In accordance with paragraph 12 of the Regulations on the awarding of academic degrees, approved by Decree of the Government of the Russian Federation of September 24, 2013 No. 842 (Collected Legislation of the Russian Federation, 2013, No. 40, Art. 5074; 2014, No. 32, Art. 4496; 2016, No. 18, Article 2629; No. 32, Article 5125), as well as taking into account the thirteenth paragraph “a” of paragraph 4 of the Regulations on the Higher Certification Commission under the Ministry of Education and Science of the Russian Federation, approved by the Decree of the Government of the Russian Federation of March 26, 2016 No. 237 (Collected Legislation of the Russian Federation, 2016, No. 14, Art. 1996), and the recommendations of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation dated July 1, 2016 No. 17/367, I order:

1. Approve:

rules for forming a list of peer-reviewed scientific publications in which the main scientific results of dissertations for the scientific degree of Candidate of Sciences, for the scientific degree of Doctor of Science (hereinafter referred to as the Rules) should be published;

requirements for peer-reviewed scientific publications for inclusion in the list of peer-reviewed scientific publications in which the main scientific results of dissertations for the scientific degree of Candidate of Sciences, for the scientific degree of Doctor of Science (hereinafter referred to as the Requirements) must be published.

7. An application for inclusion of a publication in the list is submitted to the Ministry on paper directly or sent by registered mail with a description of the contents and with acknowledgment of receipt. The application for inclusion of a publication in the list must contain a justification for the compliance of the publication, the advisability of including the publication in the list, confirmation of the consent of the members of the editorial board and/or the editorial council to be included in their composition. An application for inclusion of a publication in the list is signed by the editor-in-chief of the publication (or a person replacing him).

The application for inclusion of a publication in the list is accompanied by the two latest issues of the publication, as well as on paper and electronic media: documents (certified by the editor-in-chief of the publication or a person replacing him, and the seal of the editorial office (if there is a seal)), confirming the compliance of the publication, information about the publication , filled out in accordance with the Rules, a certificate of the composition of the editorial board and/or editorial council indicating the last name, first name, patronymic (if any), academic degree, academic title, position, justification for a significant contribution to the development of the relevant field of knowledge, list of submitted documents .

8. The Ministry returns to the applicant the documents provided for by the Rules within 20 working days from the date of registration with the Ministry of the application for inclusion of the publication in the list and the documents attached to it in the following cases:

a) non-compliance of the application for inclusion of a publication in the list and the documents attached to it with the requirements provided for by the Rules;

b) providing false information.

9. If there are no grounds for returning the documents specified in the Rules to the applicant, the Ministry transfers the application for inclusion of the publication in the list and the documents attached to it within 20 working days from the date of registration with the Ministry of the application for inclusion of the publication in the list and the documents attached to it to the Commission .

The Commission's consideration of documents provided for by the Rules is carried out with the involvement of the Commission's expert councils.

10. Based on the recommendation of the Commission, the Ministry makes a decision to include a publication in the list and determines the branches of science and/or groups of scientific specialties for which the publication is included in the list, or to refuse to include the publication in the list. This decision is formalized by an act of the Ministry within a period not exceeding nine months from the date of registration with the Ministry of the application for inclusion of the publication in the list and the documents attached to it.

11. The list is posted by the Ministry on the official website of the Commission on the Internet information and telecommunications network (hereinafter referred to as the official website of the Commission).

The list contains the following information:

a) the name of the scientific publication being reviewed (in accordance with the certificate of state registration of the mass media);

b) international standard serial number (ISSN);

c) branches of science and/or groups of scientific specialties for which the publication is included in the list;

d) date of inclusion of the publication in the list.

12. The Ministry excludes the publication from the list:

a) in case of liquidation of the publication;

b) at the request of the editor of the publication;

13. If the name of the publication or its subject matter changes, the publication sends to the Ministry an application for changes to the list, drawn up in accordance with the Rules.

Consideration of an application for amendments to the list is carried out in accordance with the Rules.

If the name of the publication is changed, the change to the list is made by the Ministry without taking into account the Requirements.

Requirements
to peer-reviewed scientific publications for inclusion in the list of peer-reviewed scientific publications in which the main scientific results of dissertations for the scientific degree of Candidate of Sciences, for the scientific degree of Doctor of Science should be published

2. The main content of the publication should be scientific articles, scientific reviews, scientific reviews, reviews and correspond to the branches of science and/or groups of scientific specialties for which the publication is included in the list of peer-reviewed scientific publications in which the main scientific results of dissertations for the competition should be published scientific degree of Candidate of Sciences, for the scientific degree of Doctor of Sciences (hereinafter referred to as the list).

3. Before submitting an application for inclusion in the list, the publication must be published and ensure delivery of a legal copy of the publication to the Information Telegraph Agency of Russia (ITAR-TASS) or the Scientific and Technical Center "Informregister" for at least 2 years.

4. The publication must be published with a frequency of at least 8 issues over 2 years.

5. The publication must review all materials received by the editor that correspond to its subject matter for the purpose of their expert assessment. All reviewers must be qualified specialists in the subject matter of the materials being reviewed and have published within the last 3 years on the subject of the article being reviewed. Reviews are stored in the editorial office for 5 years.

7. The editors of the publication must send copies of reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request by the editors of the publication.

8. The publication must have an official website or a page on a website on the information and telecommunications network “Internet”, on which information about the publishing house, editor-in-chief, members of the editorial board and/or editorial council with an indication of the academic degree is posted in the public domain in Russian and English. , academic title of all its members, contact information, description of the publication's subject matter, rules for submission, review and publication of scientific articles, annotations and keywords for all scientific articles and reviews published by the publication over the past 2 years.

