Besides, Decree of the President of the Russian Federation dated June 13, 2019 No. 279 “On increasing the official salaries of judges in the Russian Federation” from October 1, 2020, salaries will also increase for judges of all ranks: from judges of the Constitutional and Supreme Courts to justices of the peace of constituent entities of the Russian Federation - by the same 4, 3%.

Who are civil servants and state employees

First you need to figure out who the state employees are. It is obvious that in everyday life this word “hides” all those people who receive a salary from the budget: officials, security officials, employees of state institutions, doctors, teachers, scientists. But it would not be entirely true to unite all state employees in one big category. Indeed, from the point of view of legislation, they are divided into different categories:

  • civil servants (persons working in state bodies, in state institutions);
  • public sector employees (teachers, scientists, doctors, kindergarten teachers, employees of cultural institutions and university professors).

The difference lies not only in the name, but also in the approach to material support, subordination and social services. As usual, it is somewhat better for civil servants. Yes, and their salaries and allowances are regulated by separate legislation. Since the salaries of officials and the military are subject to specific rules, we will dwell in more detail on what salary increase for state employees in 2020 was provided for the so-called “other categories” and what will be the salary increase for state employees in 2020 in Russia (latest news).

State employees: doctors, teachers and accountants

According to rough estimates, about 33 million people work in the public sector in Russia. Of all citizens of working age (approximately 83 million people), the share of state employees is more than a third. Of these, about half are those who cannot be called civil servants, namely employees:

  • schools;
  • kindergartens;
  • secondary and higher educational institutions;
  • medical institutions;
  • libraries, museums and other cultural institutions;
  • scientific institutes.

All of them receive wages from the state budget of the Russian Federation: federal or local. Their working conditions are regulated by the Labor Code of the Russian Federation, as well as regulatory legal acts developed by the department that manages the activities of the institution. For example, for doctors it is the Ministry of Health, and for cultural workers it is the Ministry of Culture.

It is noteworthy that although all these legal acts (unlike law enforcement agencies) are open and publicly available, it is difficult to officially understand the level of salaries of employees of these structures. After all, the remuneration system involves not only a salary, but also a whole layer of various bonuses, subsidies and bonuses. Therefore, for example, the salary of a chief accountant in a budgetary organization can be the same, but different employees in different industries will receive completely different amounts.

However, when it comes to average salaries, then when they are calculated, all additional payments are usually taken into account. So, according to Rosstat, the average salary in the country amounted to 49,348 rubles (data for June 2020). Since statistics were sampled for all regions and cities, for small towns this figure turned out to be too high: in practice, doctors and teachers in small municipalities can receive only 12,000-15,000 rubles a month. Salary of state employees in 2020

The indexation of public sector salaries is part of Vladimir Putin's 2012 election program. The main document is Presidential Decree No. 597, sometimes called “Order 597 of the President: Roadmap 01/01/2018”. Then, in May, immediately after taking office, the head of state issued 11 decrees that dealt with raising the salaries of civil servants and other state employees. Then the President promised to raise salaries by 2020, primarily for teachers and doctors.

Salaries are increased primarily for those state employees who are subject to the Decrees of the President:

Salary increases are phased in. Finally:

  • for university teachers and doctors (health workers with higher education), the salary level should be at least 200% of the average salary in the region;
  • for middle and junior medical staff and social workers, the salary level should not be lower than the average salary in the region.

Unfortunately, not all categories of state employees fell under the "May decrees". It is obvious that there are quite a lot of those who have not been raised salaries. Therefore, officials promised not to bypass them and also to index their salaries. Thus, in accordance with the law "On the federal budget for 2020 and for the planning period of 2020 and 2021", it is planned to increase the salaries of state employees (see the table below for indexation rates).

Increasing the salaries of state employees from 01/01/2019

It should be noted that some state employees will have to increase salaries regardless of indexation. Indeed, from January 1, it is planned to increase the minimum wage (increasing the minimum wage), which will affect the salaries of junior and middle-level personnel with secondary education. From 01/01/2019, the minimum wage is 11,280 rubles. This increase in salaries will affect approximately 1.6 million people in the public sector.

Regional decisions to increase salaries for state employees

Decree of the Government of the Russian Federation dated December 28, 2012 No. 2599-r obliges the governments of the constituent entities of the Russian Federation to adopt orders on their regional "road maps" in which to prescribe specific figures for each year to increase salaries. Thus, the roadmap for the Sverdlovsk region to increase wages 2020 stated that the level of the average salary of social workers should be at least 100 percent of the average monthly salaries in the Sverdlovsk region. And the Government allocated an additional 2.9 billion rubles from the federal treasury to raise salaries for state employees in 2020 in the Krasnoyarsk Territory so that regional allowances and the northern coefficient could be taken into account.

