This follows from the Decree of the Ministry of Education dated January 22, 2019 No. 10 “On approval of the Instruction on the size, procedure and conditions for establishing allowances for pedagogical workers of budgetary organizations.”

As noted on the website of the Ministry of Education, the decree contains a list of types of work (functions), for the performance of which bonuses are set. These are allowances for ensuring the protection of the rights and legitimate interests of children from dysfunctional families, for systematic work on organizing meals, improving the health of students; for work with gifted and talented students; for participation in the activities of educational and methodological associations, etc.

The specified allowances are set as a percentage of the tariff rate of the first category. The maximum allowance can be 142 rubles.

According to the instructions, allowances for teaching staff, except for persons from among the teaching staff, are set in the following amounts:

  • for systematic work to ensure the protection of the rights and legitimate interests of children from dysfunctional families, orphans and children left without parental care, work with parents - up to 200%;
  • for systematic work on catering for students, health improvement of students, including during the vacation period - up to 200%;
  • for accompanying students in institutions of preschool, general secondary, special education when organizing their transportation - up to 150%;
  • for work with gifted and talented students ( preparation of students for participation in olympiads, competitions and other educational events and creative competitions, organization, holding of these events) - up to 300%;
  • for organizing the participation of students in regional, republican, socially significant events and accompanying them during the period of such events - up to 150%;
  • for work with a non-professional (amateur) group of artistic creativity, which was awarded the title of "Honored Amateur Group of the Republic of Belarus" or the name "folk" ("exemplary") - up to 200%;
  • for consulting innovative projects implemented on the basis of educational institutions - 200%;
  • for work with foreign students - up to 200%;
  • for accompanying students lasting more than a day to educational events- up to 250%;
  • for the specifics of the work of foster parents, parents-educators, related to the conditions of upbringing and maintenance of orphans, children left without parental care - up to 150%;

Allowances are established for teaching staff from among the teaching staff:

  • for supervising a study group - up to 300%;
  • for work with gifted and talented youth - up to 400%;
  • for participation in the activities of educational and methodological associations, updating, developing structural elements of scientific and methodological support for education - up to 300%;
  • for the development of educational and program documentation in a foreign language - up to 400%;
  • for the organization of research work of students - up to 200%;
  • for work with foreign students - up to 200%;
  • for career guidance work - up to 300%;
  • for work on interaction with organizations - customers of personnel - up to 200%.

When a teacher performs several types of work (functions), allowances can be established for several reasons.

The new system of remuneration of workers

With On January 1, 2020, the remuneration of employees of budgetary organizations is made under new conditions on the basis of the following regulatory legal documents of the Republic of Belarus:

Decree of the President of the Republic of Belarus dated January 18, 2019 No. 27 “On remuneration of employees of budgetary organizations” (hereinafter - Decree No. 27);

Decree of the Council of Ministers of the Republic of Belarus dated February 28, 2019 No. 138 (hereinafter - Decree No. 138);

Decree of the Ministry of Labor and Social Protection of the Republic of Belarus dated April 3, 2019 No. 13 (hereinafter - Decree No. 13);

Decree of the Ministry of Education of the Republic of Belarus dated June 3, 2019 No. 71 “On the remuneration of employees in the field of education” (hereinafter - Decree No. 71).

In accordance with Decree No. 27, from January 1, 2020, the remuneration of employees of budgetary organizations is made under new conditions based on a tariff system that includes a base rate and an 18-digit tariff scale. ( Base rate - this is the value used in calculating the salaries of employees of budgetary organizations. The size of the base rate is established by the Council of Ministers of the Republic of Belarus, from 01.01.2020 its size is 180 rubles(see Decree No. 138). The tariff scale is also established by Decree No. 138.

Decree No. 27 determines that the wages of employees of budgetary organizations consist of salary, incentive and compensation payments. Salary is calculated by multiplying the base rate by the coefficient of the pay category (a multiple of the base rate) established by position. Stimulants payments are allowances and bonuses, compensatory payments are surcharges.

