What good did the crisis bring?

The turmoil in the foreign exchange market at the end of last year, along with obvious negative changes in the economy, also gives rise to certain positive consequences. Several industries - metallurgy, chemistry, agriculture - due to devaluation received noticeable advantages over foreign competitors, not only in the domestic but also in the foreign market. This may be related to some recovery in industry, recorded by both Rosstat and HSE market research. For a number of industries, devaluation means lower costs.

Russian metallurgy after the crisis of 1998-1999 was in deep depression. World prices for the industry's products were not too high, and China also turned from an importer of metals into an exporter, which created additional obstacles for the development of Russian industrialists. But in 2014, metallurgists began to make a profit. One of the factors for this was devaluation. Another, like the IEP surveys, is a drop in production at Ukrainian factories, which traditionally competed with Russian manufacturers. As a result, the latter's income increased. Thus, NLMK Vice President Alexander Sokolov said at a seminar at Voronezh State University in February that the plant finished 2014 with very good financial results, thanks to which tax revenues to the regional budget increased by 60%.

Another industry benefiting in the short term is agribusiness. Immediately after the introduction of retaliatory food sanctions, there was a physical shortage of certain goods on the Russian market, and some enterprises worked almost around the clock. There will inevitably be a shortage in the market for some time. But companies that operate in the Russian market with Russian raw materials and Russian workers will definitely try to occupy these niches.

Opportunities for serious progress arise, for example, in cheese production. Russian cheeses were in a marginal zone: they were positioned as obviously of lower quality than foreign ones, they had a lower price, and producers did not have the resources to develop and improve quality. Now, due to rising prices, they have received a delta, which gives them the opportunity for such development. This situation is partly similar to the one that developed after the 1998 devaluation, although general economic growth also played a very significant role then.

Another industry that could benefit from devaluation and rising geopolitical tensions is domestic tourism. Now the outbound flow of tourists is sharply declining, both due to restrictions on foreign travel for government employees and due to the rise in prices of foreign tours. Against this background, the demand for tours within Russia will definitely increase, and those companies and regions that respond to it in a timely and efficient manner have a chance to significantly expand their market share.

Will businesses be able to take advantage of such opportunities? In the short term, enterprises in these industries will receive or have already received additional income, and although inflation may eat it up, there is still an alternative: either spend it or invest it in business development. And this decision will depend on long-term and medium-term trends. The uncertainty of economic policy turns out to be perhaps the main destabilizing factor that can bury the opportunities that have now arisen.

Global benefits

Over a longer horizon (10-15 years), the structure of the Russian economy will be determined by its basic competitive advantages. This is primarily the presence of various natural resources, as well as arable land reserves.
There is a shortage of arable land in the world, but Russia has one of the largest reserves of this resource - about 120 million hectares, or approximately 9% of the world's reserves. Moreover, due to stagnation since the 1990s, a lot of our land was taken out of circulation and is still not used. Therefore, unlike most countries in the world, we have opportunities not only for intensive, but also for extensive expansion of agriculture.

Changes in global consumption must also be taken into account. Rapid economic growth in China and India was accompanied by a noticeable increase in household incomes, which led to significant demand for food on the world market. This process will continue even as growth slows in these two countries. And income growth will lead to a change in the consumption structure - with an increase in the share of meat and meat products. In the 2000s, Brazil successfully used this trend, making agriculture, and especially livestock farming, one of the key sectors of its economy. Russia has no less potential here. But we will be able to fully use this potential only if we increase labor productivity and actively implement new technologies, which involves investing in the development of the agro-industrial complex.

The very fact of the presence of large reserves of natural resources in Russia against the backdrop of growing demand for these resources will definitely lead to the development of extractive industries. And there's nothing wrong with that. The United States first supplied grain, cotton and metals to the world market; Canada and Australia also began as resource economies. Finland was a timber supplier, but was able to become a competitor to leading economies in the IT market. That is, this is a question for ourselves - will we continue to supply raw materials to the world market, or will we be able to use export earnings to increase the degree of processing of our natural resources and begin to develop related sectors of the economy?

Russia is a big market

Our institute is currently conducting a series of interviews with managers of foreign companies operating in the Russian Federation. Many of them also note the large volumes of the domestic market and developed human capital among the advantages of the Russian economy. Demographers do not expect Russia's population to increase, but we should not expect a noticeable decline either. Thanks to the economic boom of the 2000s, Russia has become a large market, and the scale of this market is not going anywhere.

For all our educational problems compared to other developing economies, we are a very educated country with a large urban population. Countries with this level of education and urbanization have traditionally shown strong demand for mass consumer goods and services. Such goods can be imported, but they can also be produced within Russia, as has happened quite successfully with automobile factories of foreign companies. With services, a choice is also possible - you can develop them in Russia, or you can focus on their import, using our income to finance the creation of added value in British universities, German and Israeli clinics, at Spanish and Turkish resorts.