At the end of the year, regional authorities traditionally prepare appropriate decisions regarding salary increases for the next year. For example, in the Lipetsk region, deputies decided to raise the salaries of state employees who are not subject to May decrees by 10% in 2020.

The importance of the services provided by the health sector is not in question. In our country, the state has assumed the responsibility to support medicine, giving all citizens of the Russian Federation, without exception, the opportunity to receive the necessary medical care free of charge. However, it is obvious that there is still a lot of work to be done: there is an activity plan of the Ministry of Health for 2013-2018 signed by the President of the Russian Federation, which defines the goals and ways to achieve them, aimed at optimizing and increasing the efficiency of the entire medical care system. As a result, it is planned to improve the quality of life of citizens, provide all the required medical services and preventive work.

Any goals set by the state are achieved by people. Therefore, a special place among the planned activities is occupied by the regulation of the activities carried out by medical workers and the improvement of their working conditions. Of course, given the level of salaries in 2013, the issue of their revision was the most relevant then, and to this day. It is quite difficult to raise salaries at a time, due to the serious burden on the state budget, so the increase in salaries is gradual. What changes it makes sense to expect and - we will consider in this article.

Reform in medicine

The reform in the medical field in 2013-2018 consists of two successive stages. The first was aimed at improving the efficiency and optimizing the activities of workers in this area. For many, the word "optimization" is practically synonymous with the phrase "job cuts." Which is logical. Many remember the revision of the staffing table, the closure of empty hospitals, the reduction in the number of beds and, as a result, the reduction of jobs a couple of years ago.

The second stage is a change in the working conditions of the remaining employees. Among them - a 2-fold increase in wages, the transfer of workers to an effective contract. The implementation of these goals is planned for the period 2016-2018. Therefore, one of the few good news in the coming year is the fact that the reduction of physicians in 2017 in Russia is not planned. Moreover, there is currently a significant shortage of medical personnel.

This is not surprising: the low salaries of doctors working in free hospitals leave much to be desired, not to mention the junior and middle medical staff. The Healthcare reform was just designed to correct this situation, to increase the prestige of an honorable and difficult profession, making it decently paid, and perhaps gradually it will be possible to implement this.

In the medical field, all employees are conditionally divided into 3 groups: junior medical staff (nurses, laboratory assistants), middle medical staff (pharmaceutical) and senior medical staff - doctors and other employees with higher education and directly providing medical services to the population. According to the data of the Ministry of Health and Rosstat, the lowest salaries in this area have junior medical staff. Compared to the average income in the region, their wages are only slightly more than 50%. The second group of employees gets a little more - closer to 80%. Doctors earn 1.5 times more than the average.

In order to understand how much people earn who have spent considerable time learning a complex profession and who are responsible for the health and lives of fellow citizens, it makes sense to recall the average wage in Russia in 2016 - 32 thousand rubles. So it turns out that the average income of a doctor is now about 48 thousand rubles. At the same time, the average salary consists of the maximum northern and metropolitan salaries and the minimum peripheral ones. It immediately becomes obvious how small the monetary allowances of all state employees in general and in medicine in particular. Especially in small towns, where doctors have no other alternatives in the form of better-paid places in private clinics, except to work in a free district clinic.

Plans for 2017

In accordance with the plans within the framework of the medical reform to increase the salaries of physicians in 2017 in Russia, their income should increase by almost 2 times compared to the initial stage. It is difficult to judge now how likely it is to fulfill this plan; it will become clear at the end of the current year. Nevertheless, these are the figures that are in the document signed by the President of the Russian Federation and adopted by the Ministry of Health.

The trick is to be expected on the other hand. Until this year, the average salary of a public sector employee was determined only on the basis of data from state employers. Since the current year, the average Russian salary includes income received in commercial organizations. Obviously, doctors in city hospitals receive significantly less than their counterparts in private clinics. Taking into account income from paid services, average earnings on paper are growing, the planned increase in salaries in the healthcare system in 2017 in the Russian Federation is being carried out, but in fact there are no significant changes, and average earnings are only becoming more average. Of course, doctors work in private clinics and it seems logical to take into account their salaries. The only pity is that for an ordinary therapist from a city hospital, the salary will remain miserable.

Wage indexation

Every year in Russia, salaries and benefits are revised to reflect inflation. And although last year many citizens were left with non-indexed salaries, they were raised for public sector workers. Albeit not by the expected value: in the current year, indexation was only 5.5%, while inflation was twice this figure. This year we can already talk about a certain stabilization of the economic situation.