1. Decree No. 27 established for employees of budgetary organizations Bonus for work experience in budgetary organizations and depends on the size of the base rate and the length of service in budgetary organizations - see clause 2 of Decree No. 27 and clauses 4-11 of the Instruction on the amount and procedure for making incentive (except bonuses) and compensatory payments provided for by legislative acts and resolutions of the Council of Ministers of the Republic of Belarus , approved by Decree No. 13 (hereinafter - Instruction 2 of Decree No. 13).

Work experience in the specialty (in the industry) since January 1, 2020 not taken into account. Personnel services of budgetary organizations calculate the length of service taken into account when paying allowances for work experience in budgetary organizations, for the period from the date of formation of the Republic of Belarus, those. from 19.09.1991.

2. For employees of budgetary organizations, Bonus for contract work in accordance with the third paragraph of sub-clause 2.5. paragraph 2 of the Decree of the President of the Republic of Belarus dated 26.07.1999 No. 29 “On additional measures to improve labor relations, strengthen labor and performance discipline”, taking into account the changes and additions made by the Decree of the President of the Republic of Belarus dated 18.01. 2019 No. 1, in size no more than 50% of salary. The specific amount of the allowance is established (changed) by the employer within the funds provided in accordance with the legislation for wages for the relevant financial (calendar) year (see paragraphs 3.1. and 12 of Instruction 2 of Resolution No. 13).

3. Clause 3 of Decree No. 27 for payment Prizes allowed to allocate funds provided for in the relevant budgets in the amount of 5% of the amount of employees' salaries. The amount, procedure and conditions for the payment of bonuses are determined in accordance with Regulation

4. Clause 4 of Decree No. 27 determines that employees of budgetary organizations are annually One-time payment for recovery, based on 0.5 salary Regulation approved by the head of the budgetary organization, which is an annex to the collective agreement and is valid from 01/01/2020.

5. Also, clause 4 of Decree No. 27 determines that employees of budgetary organizations are annually provided with Material aid, usually due to unforeseen financial difficulties with the allocation of funds for this purpose in the amount of 0.3 of the average monthly salary of employees. The amount, procedure and conditions for making a lump-sum payment are determined in accordance with Regulation approved by the head of the budgetary organization, which is an annex to the collective agreement and is valid from 01/01/2020.

In order to implement clause 7 of Decree No. 27, the Ministry of Labor and Social Protection of the Republic of Belarus issued Decree No. 13, which establishes tariff categories for the positions of employees of budgetary organizations, whose positions (professions) are common to all types of activities:

Tariff categories for the positions of managers and specialists (table 1);

Multiples of the base rate, depending on the category of work provided for by the tariff and qualification characteristics for the professions of workers (table 3).

Decree of the Ministry of Labor No. 13 approved:

Instruction on the procedure for establishing tariff categories for positions (professions) of employees of budgetary organizations and other organizations receiving subsidies, whose employees are equal in terms of wages to employees of budgetary organizations;

Instruction on the amount and procedure for incentive (except bonuses) and compensatory payments provided for by legislative acts and resolutions of the Council of Ministers of the Republic of Belarus (hereinafter - Instruction 2 of Resolution No. 13);

Instructions on the procedure and conditions for remuneration of employees of budgetary organizations and other organizations receiving subsidies, whose employees are equal in terms of remuneration to employees of budgetary organizations.

6. Clause 13 of Instruction 2 of Decree No. 13 regulates the amount of compensation payments - night work allowance. The hourly allowance for night work is set at 35% of the employee's hourly salary(watchman).

7. Clause 14 of Instruction 2 of Decree No. 13 regulates the amount of compensation payments - additional payments for combining professions (positions), expanding the service area (increasing the volume of work performed) or performing the duties of a temporarily absent employee. The specific amount of the surcharge is set by the employer ( up to 100% salary).