9. The publication must be registered in the Russian Science Citation Index (hereinafter - RSCI) and submit information about published scientific articles to the RSCI within three months from the date of issue of the corresponding publication number.

10. The editorial board and/or editorial council must include at least eight specialists - candidates of sciences or doctors of science (or holders of academic degrees obtained in a foreign country) who have made a significant contribution to the development of the relevant field of knowledge, from among scientists and teachers employees belonging to the teaching staff.

12. Availability of keywords and abstracts for each scientific article. When publishing a scientific article in Russian, it is mandatory to have keywords and abstracts in Russian and English. When publishing a scientific article in a foreign language, it is mandatory to have keywords and abstracts in Russian and foreign languages.

13. Availability of an international standard serial number (ISSN).

The effectiveness of the theoretical and practical activities of each scientist depends primarily on the citation of his works. This indicator also affects the ranking of universities where they teach. On the territory of Russia and a number of post-Soviet countries there is a special body - the Higher Attestation Commission (HAC). He gives the Ministry of Education and Science recommendations on the awarding of scientific titles and degrees, as well as the certification of periodicals.

More about the Higher Attestation Commission

The Higher Attestation Commission was created in the USSR in 1932. The creation of a single body that would award academic degrees was caused by the need to increase the number of qualified and ideologically committed scientists. They were called upon to adequately evaluate dissertation works. During Soviet times, the authority often changed subordination. For some time it was headed by the Minister of Education. Then control over the work of the Commission was transferred to the Federal Service for Supervision in Education and Science.

Since 2011, the Higher Attestation Commission reports directly to the Ministry of Education and Science. awarded only by order of the Minister. Now the role of the Higher Attestation Commission is reduced only to issuing diplomas to candidates and doctors of science. The commission also assigns the titles of professor and associate professor (by specialty and department).

The Higher Attestation Commission also makes a significant contribution to the formation of a list of peer-reviewed sources. Periodical literature includes journals in which the results of dissertations and other scientific research are published. Basically, they are the fruits of the work of candidates for academic degrees and thus the Higher Attestation Commission forms a list of journals.

Requirements for scientific publications

Work on revising the list of scientific publications began in 2014. Since then, the list of periodicals has changed more than 3 times. The Ministry of Education and Science receives many applications for the inclusion of scientific publications in the list of Higher Attestation Commissions. To exclude the passage of journals publishing unverified scientific research data, decisions have been made repeatedly to revise scientific publications.

Certain requirements are imposed on periodical scientific publications. Only if all criteria are met, inclusion of the journal in the list of journals included in the Higher Attestation Commission is considered.

Currently they include 16 points. Here are some of them:

  • the publication must be registered as a mass media;
  • the main content of the journal should be represented by scientific articles, reviews, reviews and reviews;
  • at least 8 issues must be published per year;
  • the publication must have an official website or Internet page on which basic information about it will be posted.

How is a journal included in the Higher Attestation Commission list?

In order to include a scientific publication in the List, the editorial board must send a reasoned petition to the chairman of the Higher Attestation Commission. It should be accompanied by the 2 latest issues, as well as a certain set of documents, which confirms that the editors meet the list of criteria for inclusion of the publication in the list of scientific journals of the Higher Attestation Commission.

Also, an information card must be attached to the application, which indicates the full and short name of the scientific publication, subscription index, scientific direction, percentage of advertising, state registration number, etc.

Based on the decision made, a decision is made to include a scientific publication in the List. It is published not only on the HAC website, but also in the Bulletin of the Ministry of Education and Science.

International databases and citation indexes

An important criterion for the effectiveness of scientific activities of a higher educational institution is a number of scientometric indicators:

  • Hirsch index;
  • impact factor in RSCI and international databases (Web of Science, Scopus);
  • citation index.

It is worth considering that nuametric indicators are used when considering applications for funding within the framework of scientific grants and targeted programs. In this way, the effectiveness of the activities of scientific and pedagogical workers is assessed.

List of publications of the Higher Attestation Commission

The scientific community is interested in the number of scientific publications in which it is possible to publish the results of research for doctor of sciences and candidate of sciences. For example, graduate students need at least 3 articles. Doctoral candidates publish a minimum of 15 articles. Therefore, the list of scientific publications cannot include one and a half hundred journals, as it was in 2014. Then the HAC list was noticeably shortened.

A year later, the Ministry of Education and Science drew the attention of dissertation councils and scientific organizations to the fact that from July 1, 2015, all articles published in journals not included in the List will not be considered published in peer-reviewed publications. To inform the scientific community, the certification commission has launched a web resource where you can submit applications for inclusion of publications in the Higher Attestation Commission list, as well as information about the list of journals.

Currently, the List includes 1,745 publications included in it in December 2015. The Higher Attestation Commission also published a list of recommended peer-reviewed journals that are included in international databases. It includes 849 publications.

Coming changes

In addition, a letter about the List of peer-reviewed publications was posted on the HAC website. It states that the list of journals is not final and will be subject to revision in 2016. This is a clear obstacle to the publication of articles by researchers and dissertation candidates. In this regard, in 2015, more than 1000 publications were included in the list. According to employees of the Ministry of Education and Science, this decision is hasty, therefore, during 2016 the List will be adjusted.

There are no more than 500 journals that fully meet the requirements of the Higher Attestation Commission. As a result, many dissertators and researchers are in no hurry to publish and express serious concern in this regard.

Many scientists hope that the new list of Higher Attestation Commissions will not only meet the necessary requirements, but will also be more stable than previous versions.