But, as in the raw materials sector or in agriculture, the conditions for doing business in Russia are critical for the production of mass consumer goods and for the service sector. But there is still a lot of uncertainty here. On the one hand, the authorities regularly announce various efforts in this regard (including progress in Doing Business ratings, ASI activity, a new system for assessing the performance of governors, etc.). On the other hand, the same government is taking completely “perpendicular” measures, such as increasing social payments for individual entrepreneurs, returning the authority to the Investigative Committee to initiate criminal cases on tax charges without the approval of the Federal Tax Service, or arrests of large entrepreneurs. This nullifies all efforts to improve the business climate.

Can't see the future

The realization of short-term and long-term opportunities for the Russian economy directly depends on the vision of the future among our elites, on their understanding of global competition. The traditional position of most experts and representatives of the elite: we need to move away from the raw materials model, introduce innovations and develop high-tech industries. At the same time, we compare ourselves exclusively with Europe or the USA.

But we must understand that for a long time we have not been competing with developed countries - we are competing with India, Brazil, China, South Africa. In terms of the level of development of institutions and the state, and in terms of the level of corruption, Russia is much closer to developing countries. And the same China, which showed much less ambition 30 years ago, has now surpassed us in many respects. And that is why we need to move from a plethora of unrealizable plans to a pragmatic policy that takes into account our realities and sets adequate goals for economic development.

One of the key problems now is the lack of a vision of the future among the Russian elite. In the 2000s, economic policy was guided by the model of oligarchic capitalism in South Korea of ​​the 1960s and 1970s - with the dominance of chaebols in the economy and the primacy of the bureaucracy in politics. The crisis of 2008-​2009 showed that such a model does not work in the conditions of the modern dynamic global market, and in such a large and heterogeneous country as Russia, it showed the inadequacy of the existing management system. After five years, this system has still not been able to adapt to the new reality with a high degree of uncertainty, and has not been able to learn to respond to problems and impulses coming from below. As a result, economic agents lost confidence in politics, which is clearly manifested in the panic in the foreign exchange market, the large-scale export of capital and the rise in interest rates on bank loans.

Having lost their vision of the future, the top elite is trying to replace it with images from the past, searching for ever new external and internal enemies. With the help of such a policy, social support can be mobilized for a while, but nothing can be built. And this, in my opinion, is the main obstacle to the realization of both short-term opportunities and global competitive advantages of the Russian economy.

The unstable economic situation has affected everyone differently: some types of businesses have suffered more, others less, and for others new prospects have opened up. Crises come and go, but you always have to work. What business is in demand now, where to look for a promising niche? Despite the fact that the SME business activity index shows a decrease (Fig. 1), the number of individual entrepreneurs in Russia has increased. According to Kommersant: as of December 2015, their number was 3,643,911 versus 3,534,516 for the same period in 2014.

The negative impact of the crisis on retail is obvious: a decrease in income, saving behavior, and the transition of buyers to cheaper goods. The last factor did not turn out to be negative for everyone. “All at one price” type networks are expanding, including actively moving into remote regions (“Fix Price” franchise); commission trade has revived. According to a study by the Magazin Shopping group, as of October last year there was stagnation in the retail sector (Fig. 2, 3).

What entrepreneurs complain about:

  1. a drop in sales is noted by 76% of respondents;
  2. 55% of retailers were forced to raise prices;
  3. Rental costs and property taxes have increased.

In general, the mood is pessimistic; a revival in consumer demand is unlikely to be expected in the near future. But by sector, for industrial goods the decline is not the same, which is clearly visible in Figure 3. For individual product items, the index position is above average.

Summary. The market for luxury consumer goods (and services) shows little change. The economy class segment is not developed. It requires a special ability to organize profits on low prices, low costs and margins, which not many have (a successful example of "Fix Price"). In recent years, trade has been most active in the middle class segment, and the greatest decline in real incomes has occurred among this part of the population.

How does the current crisis differ from previous ones? Opinion of Evgeny Butman, a serial entrepreneur since 1990 (Forbes interview). "The crises of 1998 and 2008 were instantaneous - everything fell, depreciated, froze. Ah! We looked: it’s not so scary. We picked it up, washed it, glued it up and moved on. In the service sector the situation is different. According to Rosstat, there was a general decrease in consumption in price terms, but it does not look like a “collapse” (Fig. 4). As of November 2015, the share of paid services in the total expenses of the population even increased - 20.8% (in 2014 - 19.9%).

Analyzing the indicators for individual types of services (Table 1), it is easy to see that the crisis has a positive effect on citizens’ desire for sports, culture and a healthy lifestyle.