In order to implement paragraphs 8 and 9 of Decree No. 27, the Ministry of Education of the Republic of Belarus issued Decree No. 71, which defines:

Tariff categories for the positions of teachers and employees employed in education in accordance with the annexes: 1, 3, 7, 13, 22, 25;

The list of incentive and compensatory payments to pedagogical workers and employees employed in education, budgetary organizations, regardless of their departmental subordination (Appendix 30) and the Instruction on the procedure for the implementation and amount of incentive and compensatory payments to pedagogical workers and employees employed in education, budgetary organizations (hereinafter - Instruction 1 of Decree No. 71);

The list of incentive and compensatory payments to employees of budgetary organizations subordinate to the Ministry of Education, and budgetary organizations subordinate to local executive and administrative bodies and related to the field of activity of the Ministry of Education (Appendix 31) and the Instruction on the procedure for making and the amount of incentive and compensatory payments to employees of budgetary organizations, subordinate to the Ministry of Education, and budgetary organizations subordinate to local executive and administrative bodies and related to the field of activity of the Ministry of Education (hereinafter - Instruction 2 of Resolution No. 71).

8. Paragraph 3 of Instruction 1 of Decree No. 71 establishes allowance for the specifics of work in the field of education(depending on the qualification category of the employee):

Professional teaching staff in the amount of salary: 25%, 35%, 45% and 60%;

Teachers, teachers of additional education, educators of preschool education in the amount of salary: 30%, 40%, 50%, 65% and 80%;

Heads from among the teaching staff of educational institutions in the amount of - 10% of salary;

Assistant educator in size 50% of salary.

9. Paragraph 4 of Instruction 1 of Decree No. 71 establishes bonus for the specifics of work to the educator of the educational and health-improving institution and other employees in the amount 10% of salary.

10. Paragraph 5 of Instruction 1 of Resolution No. 71 establishes surcharges for the complexity of the work performed:

Parents-educators of a family-type orphanage, foster parents as a percentage of the base rate depending on the number of children;

Educators of preschool education, assistant teachers for increasing the amount of work in the implementation of the educational process in a group, caring for pupils in the amount 5% of base rate for each child in excess of the established norms for the stay of pupils in a group (the average actual number of children per month is calculated) (“ for overcrowding").

11. Clause 3.1. Instructions 2 of Decree No. 71 established nature of work allowance teaching staff for the performance of certain types of work, for the performance of additional work not directly related to the direct duties of a particular teacher. The allowance for each of the grounds is set in the amount up to 60% (inclusive) of the base rate. The educational institution, taking into account the specifics of the activity, independently determines the amount of the allowance for each basis - according to the developed Regulation, which is an annex to the collective agreement and is valid from 01/01/2020. The specific amount of the allowance for an employee is established by order of the head of the educational institution (+ see Recommendations on the procedure for establishing incentive and compensatory payments in accordance with Resolution No. 71 (hereinafter referred to as the Recommendations), pp. 2-3).

12. Clause 3.2. Instruction 2 of Decree No. 71 is established allowance for young professionals:

Teachers in the amount of 30% of the salary;

Young professionals (excluding teaching staff) in the amount of up to 30% (inclusive) of the salary. The specific amount of the allowance for this category of workers is set by the head (order) (+ see Recommendations, p. 4).

13. Clause 3.4. Instructions 2 of Decree No. 71 established performance bonus:

Employees, with the exception of workers, budgetary organizations in the field of education, allocating funds for these purposes in the amount of 25% of the salaries of these employees;

Workers of budgetary organizations in the field of education, directing funds for these purposes in the amount of 15% of the salaries of these employees.

In order to establish a bonus for employees for high achievements in labor, a parity commission is created in an educational institution, which, on the basis of Regulations as well as the proposals of the heads of structural divisions determines the amount of allowances. The specified allowance is established, as a rule, for a month and is paid for the time actually worked. The specific amount of the allowance for an employee is established by order of the head in agreement with the trade union committee) (+ see Recommendations, pp. 7-9).

