups in 1, 6, 7 and 8 main groups - in small groups, and in main group 9 "Unskilled workers" - in subgroups. For each occupational group of OKZ, a list of professions included in this group is provided.

4. Column 5 indicates the organization’s need for workers to fill existing vacant jobs, distributed by professional groups. A half-staff vacancy (0.5) is counted as a whole unit.

Vacant jobs include those vacated in the event of employee dismissal, maternity leave or child care leave, as well as newly created jobs for which it is planned to hire employees within 30 days after the reporting period. If vacant positions are occupied by internal part-time workers and the organization does not take active steps to find workers, then this need for workers should not be reflected in form N 1-T (professional).