In view of the foregoing, many will ask the question - so what will happen to the salary of doctors? Will the situation change in any way for that same ordinary therapist from the district center? At a minimum, the indexation of the salaries of doctors is expected in full, and so far there have been no statements from the authorities that the planned actions have been suspended in the media. There are currently no reasons for not indexing. Although it will be possible to confidently say about the guaranteed significant increase in the salaries of doctors more than inflation, according to the results of the year.

Conclusion

The shortage of professional staff and young specialists in this vital area is significant, and this is almost the last chance for the state to rehabilitate the prestige of this profession. At the moment, many prefer to work in private paid organizations, rather than in state institutions. But the right to free medical care should remain with every citizen of our country. Therefore, everyone wants to believe that the authorities will find the means to implement the planned salary increase for doctors in 2017 in Russia. The latest news about the income of public sector employees does not refute this fact, and in the current difficult situation, this is already good news.

The wealth of doctors lies in the fact that even with a beggarly salary, these specialists continue to save thousands of people every day and agree to do their job no matter what. In addition, according to the new legislation, every day they have to fill out a lot of paperwork in strict accountability. A couple of years ago, everything was radically different: doctors were divided into several categories, each of which was responsible for treating a certain part of the body. Now a student has to spend 10 years of his life studying at medical universities. At the same time, such “students” need to know absolutely everything about the human body and all its diseases. Accordingly, such a specialist should simply know by heart how to treat any human disease. But is it possible? More precisely, shouldn't such a smart and knowledgeable worker count on a good salary? After all, without this mandatory item, the prestige of any profession very quickly falls below the plinth.

At the moment, the entire field of medical personnel can be divided into 3 main categories, each of which has its own salary level.

  1. Junior staff, consisting of laboratory assistants and nurses. To date, this category of medical staff has the lowest salaries. Would you like to know more about this? You are welcome! Somewhere around 50% of the "very little" level.

If the reforms promised by the government of the Russian Federation nevertheless take place at the beginning of the new year, then there will be an increase in salaries for employees of the medical sector - salaries will double against the background of the initial stage. But can such wonderful assumptions be realized in the current reality?

Latest news regarding raising the "medical" patch

The following conclusion is not a secret for anyone: the current situation in the medical industry does not look too rosy. Nevertheless, the latest media news predicts an increase in wages for all doctors from the beginning of 2017 by about 55-60%. Everything else will be issued with various bonuses and surcharges - as usual. Despite such optimistic news, there is a certain amount of fear and even a catch in it. Why is it worth starting to worry about your income now, although there are no obvious reasons for sadness yet?

The fact is that until this year, the average salary of a public sector employee was determined, calculated and issued based on the data provided by the state employer. Starting from 2017, the salary of a physician will consist of the income that they receive in commercial organizations (one of the points of the medical reform). Of course, everyone is well aware that doctors working in public clinics and hospitals receive much lower salaries than their commercial counterparts. If you just take the income from private clinics and add it all up on paper, then the average salary in this case will increase significantly. But this is only on a piece of paper. In fact, there are no changes in this plan, and the usual average earnings will become even more average.

Of course, no one is going to argue with the fact that the income of a doctor working in a private clinic cannot be taken into account when calculating the average salary. But if you choose this path for the development of the situation, then the salary of a medical worker will forever freeze at the same level, and will never increase. And no reform will help here.

Today, a very tangible problem is the lack of professional personnel, especially in rural areas. As a result, innocent people suffer. I would like to believe that after the announced medical reform, the situation on the periphery will change for the better.

Where is the positive side in all this?

Despite the announcement of an increase in the average salary of doctors in 2017, the news itself does not sound too optimistic. In order to slightly improve the mood of health workers, it is worth announcing a new salary increase system for doctors, which was recently proposed by the Ministry of Health.

According to the noted department, sometimes the incomes of doctors who have identical qualifications and occupy almost the same positions differ dramatically. And at the same time, uniform standards are used in the current system of remuneration. Why is this happening and how can this inequality be stopped?

As everyone knows, the amount of the doctor's income is strongly influenced by the level of compensation, the amount of which directly depends on the amount of work performed by him. Nevertheless, the exact amount of this very compensation is determined by the management, which can sometimes show a share of loyalty. As a result, we can only say with confidence that next year all doctors will be given a salary increased by 60%. All other "additives" can be obtained in the form of bonuses and additional payments. This step will reduce the likelihood that the heads of medical institutions will charge different salaries to people with the same positions.

In conclusion, it is worth rejoicing health workers with the fact that in 2017 there are no planned staff reductions in this area. It's just that too much time has passed since the last wave of optimization, and thousands of qualified employees have lost their jobs. In general, next year will still not be very favorable for public sector workers, but in general the situation with the state economy is leveling off, so the situation should improve very soon.