14. Clause 3.6. Instructions 2 of Decree No. 71 established extra charge for the complexity and intensity of work employees of budgetary organizations in the field of education within the budgetary allocations provided for wages, as well as funds received from the implementation of income-generating activities, and other funds not prohibited by law. The allowance is established for all employees of the educational institution. When switching to new wage conditions, the amount of the allowance is set for employees in such a way as to prevent a decrease in their wages (without bonuses) accrued before the introduction of new wage conditions. Allowances are established by order of the head in agreement with the trade union committee (based on Regulations) for any period (year, half year, quarter, month, period of work) or for the performance of individual works) (+ see Recommendations, pp. 10-11).

15. Paragraph 4. Instruction 2 of Decree No. 71 establishes additional payment for special working conditions employees of budgetary organizations in the field of education, parents-educators, foster parents in the following amounts from base rate for work:

With students with special needs of psychophysical development, with students who are in sanatorium institutions of preschool education - up to 20% (inclusive). The additional payment is established for employees who work in institutions, in classes (groups, associations of interests) for children with special needs of psychophysical development, in classes (groups, associations of interests) of integrated education and upbringing. The list of positions of such employees and the range of additional payments for positions is established in collective agreement educational institutions. The specific amount of additional payments to employees is determined by the employer in the order. Additional payments to the heads of organizations of the educational system that include classes (groups, associations of interests) for children with special needs of psychophysical development are made if these organizations have at least 2 such classes (groups, associations of interests) by order of the body authorized to conclude with him a contract in the amount determined by the collective agreement (+ see Recommendations, pp. 12-13).

Additional payment for special working conditions is established: for the head of the library, librarians, teaching staff of the educational institution for work with the library fund of textbooks in the amount of 1% of the base rate for every 1000 copies of textbooks, but not more than 15% for one employee.

Additional payment for special working conditions to the bus driver who transports students to educational institutions in the amount of 50% salary.

The average salary in Belarus in 2019 was 111.53 BYN. This indicator depends on a number of factors, but the economic status of the state is fundamental. An important role is played by location (large city or province), type of activity, area of ​​employment.

For comparison with the Russian average salary, it is necessary to take into account that 1 Belarusian ruble is equal to 30.59 Russian rubles.

The minimum wage since January 2019 is 330 BYN (10088 ₽). Heads of organizations should pay above this indicator, but not below. If the employee worked part-time, then his salary will be at least half the minimum wage. Once a year, the government raises this indicator based on the level of inflation, economic growth, changes in the labor market, and others.

Average salary and poverty rate

The average salary in January 2019 was 981.6 BYN (30039 ₽). In the previous year, this figure was approximately 940 BYN (28766 ₽). Such values ​​appear on the website of the National Statistical Committee of the Republic of Belarus, which reflects the real indicators of the well-being of the people. The amount of earnings of the population has an impact on the value of the poverty rate in the country. In 2018, more than 5.6% of residents found themselves out of poverty, and compared to last year, 6% of citizens. An increase in the GDP of Belarus by 4% contributed to the improvement of well-being.

The living wage budget in Belarus is 216.90 BYN (6638 ₽). If a person's income is below his, then he is considered poor. There are practically no poor people in the Minsk region, only 1.2%, but in the Brest region this figure is 8.1%.

Average salary by regions

In the regions, the average salary varies significantly. The table shows its values ​​for 2018.

In Minsk, the average salary was 1200 BYN (36722 ₽).

The heads of organizations were tasked by the head of state Alexander Grigoryevich Lukashenko to get as close as possible to the value of wages of 1000 BYN (30602 ₽). But this was not done and in the near future the chiefs need to correct the situation.