Promising trends in the service sector

  • Tourism- on internal routes, agrotourism. In order to save money, many go on vacation on their own: it is no coincidence that the hotel industry is experiencing growth. The niche for organizing mini-hotels, catering outlets, parking lots, and hostels is expanding - along highways and in places of mass “wild” recreation.
  • Outsourcing of all types- large and medium-sized companies save on personnel, marketing, IT services, and education. Summary. People have not stopped using services, they are only making a choice in favor of cheaper ones, with children's needs being a priority. The manufacturing business shows the most optimistic activity index compared to other activities. According to the portal TIU.RU (trade of machines and equipment for SMEs), in the first 9 months of 2015, the total amount of sales income exceeded the level of last year by 20%.

1 Food production.

Large retail chains: Perekrestok, Pyaterochka (Retail Group) signed new contracts with 800 suppliers in 2015. The share of Russian goods has more than doubled compared to 2014. For many product groups it reached the level of 90 - 100%. "Dixie" - imports fruits and vegetables from the south of Russia, Tula, Moscow region; 90% of dairy products are Russian and Belarusian.

Russian "Camembert"

The family enterprise Nikolaev and Sons (Krasnodar Territory) increased cheese production 10 times in 2015. The business began 4 years ago, with plans to produce Italian and French “premium” varieties. In total, the line consisted of 12 varieties. With the introduction of the embargo, the company reduced them to 4, with Camembert Lefkadia becoming the main product in demand. Blue cheese was the first to leave the shelves - retailers stood in line. Selling prices start at 1.1 thousand rubles per kg; they have not increased during the year. Supplied to retail chains: "Azbuka Vkusa", "Magnit", "Lenta", "Perekrestok", geography - more than 10 cities.

2 Innovative technologies.

Investors and large enterprises are now more willing to support Russian developments that have been lying on the shelves of research institutes for years. Scientists are poor at promoting their new products, looking for customers, and organizing the production of prototypes.

Helmet for miners and rescuers with Wi-Fi

In August 2015, NPF "Granch" (Novosibirsk) announced a new development: a helmet for rescuers and miners, equipped with a search system, a thermal imager (allows you to see through smoke), a video camera, and means of communication with the control center. While an agreement has been concluded with the Ministry of Emergency Situations, the first samples are also being supplied to neighbors - to the mining town of Kuzbass. The high-tech development has no analogues in the world; Germany has shown interest in it. Is it worth saying what a foreign contract means now?

3 Highly specialized niches.

Many large industries need components, the production of which is unprofitable and troublesome for them. They willingly outsource such tasks to small businesses. There are always unoccupied spaces in this niche.

Necessary little things

An object that slightly resembles a toy excavator is a metal sieve for crushed stone. It is produced at the Gorny Tekhsnab Holding enterprise (Elektrostal). This crushing and screening equipment is in demand in the mining industry and quarries. Production began five years ago, and in 2015 they began supplying products to Belarus and Kazakhstan. In 2016, it is planned to conclude agreements with Uzbekistan and Tajikistan. Production is expanding, new equipment is being purchased.

4 Products for export.

Everything that can be produced for export must be produced and sold. What gets in the way is a lack of information and the problem of finding buyers. There are special structures where you can get advice on these issues: Russian Export Center, Excar.

The Export Insurance Agency (EXIAR) announced data for 2014. The number of exporters among small and medium-sized enterprises by the end of the year amounted to 13,500 firms, an increase of 27%. Of these, 85% are in remote regions. In the Primorsky and Khabarovsk territories the growth is about 2,000%, in the Murmansk region - over 4,000%, in Moscow - 139%.

Non-standard approach.

Importing goods from China is commonplace for many entrepreneurs. The small enterprise "Zaitsa" (Khabarovsk) has entered into contracts for the supply of the most common product - ice cream - to China and Korea. It is interesting that in the city itself, imported products from Moscow and Tomsk predominate. According to director Ilya Amirkhanov, the Chinese were very surprised by our initiative. However, 18 tons have already been exported to China, and 5 tons ($40,000) to Korea. The Chinese respect imported food products. According to surveys, more than 50% of buyers consider them to be of higher quality and are willing to pay for it.

The lower price segment of ice cream (locally produced) in China includes items up to $1.5 (per serving). About 30% of buyers choose more expensive, imported ones. The American brand "Haagen-Dazs" is sold at 2 times more expensive than in its homeland - $5-7. In 2015, the Latvian form of Food Union (after the closure of the Russian market) supplied 12 tons of product to China. The price per serving was set on the advice of the Chinese from $3 to $6. Sales figures exceeded the values ​​of European outlets by 300%.

Conclusions. There is no clear answer to the question of what business is in demand in Russia now. There are successful examples in different industries. Key positions are occupied by wholesale and retail trade in food products, inexpensive goods, food production; transport; services in the IT field, medicine, individual educational and cultural and sports projects. In any case, those leaving the market are being replaced by those who offer a new, more convenient, profitable solution.

According to experts, this year will be a real test for small and medium-sized businesses. But if you minimize all risks, you can survive these difficult times with dignity. Promising areas for small businesses in 2019, which we will discuss in this article, will help you stay afloat and at the same time receive a stable income.