The country's budget for next year is, without exaggeration, the most discussed topic. How could it be otherwise: the crisis, constant fluctuations in the exchange rate and oil prices, sanctions - all these consequences of global financial instability could not but affect the Russian economy. And it is natural that these consequences made some adjustments to the government's plans, which concerned the formation of the budget for the next 2017. Medical workers are waiting in particular tension for the adoption of the budget, as according to recent media news, their salaries may change significantly next year.

Question with two unknowns

According to statistics, confirmed by the estimates of officials, the salaries of medical workers, despite the instability and financial crisis, are steadily growing from year to year. So, since the beginning of this year, wages have increased by almost 35%! (from 35,900 rubles to 48,946 rubles). But even on such seemingly unimaginable results, the country's government is not going to stop. According to a decree signed by the President (May 2012), the salary of a medical worker should still increase to twice the average salary level in the region of residence. “Finally, the “poor” health workers will be able to breathe a sigh of relief,” Russians might think, but is everything as smooth and promising as it really is? Frankly speaking, the figures on paper are hard to believe. Doctors (meaning not the chief doctors of large medical institutions) have never been able to boast of high salaries. Despite the fact that they perform very complex and responsible work, their salary is obscenely low. And here are such promising figures... To solve this unfair state of affairs was the original goal of government bills. But here, too, doctors will need to compromise to achieve their goals.

Behind such a tempting salary increase, one significant nuance is hidden - in connection with the staff reduction, which is regulated by officials, the medical staff remaining in the institution will need to work at 1.5 rates (and this is only according to the most optimistic forecasts). Naturally, for such processing, the health worker will receive a salary more than he received before, but at what cost is another question.

Mathematical payroll

The salary level, of course, is not the same for the entire field of health workers. At the moment, there are 3 main categories of medical workers, where each category has its own specific salary level:

  1. junior staff- This category includes medical registrars, laboratory assistants and nurses. As you can already guess, the salary in this category is the lowest, sometimes even on the border of the minimum subsistence level.
  2. middle staff– this includes nurses, paramedics, pharmacists, midwives, dentists and technicians, etc. In other words, this category includes those employees who received medical education in a secondary medical school. The salary for this category is at the average level.
  3. senior personnel- doctors who have received higher specialized postgraduate education in the chosen field of medicine (specialists in narrow fields, pharmacists, etc.). According to the rank, the salary is also calculated.

To date, wages for employees of medical institutions are accrued in accordance with a government decree adopted in 2012. When calculating salaries, the following components are taken into account:

  • salary;
  • compensation payments (harmful working conditions, etc.);
  • allowances (long-term continuous service, rank allowances, etc.);
  • incentive payments (bonuses, rewards, etc.).

The plans of the government, of course, from the initial initiative of the president, is a gradual increase in the guaranteed component of the salary (salary) by 50-60% until 2018. But since there is nowhere for the government to get additional funding that could cover the hole in the budget thus formed, the decision came, as they say, by itself - in order to increase one component, it is necessary to reduce the other. As a result, the salary increases, while the additional part - compensatory and incentive payments - decreases. The resulting example can be solved even by a first grader. As for this most additional part, it will be paid to employees of medical institutions only upon approval of the management team. In other words, in order to receive a bonus or bonus, you will still need to “sweat” very much.

Perspective changes: good or bad?

Starting from January 1, 2017, salaries in the medical field will be calculated in a new way. If earlier the salary was calculated and paid based on the data submitted by the employer to administrative financial institutions, now in the new year the salary of a physician will be calculated and paid out from the income received by a commercial institution. In other words, a doctor working for a state institution will still receive a salary from the funds accrued according to the regulations, and a doctor from a commercial clinic will receive payment for work from the budget of the same clinic. From here, the conclusion suggests itself - the more expensive the services in a commercial clinic, the higher the doctor's salary, but the salary of a health worker from a state institution remains fixed.

In order to somehow smooth out the tangible difference and fulfill the May presidential instructions, from January 1, 2017, the salary of state medical employees will be increased by 55-60%. It would seem a tangible increase, but again, only on paper. After all, if you figure out where the additional funding will come from, it becomes clear that the salary of an average doctor will actually be only 10-15% higher than the previous level.

But not everything is as bad as it seems. According to optimistic estimates of experts, it is expected that the country's economy will not only be able to withstand difficulties, but will also receive the opportunity for proper development, and an increase in budget revenues should be expected after the growth of indicators. Well, it remains to be hoped that the written forecasts can become realities and already in the new year 2017, doctors will finally receive a proper reward for their important and responsible work.

The current regulatory framework spells out the methods for forming the salaries of doctors in Russia. The accrued amount consists of 3 parts: the allowance for the length of service, the rate and compensation for harmful conditions. The subjects of the federation have been given the right to establish additional payments for certain categories of medical workers.
