The briefing program (hereinafter referred to as PI) must be prepared by the head of the structural unit. Such leaders are heads and deputy heads of departments, workshops, sections, nodes, laboratories, workshops, track sections, distances, managers of industrial sites, etc.

What should an on-the-job training program contain?

It is regulated that the briefing is carried out according to programs for different specialties, and not one for the entire organization. They must be developed, standard and local instructions for OT, technical documentation of the manufacturer, as well as operational documentation (handbooks, regulations, GOST, technical regulations, safety standards).

The PI must include instructions on the procedure for preparing for the work, checking the tool, overalls, safety shoes for serviceability, explain what needs to be done if damage is found.

It should list everything in a particular workplace, in the work area, and ways to reduce their impact on the worker.

Specify in the document:

  • the procedure established in the organization for movement around the territory, along the production site, evacuation routes;
  • the procedure for the use of basic and duty sets of PPE, primary fire extinguishing equipment and first aid;
  • features of the performance of high-risk work;
  • the procedure for using collective protective equipment on equipment, the procedure for switching on safety devices, interlock systems, alarm systems, as well as shutting down after work has been completed.

How to prepare a PI

Each program must provide information about possible occupational risks, so it is developed for each working profession.

It is necessary to develop a PI separately for each employee if he performs a unique technological cycle, and he is issued PPE according to separate standards.

If the same type of technological cycle is used at the workplace, the same machines, equipment, tools, norms for issuing PPE, grounds for a medical examination, the same algorithm for stopping the cycle in an emergency, it makes sense to draw up a training program at the workplace for the RM group.

Preparation of PI for specialists differs from development for workers.

If employees have different job titles, but the equipment, the technological process is the same, they are not entitled to PPE, except for those on duty, one common PI can be prepared for a group of specialist positions.

For example, the program for managers and specialists responsible for the control and supervision of the work is intended for workers with group 3 work at height, for a labor protection specialist, for administrative and technical personnel from among the executives, for issuing orders and responsible work managers and also for observers.

In this PI for this category of leading technical specialists, it is necessary to indicate safety measures when checking objects, the procedure for using duty overalls, safety shoes, and describe the characteristic hazardous factors of the production environment:

After development and coordination with the labor protection service, the developer - the head of the structural unit - must transfer the draft local regulatory act to the legal service. The legal department checks the project for compliance with the labor rights of workers and sends the document to the editorial office of the trade union body of workers.

The Labor Code of the Russian Federation contains a requirement to coordinate the rules and instructions on labor protection with the trade union committee or meeting of workers. With whom is the initial briefing carried out at the workplace?

In accordance with clause 8.7 of GOST 12.0.004-2015, the initial briefing at the workplace is carried out before the start of independent work of the instructed persons:

  • with all newly hired persons, including for the performance of short-term, seasonal and other temporary work, in their free time from their main work (part-time workers), as well as at home (home workers) using materials, tools and mechanisms allocated by the employer or purchased them at their own expense;
  • with employees transferred in accordance with the established procedure from another unit, or with employees who are entrusted with the performance of new work for them;
  • with the personnel of other organizations seconded to work with the training organizer;
  • with the personnel of contractors (subcontractors) performing work on the territories and facilities controlled by the training organizer;
  • with students of educational institutions of the corresponding levels who are undergoing industrial practice (practical classes), and with other persons participating in the production activities of the enterprise - the organizer of the training.

Who conducts the initial briefing at the workplace?

Primary briefing at the workplace is carried out by the head of the unit or the immediate supervisor (manufacturer) of the work (foreman, foreman, teacher, etc.), who has undergone training in labor protection in the prescribed manner and tested knowledge of labor protection requirements as an instructor in labor protection.

Primary briefing at the workplace with the personnel of contracting (subcontracting) organizations performing work on the territory and facilities controlled by the enterprise - the organizer of the training, is carried out by the immediate supervisor (manufacturer) of the work - a representative of the contracting (subcontracting) organization together with the head of the unit or with the person responsible for the contract work at workplaces (in the working area, territory) of this unit. The procedure for the safe performance of these works, including the procedure for instructing workers, can be drawn up as a separate document, which is an integral part of the contract for the performance of contract (subcontract) work (rendering services).

According to what local act is the primary briefing at the workplace

In accordance with clause 8.7 of GOST 12.0.004-2015, primary briefing at the workplace is carried out by:

  • or according to programs (Appendix B, program B.2) developed and approved by the training organizer in the prescribed manner in accordance with the requirements of legislative and other regulatory legal acts on labor protection, local regulations, instructions on labor protection at the workplace and on safe performance works, other necessary to ensure the safety of technical and operational documentation,
  • or directly according to instructions on labor protection and (or) safe performance of work at this workplace,
  • on other local regulations and documents necessary for briefing.

Questions Recommended for Inclusion in the Initial Instruction Program at the Workplace

5. Familiarization with all instructions on the workplace and labor protection by profession (in accordance with the list of professions developed by the employer for each workplace, indicating the numbers of instructions required for instruction).

The initial briefing program (Appendix B) is only a base that must be supplemented with information about the hazardous or harmful production factors present at a given workplace and other information that an employee needs to know for safe work.

In accordance with the old GOST 12.0.004-90 clause 7.2.2. “Primary briefing at the workplace is carried out according to programs developed and approved by the heads of production and structural divisions of the enterprise, educational institution for certain professions or types of work, taking into account the requirements of SSBT standards, relevant rules, norms and instructions for labor protection, production instructions and other technical documentation . Programs are coordinated with the department (bureau, engineer) of labor protection and the trade union committee of the unit, enterprise.

In GOST 12.0.004-2015 there are no instructions for the coordination of the Program of primary briefing at the workplace with the labor protection department and the trade union committee of the enterprise.