This year, according to the statistics of Belarus, the highest value of the average wage was recorded in the Minsk region of the Soligorsk district, it is 1208 BYN (36967 ₽), which exceeds the figure in the capital of the country, where it is 1103 BYN (33754 ₽). Differences in payments are explained by the concentration of a large number of industrial enterprises in Minsk and the Minsk region. New approaches were determined by Presidential Decree No. 27, signed in mid-January. And the Government, following it, by Decree No. 138, approved the base rate and the tariff scale for wages.

The President announced the upcoming changes in the system of remuneration of employees of the public sector in December last year - at a meeting with the leadership of the Council of Ministers. Such changes are long overdue, just during the period of its existence, and this is from the beginning of the 2000s, the current wage system has undergone many point changes. On the one hand, they were all aimed at solving specific current problems, and on the other hand, they led to a noticeable imbalance in this system. Any accountant knows firsthand: as a result, today we have a fairly complex system of remuneration.

The tariff scale has changed in the most serious way. If earlier it included 27 categories, now it is only 18. The number of tariff coefficients has also been reduced - previously they were from 1 to 7.84, now from 1 to 3. Another novelty - instead of the tariff rate of the 1st category, the base rate will be used . The Government set its size at the level of 180 rubles. Moreover, it will annually revise this amount, taking into account inflation.

Thus, the salary of an employee of a budgetary organization will be formed from the base rate and the tariff coefficient, - Zhanna Stativko, a member of the Standing Commission on Labor and Social Affairs of the House of Representatives of the National Assembly, commented on the innovations.

The advantage of the new grid, the deputy believes, is that it makes it possible to establish the same level of salaries for equivalent work, and also simplifies the work of payroll specialists: instead of 266 tables, which are now used to determine wage categories for positions of employees and working professions, next year only one will apply.

The question arises: does this kind of simplification threaten with leveling?

- The new payroll system for state employees at the same time expands the ability of the heads of state bodies and budgetary organizations to establish sectoral terms of payment,- Zhanna Stativko explains. - They are given the right to independently determine the amount of incentive and compensatory payments, depending on the industry specifics and characteristics of work. Now the sources of payments are somewhat limited by law. The new system allows "to independently set wages depending on the results of work and the availability of funds ... from all sources."

The new payment system retains seniority bonuses in budgetary organizations. The innovation proposed by Decree No. 27 is a payment for rehabilitation in the amount of half the salary for all public sector employees. It should be recalled that from January 1, 2020, the salary will be formed from the base rate and the tariff coefficient.

Previously, the tariff scale included 27 categories, now it is only 18. The number of tariff coefficients has also been reduced - previously there were from 1 to 7.84, it has become from 1 to 3.

Will state employees lose money after the introduction of new wage conditions? Answer: no. The document clearly states that the reduction of accrued wages is not allowed.

- The current regulatory and legal framework, which regulated the calculation of salaries and which has been used for 18 years, was very cumbersome, - sums up Zhanna Stativko. - It included 35 decrees of the President, 79 resolutions of the Government and 271 resolutions of the Ministry of Labor. It was very difficult to use such a large number of documents. As a result of the revision, their number will be reduced to 19, 35 and 7, respectively. Therefore, the adoption of Decree No. 27 of the President can be called a serious optimization of the wage system.

IMPORTANT

The Ministry of Labor and Social Protection reported that the change in the system of remuneration of employees of budgetary organizations will be carried out within the allocated funds for these purposes, while maintaining the current level of wages of a particular employee. In accordance with the norms of Decree No. 27, it is not allowed to reduce the amount of accrued wages of employees of budgetary organizations (without bonuses) that were in force at the time the new wage conditions were introduced.

For the period of implementation of experimental and innovative activities in the field of education, carried out in educational institutions in accordance with Article 97 of the Code of the Republic of Belarus on Education and in accordance with the Decree of the Ministry of Labor and Social Protection of the Republic of Belarus of January 21, 2000 No. 6, an increase in tariff rates (salaries) for 15% to teachers, teachers, educators of educational institutions (except for institutions of higher education, individual institutions of additional education for adults), educators of preschool education. This increase in tariff rates is established by order of the head of the educational institution.
